THE CIVIL EIGHTS BILL.
Section 1. That all persons within
the jurisdiction of the United Stites
shall be entitled to full and equal enjoy
ment, accommodations, advantages, fa
cilities and privileges of inns, public con
veyances on land or water, theatres and
other places of public amusement, sub
ject only to conditions and limitations
established by law and applicable alike
to citizens of every race and color, re
gardless ox any previous conditon of ser
vitude.
Sec. 2. That any person who shall
Violate the foregoing section by denying
to any citizen, except for reasons by law
applicable to citizens of every race and
color, and regardless of any previous
condition of servitude, the full enjoy
ment of any of the accommodations, ad
vantages, facilities or privileges in said
section enumerated, or by aiding or in
citing such denial, shall, for every
offense, forfeit and pay the sum of five
hundred dollars to the person aggrieved
thereby, to be recovered in action of
debt, with full costs, and shall also, for
every such offense, be deemed guilty of
a misdemeanor, and upon conviction
thereof be fined no less than SSOO nor
more than SI,OOO, or shall be imprisoned
not less than thiity and lys nor more than
one year; provided, that all persons may
elect to sue for the penalty aforesaid or
to proceed under their rights at com.
mon law, and by State statutes, and
having so elected to proceed in the one
mode or other, their right to proceed in
other jurisdiction shall bo barred; but
this proviso shall not apply to criminal
proceedings either under this act or the
criminal law of any St te; and provided
further, that a judgment for the penal
ty in favor of the party aggrieved, or
adjudgment upon an indictment, shall
be a bar to either prosecution upon any
other.
Sec. 3. District and Circuit Courts of
the United States shall have, exclusively
of the courts of the several States, cog
nizance of all crimes and offenses against
and violations of the provisions of this
act, and actions for tire penalty given
by the preceding section may be prose

Courts of the United States, wherever
the defendant may be found, without re
gard to the other party, and District At
torneys, Marshals and Deputy Mar shals
of the United States, and commissioners
appointed by the Circuit and Territorial
Courts of the United States, with pow
ers of arresting and imprisoning or
bailing offenders against the laws of the
United States, are hereby especially au
thorzied and required to institute pro
ceedings against every person who shall
violate the provisions of this act, and
cause him to be arrested or bailed, as
the case may be, for trial before such
court of the United States, or territorial
Court, as by law has cognizance of the
offense, except in respect to the person
aggrieved, and such District Attorneys
shall such proceedings to be prose
cuted to their termination; provided
that nothing contained in this section
shall be constructed to deny or defeat
any right of civil action accxuing to any
person whether by reason of this act or
otherwise, and any District Attorney
who shall willfully fail to institute and
prosecute the proceedings herein re
ferred to shall, for every such offense,
forfeit and pay the sum of SSOO to the
person ngrieved thereby, to be recovered
by an action of debt, and shall, on con
viction thereof, be deemed guilty of a
misdemeanor and fined not less than
SI,OOO or more than $5,000; and pro
vided further, that a judgment for the
penalty in favor of the party aggrieved,
against any such District Attorney, shall
boa bar to either prosecution respective

Sec. 4. That no citizen possessing all
other qualifications which are or may be
prescribed by law, shall be disqualified
for service as grand or petit juror in any
court of the United States on account of
race, color, or previous condition of ser
vitude, and any officer or other person
charged with any duty of selection or
summoning of jurors, who shall exclude
or fail to summon any citizen for the
cause aforesaid shall, ou conviction,
be deemed guilty of a misdemeanor and
be fined not more than $5,000.
Sec. 6. 3 hat all cases arising under
the provisions of the act in the courts of
the United States shall be revievvable by
the Supreme Court of the United States,
without regard to the sum in contro
versy, under the same provisions and re
gulations as are now provided by law
for review of other causes in said court.

few ladies and gertlemen of the congre
gation. Tell them your plan and ask
them to help. In the congregation 100
names can with little difficulty be se
cured. Send us the S2OO and we will
forward for one year this paper to each
of the 100 subscribers, which will pay
them the full value of their subscrip
tions, and in addition, we will make a
present, to any parson you may desig
nate, of a beautiful sixty five dollar Se v
mg Machine. How easily a club can be
formed in the Masonic or Temperance
Society or the Grange ? Is there not
depending upon your society some poor
widow to whom a sewing machine would
be for 3-ears to come a blessing ? Pass
the subscription paper. One hundred
persons subscribing for this journal at
$2.00 each, will secure for themselves,
without any extta charge, the paper for
one year and a most valuable present for
some needy family. Try it, friends.
Don’t wait! Begin the work at once.
Send us word that you have undertaken
the formation of such a club.
Remember, the machinfs are waranted
