We nnoex an extract from the London
** Banket’s Circular” of the Grit July iukt, in
proof of the direct unfavorable action of the
Hank of England, on all bills which could
be traced to any connection With Cotton. If
it were permiaaeble in a doaumant like this
to spaak of the declaration* of individuals,
the statement of the highly respectable and
intelligent editor of the Banker’* Circular”
(one of the ahleat mtnmercia! paper* in Eu
rope) might be confirmed in a manner which
would render hr* deduction entirely undeni
able. Indeed, the whole number uf the 6th
July, ia marked not alone by gteal ability,
but by much liberality towards our country,
sod i* pregnant with a vaat fond of informa
tion connected with the American Trade:
*• P. S. It is not our practice to allude to
anything ritet may be said of this publica
tion. It it Were, we should ot the time have
noticed the fact of three distinguished mem
bers of the House of Commons belonging
respectively to the Whig. Radical and Con
servalive patties, having borrowed it by quo
ting from it with approbation in the debate
on the Corn-laws. When, however, a men
in high authority, like the Governor of these
Banks, impugn* anv statement of our*, we
are compelled, out rtf deferential respect iu
our subscribers, to re-nssert the thing im
pugned or to retract it. We do the former.
In the Circuler of June 21st. we gave, in a
condensed form, tite impression made cn
money and commercial affairs, by the extra
ordinary measure of raising '.he rate of inter
est hv the Bank, to 51 per cent. It so hap
pened that we were not acfpiniutcd wiih
that proceeding uutil one o’clock on Friday,
and therefore we could do no more. This
condensed statement was, on the succeeding
day, a subject of conversation with » bill
broker, inferior to none in sagacity and efg
ciem v. anil he deliberately pronounced it to
be nictitate, olthough he is in the habit of
taking exception* if ha perceived a word too
strong or too weak relating to money mat
ters.

particalarly favortfeta to a reporter. The

Ofthe ability and intelligence of three who
composed the Convention tha debate* anil
proceeding* may be a teat, as the character
of the work which w aa the offspring of their
deliberations must be tested by tha experience
of the future, added to that of nearly half a
century which haa passed.
Bat w hatever may be the judgment pro
nounced on the competency of the architects
of the constitution, or w hatever may be the
destiny ol die edifice prepared bv them, I feel
it a duty to express my profound and seiemn
convieticn derived from tny intimate oppor
tunity of appreciating the views of the Con
vention, collectively and individually, that
tbere never was an assembly of men, charged
with a great and arduous trust, who were
more pure in ill -ir motives, or more exclu-
! sively or uuiiuutlv devoted to the object com
miltpd to them, than were the meutbt rs of
the Federal Convention of 1787, to the ob
ject of devising and proposing a constitution
si system which would best supply the de
lects of that which it was to replace, aud best
secure the permanent liberty aud happiness
uf their couutrv.
That resolution of the Convention which
• Iused its doors to the public gave much uni
brage at the lime, and expesed the body to
great animadversion. Ye! how wire anti

wa* not for their contemporaries. They
worked for the 1st off future. They spok*
to so audience that no legislative assembly

was to lest the value of their labors, so pos
terity will now have an opportunity of judg

their reasons, their intentions, their feats and
tbeir hopes. The injunction of secrecy lies
