of Vigilance. The excitement grew out of the diffi
culties that existed with the Nicaragua Transit Coin-
pany.
Fire at New Bedford.
A serious fire has occurred ot New Bedford, which
has destroyed the Caudle Works of Mss. S. uford &.
Howland, and the Lumber Yard of Mr. Wilcox. The
Iota is estimated at $80,000.
Appointments, Ac.
Judge Legrand, of Baltimore, has been appointed
Solicitor of the Treasury, Philip Frnucis Thomas, Col
lector of the Port, and Jacob J. Davis, Postmaster of
Baltimore. It was rumored that Mr. D. S. Dickiu-
sou, the newly appointed Collector, and Gen, Dix, the
Sub-Treasurer of New York, will decliue their ap
pointments.

B.C. Pressley, E*>q., Editor and Proprietor of the
Charleston Southern Standard, has been nominated
to the Senate as Sub-Treasurer of the U. States at
Charleston.

Another Spanish Outrage on the American Flag
The schooner Manchester, (of Baltimore) Capt
Sterling, which arrived at this port yesterday from
Kingston, Jamaica, informs us of one of the most
high-handed outrages upoa our (lag that l as yet
bran committed by the loyal subjects of Queen
Isabella in Cuba
According to Captain Sterling’s account, which
authenticated by hi-* consignees, he was peace*
ing his course homeward from Jumai*
in the 15th inst., off the Island of Cuba,

More Fraud*.
The Seiiftto committee on Frauds, have made
its report which is now in the hands of the prin
ter at Washington. This report it is said disclo
ses many disgraceful frauds upon liie govern-
ment, besides the Copilal suspension fraud, of
which we have heard so m« cii of late. The edi
tor of the Union has only seen the proof-sheet of
the first fifteen pages of the report, from which he
gives the following b aotiful transaction:
The first case is that of a contract for builJing
a certain light house in California and Oregon,
given privately by Mr. Corwin, late Secretary of
the Treasury, to a clerk in his department, w ith
the expectation and consent that the clerk would
sell the contract at a large profit. Before the
contract was concluded, the clerk received us his
partner in the speculation, ut the instance of Mr.
Co-win, one of his personal friends, then un
known to the clerk; and subsequently, « n the
solicitation of tin.! partner, he received as the
third member of the partnership a very near rela
tive of Mr Corwin. The contract thus obtained
was finally sold to sub-contractors—the late Sec
retary of the Treasury being aware that i: was
ofi'. red in the market—at a profit ol fifteen thou-
s .nd dollars. T;ie sub contractors were accen
ted instead of the original contractors, and the
ginal contract cancelled. The profit of til-
teen thousand dollars was divided hi-twten the
clerk and his partners, and was pud by u draft
the treasury of the United Slates. Subse
quently a modification of the contract in favor of
mb-contractora, to the amount of seven thou*
dollars, was procured through the agency of
the first partner in the original contract introdu
ced by Mr. Co win—the fee paid for such agency
being nine hundred d* liars. These particulars
are l iken lr«*m itie synopsis of evidence given in
the committee's report, and are accompanied by
others of the gravest character.
The Frauds at the Federal Capitol.
It will be seen on reading an article vve copy
from the Union, that the Semite committee on

disgraceful peculation* in and around the scat of
government—right under the nose of President

But a short time since, Mr. Stanton, (democrat)
the chairman of the committee on Capitol exten
sion, rebuked tins slander of tiio Union or the Ad*
rertiser. Why then repeat this miserable slander
against one of the purest men our country has
ever seen? If any tiling has gone wrong, Ihe
loco loco majority in Congress, who coutrclcd the
subject, in responsible, not the President, who has
no power or voice in the matter. This is
kiivvn. Bo with reference to all these aliedged
frauds.
The Galphiiiund Gardiner claims were passed
by a majority of locofoco votes—by a Congro
having a large locofoco majority iu both branches.
Mr. Fillmore had no control iu the matter, except
to execute the laws passed by a locofoco Congress.
He had no power or privilege to interfere or cons
trol the acta of Cong reus on such subjects. '

burgh Times, is written by an iutulligent colored
man who emigrated from Wiliiamsbiirgh, New
York, to Liberia a few months ago. It will ho

I promised to let von hear from me when in Li-
beti.i Africa, but although i have been i.ero two
mouths, I cannot at this time give you much or-
cou.it ol the place. This little republic is mi tar

people of the States would scarcely think 1 were

kiwi grow here. The people are more comforta

the city, and some are doing well. Allen Hooper,
of New York, has been i re a little over two
years. He had but small menus to commence
with, but now has one of the best coflec planta
tions <>u the river, lie has seven thousand trees,
growing—two thousand ol which are loaded with
coffee—ami lie is of opinion that next year all will
hear. Next I will mention A. Blacklege, who is
making about twelve tlinu.suid point '& of sugar u
j ar, and some hundreds •■! gallons of moiasses
ami syrup—-all ol which will favorably compare
with the best imported unifies ol the kind.
Bweel potatoes, Lima beans, Indian corn, can*

raised up tins river, winch is 25 or 3U
miles long. A line town is situated at the
source of this stream ; it is called M l..-.burg, and
contains a population of $800 or 1.000 persons—
ihe most of whom unploy themselves in making
