After Jarauta's capture, Bustamente addressed
Paredes, summoning him to lay down his arms
and suhmit to the Government, but the latter de
clined, alleging his honor, and that no security was
offered (at bis and his followers’ lived. It is re
lated, that notwithstanding this ostentatious die-
play, bis heart failed him, and although Negreie
ana the rest wished to continue the struggle, he
made off secretly, accompanied by three or four
confidential friends. When this fact became known
there was a general flight, or Mure out peut, and
Bustamente entered the city without firing another
shot. The moat vigorous measures have been ta
ken for the arrest of Paredes and his adherents.
Circulars have been despatched bv the Secretaries
for the Home and War Departments, to the Gov
ernors and Commandera-in-Chief of the States,
calling on them to be on the alert, and in the ovem
of any of the late insurgents being taken, that they
be brought before a Court Martial and punisbe'd
S hot, no doubt,) within twenty four houra. The
onitor of the 96th announces that late the prece
ding night a despatch had been received from Gu-
• annjunto, informing the Government that twenty
' officers of the insurgents had been captured and
shot.

its sittings tt the Capital on the 32a ult. A bill
had been introduced by Senor Paino outlawing all
who may hereafter take up arms against the con
stituted authorities. This is in opposition to the
bill, by Senor Navarro, abolishing capital punish
ment.
DixmxcTiox or the Battaliox or San Pa
tricio.—A plot in which these worthies had boen
engaged, with their notorious commander Riley,
had been providentially nipped in the bud. It had
been arranged that they should seise the Hreti
dent and the Ministers, and initiate another pro-
nunciamento. Before their measure* were ripe,
Riley and same of his sabordinstes were raized,
and all wa* frustrated. The battalion was sent
out of the city to Guadalupe, where they mutin
ied ; and the Commandant General of the Capi
tal marched with four piece* of artillery to re
duce them to aider. The mutineers fired on
them, bat were dispersed, 26 or 30 remaining
prisonere in the Commandant’s hands, who was
panning the fugitives.
The Kobbxk Room Mixasda —This miscre
ant, who was condemned to death for murder, Sic.,
has been saved by the interposition of the third
Chamber of the Supreme Court. All ranks of
people in the Capital had been utterly disgusted
by this ill-timed clemency. The Germans,
ranch and other foreigners serving in the Na
tional Guard, intend to renounce this occupation,
aince the highest legal tribunal thus sanctifies
robbery, murder, die. The President has acted
nobly un the occasion, and through the Minister
of Justice peremptorily calls on the Supreme
Court to furnish the Government, within three

Mr. M. Gibson said, ho hopod the Government

the present causa of root plaint was that a duty
was levied upon all letters brought by American

Ireland.
The purchase and manufacture of arms is pro
ceeding rapidly.
Last week eighty stand of arms were purchased
by the Dr. Doyle Club, of which Mr. Duffy, of the
Nation, is the President. 90,000 stands of disused
military flint muskets have been purchased in Lon
don for the use of the insurgents, and all coming
over in batches.
Hyland, the noted pike-maker, has left Dublin,
for Carlow, with s large consignment of pikes.
The rebels have prepared a map of the city of
Dublin, subdivided into districts, in each of which
the points at which the clubs are respectively to
muster and where barricades are to be thrown up,
are indicated.
It is now arranged that if, upon the formation
of the jury to try Duffy or hit fellows, It shall ap
pear probable that a conviction will be bad, the
clubs are to rite immediately and prevent the trial
by anticipatory, and, as they hope, a successful
outbreak.
Mori Arrests for Sedition.—A second edi
tion of yesterday's Cork Reporter announces that
three of the leading Confederates of ihnt ritv, vis:
Messrs. Varian, J. W. Bonrke.ltnd John O'Brien,
were arrested at half past two o'clock that day.
A Cork paper says that 183,000 Confederates
armed ammunitioned and drilled, and waiting but
the word to rise. The 8th of August is named as
the dsy for rising. A circular to this effect, sign
ed by one of tiie •* Felons" now in custody, was
read before one of the Dublin Clubs.
Crops of every dcscriptiun never promised such
abundance. Potatoes arc only four pence the
stone of fourteen pounds.
The potato disease has not appeared at yet in
Ireland.
The last club procession in Cork brought the
leaders in contact with the authorities, and the re
sult has been the arrest of Messrs. Vsrinn, Bourke,
Lane, and J. O'Brien—all on charges of sedition.
The arrest took place on Tuesday. The parties
were all admitted to bail.
A Privy Council was held at Dublin Castle on
the 18th, at which the-Lord Lieutenant presided,
when it was resolved to proclaim the following
placet under the Coercion Act: County and city
of Dublin, county and city of Cork, county and city
of Waterlord ana counnty and the town of Drogheda.
Barricades were erected In the streets 0? Kil
kenny.
The cautionary notice of the police against the
purchase of “ seditious newspapers” had no effect.
Mr. Smith O'Brien has been active in organi
sing clubs in Drogheda, as Messrs. Meagher and
Doneny, in Tipperary and Waterford.
There has been a “ brush" at Carrick-on-Suir.
A Clonmel correspondent thus describes the affhir:
11 The Carrick people on hearing of the arrest of
some of the club members, and the rumor that one
of their own curates was morkod out for arrest,
rose en masse, and with arms in their hands, con
sisting of rifles and pikes, repaired to the authori
ties and demandod the releaso of tiie prisoners,
who were at once delivered up to them.
They then rung tbo chapel belle when 4000
men descended from the neighboring hills, armed
to the teeth, who remained in Carrick all night,
lest an attempt should be invlo to arrest Father
Byrne. The delivery of the prisoners, and the
withdrawal of the few troops were considered as
a triumph. There is no mistaking the national
faeling.
A letter from Dublin, dated July 17, states that
the clab organisation is daily aaauining a more a-
forming aspect—more aecret in the mode of pro
ceeding, but more concentrated and systematised,
whilst branch clubs are extending far and wide
into the rural districts.
The recent proceedings in Waterford and Lim
erick, in connection with the prosecution against
Mr. M. E. Meagher, have shown how difficult it
is for the leaders to restrain the clubiits from a
“ premature outbreak ”
The Government, along with a strong body of
constabulary, are concentrating troops in Water
ford and its'neighbarhood. Troops have marched
from Wexford in that direction, and from Kilkenny
this morning. The place of the latter in Kilkenny
ia occupied hy companies of the 73d, from Carlow.
There ia artillery both st Waterford and Clon
mel. In additiou to tho police force despatched
yesterday bv the Rhadamanthaa steamer, a regi
ment or infantry la ordered up from Belfast, per
the Ducheaa of Kent; chartered for the purpose,
and has also been des|iatclied.
Cahir ia to supply some troops of cavalry. Tho
intelligence of the rising at Carrick-on-Suir waa
received all througli Tipperary with enthusiasm.
On Monday night the mouiitiana wero all in a
blase with fires, from Slieveblaom to Slievensmon,
and the peasantry crowded around them in large
inasaea.
The ch seeing along the Waterford range was
distinctly heard in Clonmel, end the clubs turned
out to do homage to the general enthusiasm.

We are almost in a slats of siege in thia city.
Today a proclamation waa issued by the Lord
Lieutenant, for both the county and city of Dub
lin, calling on all persons to deposit and leave at
tiie respective police stations on or before the
25th of July, instant, all guns, pistols, and other
fire arms, and all swords, cutlasses, pikes and
bayonets, and all gun powder and ainunition, on
pain if convicted, of lioing imprisoned two years
witii or without hard labour.

up a number of pikes and guns to-day through
out tiie city.

A letter from Waterford states that that city
is greatly excited by the proclamation issued
against it. The notices are torn down as soon as

inmtion, in which he calls upon his fellow citi-
icns to imitate the men of Limerick and Tippera
ry, to be Arm and steady and to organize calmly,
speedily and fearlessly. Mr. Meagher in mocke
ry of the Castle proclamation, put at the loot of
his address—
“ God Save the People I”
“ The Irish Felon” had not made its appear
ance.
Scotland.
We have received a letter from Greenock, da
ted July 90, which states that the Town Clerk
there, John Kcr Gray, Esq., was deliberately
ahot in the street that afternoon by an auctioneer
by the name of Thompson. Fortunately Mr.
Gray is said not to be mortally wounded. Dim-
doe letters speak more favorably of trade at that
port. A fair amount of business was doing in
flax, yams and linens.
France.
We have reoeived the returns of the Bank of
France, this morning, but they do not possess
any now feature of Interest. The city of Paris
was tranquil.
England.
In the House of Lords last night after Lord
Glengal had brought his observations to a close,
was followed by Lard Brougham. Alter which
Lord ijvndsdown replied; lie slated that he was
obliged to Lord Glengal for affording him tho op
portunity to state to tiie House what tiie Govern
ment hud dona in Ireland and what they intended
'for men to do, and then repeated in sulwtance
tho words of lard John Russell’s motion; he af
terwards stated, that, although tho Government
had positive notice of an intended insurrection in
that country:
Ho trusted that by firmness and vigilanco it
would at once be put down—referring to tho par
ish priests, he states that although some of them
wero deeply mixed up in the clubs and confeder
ations, yet on the whole they were friendly to the
cause of order, and the Government had derived
valuable support from them. The speech of tho
noble Lord cxcitod deep attention.
