All objections raised in the convention on Mon

Mr. Toombs con? led that the action of Con- j

tion of slavery in the territories, inasmuch as it Ti
does not exist by the present laws; while .Mr.
Calhoun's address oxpres.-ly denied any authority

Fuels in relation to cheap Postage.
As there is u hill now before Congress to reduce the
rates of postage, I beg permission to .submit a few facts
for the consideration of the people. Many persons
are inclined to believe that the rates projioscd are too
low, uud especially that the rates on newspapers and
pamphlets will not pay the costcf transportation, uud
therefore they are a burden upon the post office. .Mr.
Niles's bill proposes the following rates:
1. *• Newspapers (when dry) are to pay, vvh f *n
