SPEECH 0E COL. ALFORD,
ON TIIK BILL MAKING ATI’HOl-RJ.ATIONH FOR
TIIB ARMY, FOR TIIK Y.iAR I8J7.
Mn Alford suitl, Mr. Speaker, il is f»uh-
iottuble uow, nt this lute stuge of tlie session,
lor gentlemen who wish to inako long ipee-
ches to promise the House in the onset lobe
briel, nnd, in most cases, ihe promise is for
gotten in the bent of protracted debate. It
necestwry. Mr. Speaker, I could tunke the
same promise ; but candor compels me Co
sny, if f were to promise, J should not com
ply. Thi* subject lies near my heart.—
Without claiming for myself, any of the dis
(inction which signalized the career of them*
guliunt hands of irregular militia, 1 may b*
putdotted when I do suy, I feel a drop and
abiding conviction of the justice of their
elniniH, ftum a purtieipntiou ut lettsl in the
sullerings^ and privations which they en
dured. Several amendments ore proposed
to thia bill, to pay the troops from Kentucky
nnd TcuuoKseo, ruised uuder the order ot
General (initits, ns well as the hill proposed
hy my colleague lopuy the eompnities raised
in Georgiu, under tlie exigencies of'the Crack
war in its first breaking out, whether they
were raised tinder orders or not, aud with
out being mustered into the wry ice of the
United Slates.
Mr. Speaker, I am mortified attha course
tnken here hy the guntleman from Now York
(Mr. Cnmhrcleng,) as well as the chuirmau
of the Committee of Claim*, from Ohio,
(Mr. Whittlesey.) One object* to the valid
ity of these claims, because they have not
been before the committee, aud the choir-
man of the com in iiten objects because Hit
troops were not in oaten d into the service. J
beg leave to remark, that I enn not ace «□)
difference in the merit of tt soldier's claim
for pay in the mere circumstance of being
mustered into the service of the United
Status, or not being mustered in. 1 would
humbly contend that the gratitude uf tin if
country, as well as the little pittauceof their
wages, is due upou unother aud nohlt-r prin
ciple. For what should they be puid ? For
wliut should they receive the consideration
of this House, and the gratitude of their coun
try ! For a gallantry of spirit end devotion
to country displayed in nulling, without w ai
ting to be called. to thn relief of their ex
posed and Millcriug fellow-citizens. Yes,
*ir, give the money of this nation to the sol
dier who when he saw the perils of war en-
ci.-clo the habitation of your defenceless fam
ilies—when the war-whoop was raised—
when the council-firs burned—when the
tomahawk wits drawn, nnd thusealping-kuife
unsheathed—^when your women and chil
dren were murdered in cold blood—when
the horrors of cruel, savage warfare reigned
iu bloody triumph—give it tu him, sir. who
perilled nil for their protection, nil for the
honor of his country.
Mr Speaker, if a coll was made by Gen-
ernl Gaines for troops iu the West; if, lu
generous reapoiiM) to this call, the hardy
Tcuucsseenn nud the "liunler of Kentucky 1 ’
rallied to the standard of their country, if
they incurred expanse, if they consumed
their lime, uud manifested their willingness
to tlo good service—and surel y sir, the history
of “by gnnw limoa’’ proves most infallibly
(hair capability to do 4 that any thing—why
should they not bn paid? The gentleman
from New York says, because the. committal*
have not hail them before that tribunal, ami
the chairman of that committee snys because
they were not mustered into sen ire. The
gentleman from New York will puidoo me
lor saying, that I lour the report of that com
miliee would not enhance the justice of ih«*t*
! claims, or inercu** the prospect of their puy-
j ment, if the incmheis, like the chairman,
should refuse to bn mustered into the servici
ol those who were so unfurl utinie us not to
he mustered into the service of the United
ahulcs ; end the chairman will purdon me
for say ing. I cannot see the merit of his dis
tinction. Will the honorable gentleman lie
pleased to explain to the llotise the reason*
which influence hint in hiseourse upon these
claims l And I should both lighted to hour
him descant upon the superlative merits of the
mere simple operation of being mustored in.
Tt e llotue will puiduu me, Mr. Speaker
for describing the manner of performing this
indispensable, and according to the chair
man's, view, highly meritorious part of the
military service. A lieutenant of the regu
lar army took the muster roll of Gapitiin
Kendrick's company of mounted men, nml
said Julius C. Alford ! I answered here !
he pointed to mn *o march ten pacts up
street, and 1 was mustered in. ilo then
culled the next, ho answered lure, marched
up, fell in u line with me, and lie wus mus-
Itred in; uud soon, Mr. Speaker, mini wc
were all mustered in. And wilt tho Lotioru-
idc chairman iufi<rin the House whut merit
there is in this argument of hi*, which is en
tirely to decide the question of pay oi tin
pay f Mr. Hpcukcr, wc liuvu an ubuudnni
treasury, u latgu surplus, und I fear it will
rutnuin so. as long tlie merit of just claim-,
tnude by honest men. arc to ho thus deter
mined* Wliut nation under <iio heavens
presents such a spectacle to the world as wc
tin ? None wus ever cursed tu wo ure, (in
modern times, ut least ) with such a thing
us uu uuwieldly turplus of money; agd yet
rich as we me us u nation, we Utaw nice
dintiiictinns to save our money, uml starve
and plunder those who regurd our honor an I
defend our light**. 1 here is something wrong
iu this: the hungry politician is fed, the ac
tive putlisau is rewarded, the man who de
ceives the people, aud ministers to the ambi
tion of the great and mighty, is well paid,
but the soldier who lights your b.ittu sis
turned oil with a cold denial of sheer justice.
I hope the times will change, oml I shall re
joice to see the people of these United Stales
do justice to themselves, us well ns to their
rulers. And I hope to live to site those hum
bug politicians, who raise such unworthy
obstacles to the claims of our people, mus
tered out of the service—pay or no pay ; hut
they will tukeenre of themselves ; the) Anne
the money, ami it seems they intend l<>
keep it.

party, the Creek Indians were in the habit
of crossing the Chattelmociiee River. »-d

Georgia, and during this whole time, (be gal
lant Jernigan and his fellow-soldiers, ue well
is the citizens of other counties, were occa

was a paramount reason why they should ba

Mr. Speaker, the honorable chairman af
the Committee of Claims, ns well as the bvm-

iod me for another reason why 1 objtfef tsr
their objection. They say, and particularly
the geiiileiiiun from New York, that these
claim* ought not to he considered by Con*

uud hy tlie in considered and reported upon**
I have a case in point, which proves to my
mind most conclusively tlmt these refereuee*
of important meusure* in committees era
sometimes made a reason, if not a pratext,
for very unnecessary, and I will add, very
unjust, and mure thun that, very oppressive

swer, tisi lute, I fear, lor a report to do say-
good this session. «
Mi. Hpenkcr, 1 must be permitted to say
this all looks to uia like injustice to uiy con
stituent* ; aud here in my pluce I do eoig-
pluin that they have been treated amiss, aud
I feel it the more sensibly, because I know
if my own know ledge that delay is rwlti Ms
many of these aullercrs. if the houofabiw
chairman had been with me at Roanoke, aiyl
iiad seen what 1 have seen with my ,own
eyes, he surely would not have seut tla*a
claims to the Secretary at War, when tfca
President had distincly reeoniaieadrd the
in *asure to Congre*- ; end I will say I can
not commend such a course ; and if 1 un
derstand Mr. Builer'd opinion, ha does utA
see why lie slmiild be culled upon to argue
this measure after it was before C.oiigresa^*-
I now distinctly nnk the h juurnols chairiuae,
if ha did not iuieud thun to give ft tho go-by f
for so I shall consider the fact to b« uutd
truth dispels the delusion, if 1 uiu wrong.—-
Hut, Mr. Hpcnkc.*, 1 have no douht I have
apprehended this whole mniiagvioeut as itr
realty is : this claim comes from the .'i«uth ;
u.ev« •ufl’ereiw are Southern people ; if they
und finiled liorn niioflierqiiarler, lilt sensibil
ities of the liOMorubio thuirm .11 would Uhv*
btcu more acute, uud (lie hoimruMe gentle
man from New Y'ork would not have Rung
iu Ids objections thus opportunely tigain^t
the amendment. It is a hurd case uinS
those who have lost their property. Tlio
powers thut be, were railed upou to prtitat^
them ; the Mrong arm of this Government
wus so slow to move in the ir defence, ilia|
protection came mb hue; and now, afi.r tin*
citizens of Georgia uud Alabamu weiy Irft
tn the mere) ol the meiciless savage; after
scarcely a family who resided upon the fiou*
tier has escaped either minder or Itoiias-
burning; afar the desolating Imr-ora of In-
tliun warfare were iiunrd loose u^nmi us iof
mouths : after the be* portions of our |i*w
conn rv wi re in .de n how :i *g wilderness ;
oiler ull this, w. en they come t.ere for a just
remiiiicraiiou, llm best yon cun do lor them
is to let their chtiiu sleep—to them il is too
sleep of d-uih.
Air. 8; euker, the Ilona#* will psrdou this
digression liom the mum question, und tut
ooubt will agree with me, tl.ut tho policy <>|*
both the gentlemen is the <-01111—to aye id
the priynu'iil of ei'iier the soldier Hint fought
or the citizen ihui sullered. I feel con lit U nf,
atull events, that I have cleat ly sSio.vn, hy
the fuels of the ease Inst debated, that to refer
ibo claims of the soldiers for pay, to the coirf-
mince would not, us I before said, enhance
its value01 increase the prospect of payment.
I hojieihe amendment of my colleague w ill
be udopted. 1 tiiuitk the House Ibr its kind
indulgence uml polite attention. And now,
Mr. Speaker, 1 will depart from another hub-
it of delude indulged in this House; I will
cease wiieti I mn through.
