COUNCIL CHAMBER,
June 21, 1841.
By Alderman Williams —The Legislature of the
State of Georgia having at the last session authorized
the City Council to lav out and dispose of lots on the
North Common and Bay Street, upon the Chattahoo- j
chee River, and many of our fellow-citizens having j
expressed their opinion, that the early disposition and I
improvement of said lots will conduce to the benefil o
the City and country generally.
Be it therefore resolved, That the City Council pro
pose to lav out and dispose ot said lots as follows: j
That said lots shall be laid out, commencing at the J
North Corporation line, and shall contain sev.enty-four
feet on the River, and shall run back thiee hundred
feet, provided that said lots shall not infringe upon
Broad Street at its upper end, but such space shad be
reserved for stid Street as is required by the act of the j
Legislature authorizing this disposition.
That the City Council propose to convey in fee sim
ple, under said Act, to any person or company of per
sons, every alternate lot so laid out; that is *o say, the
Council will reserve No. 1, which shall adjoin the
Corporation line, and give to said p ■ rson or persons
No. 2, which shall be next South thereof, and so on. al
ternately ; Provided, said person or persons will bind
themselves, their heirs, executors, administrators, les
sees, and assigns, to erect and keep in proper repair
the necessary fixtures for raising or conveying ttie wa
ter in said River to said lots so that at least seven feel
live water power shall be available, at ordinary River
height, on lot No. 1, unless it be by consent of the
Citv Council and all other parties in interest.
The City Council, in any contract which may be
made of and concerning the premises, will requite the
grantee or grantees to commence operations in twelve
months, and to make the water available f >r machinery
on lot No. 1, in two years from the time the contrac:
may be entered into.
Further Resolved, That all grants and deeds, and
every grant and deed which shall hereafter be made j
to any person or persons under this Ordinance convey
ing any or all said lots proposed to be disposed of.,
shall contain the necessary c auses to insure the per
formance of the conditions herein expr* ssed, which
deed or deeds shall be nu 1 and void upon the default
and failure of the grantees, his or their assign*. to per
form said requirements; and the lots so granted shall
revert to and become the property of the City.

PROSPECTUS.
rgNHE publishers of the Globe have recently given
Ji. to the country an exposition of the motives
which prompted “the"a!tein|4 by the Federal party to
prostrate their establishment, by the lawless abroga
tion oftlie’ir contract as Printers to tile Senate. They
showed that there were iirea.lysi* Federal newspa
pers—to which a seventh is about to be added—pub
lished at \Y ashing on —all devoted to the dissemina
tion of Federal principles, and the defence of Federal
measures. And to make tilts overwhelming battery
ijf Federal presses at the seal ofGovernment tell with
the more effect throughout the Inion, the character of
the Globe was to be tarnished, its means impover
ished, and its political influence destroyed, by a sweep
ing denunciation of infamy on the part of the f cderal
leaders in the Senate —by throwing toe dead weight
of an expenditure of §40,000 in preparation to do the
Congressional work, on the hands of its publishers,
('he printers whose contract was violated.) and by
having this whole work of defamation and ruin ac
complished by the judgment of the Senate of the Un
ion to give it the sanction of the highest tribunal known
to our country. The work was done by a caucus
packed majority of Federalists, and the Editors of the
Globe are left to sustain their establishment by the
patronage they mav receive from political friends for
the papers they publish. Y\ e will riot ask or receive
the sort of lumping contributions by which the banks
and Federal politicians sustain their presses. YYe
will abandon the publication of the Globe, it cannot
be supported by the regular subscription price of the
paper. If ucli of our Democratic friends whose cir
cumstances do not justify a subscription to the daily or
serni-weekly paper, will patronize’ lie cheaper publica
tions issued” by us—the Extra Globe—the Congres
sional Globe, and the Appendix —ve sha 1 be enabled
to maintain, as heretofore, our corps of Congressional
Reporters at the cost of §3,(>00 per annum, and to
draw to our aid some of the ablest pens in our country.
YVe trust under these circumstances, and at a time
when the greatest interests of the country, and its fu
ture ilcsti .y, are put at stake upon the events with
which the first ye. r of the present Administration is
pregnant, that tio individual who has the cause of Dem
ocracy at heart, will hesitate to meet this appeal, when
at the same time he will feel assured that this trifling
tax for his own advantage, will sustain in triumph at
YV'ashington, the long-tried and failhful press of his
party. .
The Extra Globe will he published weekly for six
months, commencing on Wednesday, the 19th May,
ami ending on the 19th November next, making -6
numbers, the last of which will contain an index. Each
number will contain sixteen royal quarto pages, it
will contain principally political matter. ‘i he political
aspect and bearing of the measures before Congress
doting the special session will be fully developed, and
when the proceedings aie considered of much interest
to the public, they will -e given at length.
The Congressional Globe and Appendix will begin
with the extra session of Congress, to commence on
Monday, the 31st of May next, and will be continued
during the session. The Congressional Globe will
give an impartial history of the proceedings of both
Houses of Congress, nod the Appendix will contain
all the speeches on both sides of important subjects, at
full length, as. written out or revised, by the members
themselves. They will he printed as fast as the bu
siness of the two Houses furnishes matter for a num
ber. It. is certain that we will publish more numbers
of each than there will be weeks in the session. They
will be issued in the same form as the Extra Globe,
and a copious index to each. Nothing but the pro
ceedings and speeechs of Congress will be admitted
into the Congressional Globe or Appendix.
These works being printed in a suitable fi rm for
binding, with copious indeves, willtorm a valuable, in
deed, a necessary', appendage to the library of the
statesman and politician, giving, as they do, at an ex
tremely moderate price, a complete epitome of the po
li'ical an I legislative history of the period.
Subscript ions for the Extra Globe should be here bv
the 26th May, and lor the Congressional Globe and
Appendix by the 6lh June next, to insure all the num
bers.

SEVENTY-FIVE DOLLARS~REYVARD.
subscriber, residing in Columbus, Georgia,
JL lost about a month since, a valuable negro man,
for the apprt hension of wlium in any secure jail so
that he can get, him, lie will give twenty-five dollars ;
and li the said negro man has been decoyed away by
any xvhite person, or been furnished with tree papers,
(neither of which is improbable) he will give, in addi
tion, fifty dollars, if sufficient evidence of that fact, be
communicated to him to ensure the conviction of the
guilty person.
Said negro ij about 28 years of age, of snail statnre ;
and named Eltje; fie is believed lo have never shav
ed, and bis appearance, in consequence, is somewhat
singular, the Lair being long on bis upper lip. When
spoken to, he almost invariably puts bis finder to the
side of his bead, and scratches bis hair, and his speech
is accompanied by a slight hesitancy, lie has l!:**
marks ol a gun shot, just above the knee, in the right
thigh, it is thought; the bone was fractured, anil the
wound is still visible. The negro, when he said any
thing about running away, which he occasional
lv did, mentioned Tennessee as the direction of his

Chattahoochee River Plantation for sale, with
Grist and Saw Mill attached.
AVERY desiiable plantation, containing fifiecn
hundred and fifty acres—lying on the Chatta
hoochee River, in the county of Stewart, 15 miles
forn Lumpkin, 13 from Florence, and 21 from Co
lumbus, is offered for sale. On it, arc 500 acres of
cleared land, well fenced, and in a high state of culti
vation. The greater part of the uncleared larij) is
oak and hickory, the remainder pine. The Hitcha
chee Creek, a never failing stream—passes through
the plantation, and on it, has been recently erected a
substantial Grist and Saw Mill, now in successful
operation. There is on the [dace an excellent gin
house, with screw and running gear complete. The
landing belonging to the plantation is one of the best
on the river, and a wood yard established at it to sup
ply s earn boats, can be rendered extremely profitab'e.
On a high pine ridge, one mite and a half from the
river, are a small, but comfortable dwelling house and
cabins sufficient to accommodate sixty negroes.—
This plantation has been settled eight years, and ii is
said by those who have resided on the [dace, that not
a single case ol fever has originated ou it during that
period.
The Chattahoochee River Plantations are highly
valued, and justly considered among the best in the
| South. A bargain is now offered—ancf any one de
sirous of purchasing, will do well to examine ihisplace,
as a like opportunity may- not again soon offer—and as
in the event of its suiting, the terms cannot fail to be

LITERARY NOTICE.
THE Rev. J. S. Baker, having accepted of an
agency iiom the Nation I Society of Literature
and Science, will deliver his closing Lecture before
the Lyceum, on Saturday night next. He will ex
plain the object of the National Institution, illustrate
its plan of operation, show the necessity of such an
Institution, and advert to the happy influence which
it is calculated to exert in every department of society.

MUSCOGEE SPRINGS.
THE subscriber, formerly proprietor of the Colum
bus Hotel, will open on the 25 h June next, a
house of entertainment to those persons visiting the j
Muscogee, better known as the Pine Knot Springs, in
this county. The excellent properties of these waters,
inferior to none in the United States, the healthy state
of the neighborhood and the fine society which may al
ways be found at these springs, will ren. rietri a
place of popular and fashionable resort. Prof. Cutting
the State Geologist, visited these springs, aralvzcd

medicinal properties, inferior to none in the State - }

and against the claim of all other persons, whatever
with a provision, nevertheless, that if the said James
Ennis, his hens, executors and administrators should
aud did well and truly pay or cause to be paid unto
your petitioner, his heirs and assigns, the alorcnien
turned sums of money in said notes specified, accor
ding to the tenor and effect thereof, on the davs and
tim s mentioned and appointed for the pax meilt there
of, in the said promissory notes mentiore and, with law
ful interest for the same, according to the tenor of
said notes, then and from thenceforth, as well the said
mortgage deed and the right of property then bv con
veyed as the said promissory notes should cease, de
termine and he void to all intents and purposes. Now
•this petition sheweth to the court that the first and se
cond promissory notes heretofore specified, to wit: ilia
note due on or b- fore the firstday of January next en
suing, the date of said mortgage deed, and the note
due cn or before the first day of Jannaiy next, ensu
ing, the date of said mortgage deed, and the note due
on or bcfoie the first day ol January eighteen hundred
and fortv-one, with interest on each, have long since
been due and payable (as aforesaid) but that neither
the said .lame- Ennis nor any person or poisons on
his behall have paid the said sums of money therein
specified, or any part thereof, but has hitherto wholly
and entirely failed arid refused so to do—wherefore
your petitioner prays that the said James Emus be
ordered by the court to pay into the Clerk’s Office of
the same, on or before the first day of the next Term
thereof, the said sums of money in the last aforesaid
tivo promissory notes specified, together with all in-’
tercst arid cost which may he due thereon, at the
time of such payment, or that in default thereof, bv
the said Janies Ennis the Equity of Redemption of
the said James Ennis in and to said mortgaged lots of
lands, be thenceforth forever barred and foreclosed.

consel for the petitioner, ordered that the said James
Ennis pay into the Clerks Office of this Court, on or

issory notes in said petition, first ami second meiitioru it
together with all interest and cost-accruing at the
lime of such payment, anil in default thereof, that the
Equity of Redemption of the said James Ennis in and
to said mortgaged lots ol land be from thenceforth for
ever barred and foreclosed, and it is further ordered,
that a true copy in substance of this Rule Nisi be
served upon the said James Ennis personally, at least
three months before the first day of the next Term of
this Court, or by publication in one of the public ga
zettes of Columbus. Georgia, four months before the
next Term of this Court.
