Council met persuant to adj urnment, present his
honor the Mayor, aldermen Colt man,Holslead, Mor
ton Q-uin, Robinson, Ruse, Shorter,Stewart, Wood
ruff and VV tggins.
The journal of the last meeting was read and ap
proveo.
AUh rman Shorter submitted a proposal from N.
Nuckols, for crossing the bridge, to include lumber,
which on motion was laid on the table as being out
of order.
Ald jrman Stewart moved *o suspend the rule in
definitely, which proposed January 14th, in regard
t3 contractors making definite proposals. Winch
was lost.
The proposals of Gen. Hamilton of 20 dollars, and
Mr. Middleton at 10 dollars, as one contract was
submitted and pas ed council. Whereupon the yeas
and nays w< re required to be recorded yeas 6, nays
4. Tnose who voted in the affitmative were aider
men Coleman, Robinson, Ruse, (shorter, Stewart,
and Wiggins. Those who Voted in tne negative,
were aldermen HoEtead, Morton, Q;uin and Wood
ruff.
Council took up and passed the following propo

on contracts ascertain and report at the next meeting
of council upon what term they can contact to for

By alderman Quin, resolved that the Marshall
be insttucted to enforce the laws against all negroes
living a part from their owners or guardians, and that
a full report of the number living off* the lot where
their owners or guadiuns reside, be submitted to coun
cil by the Marshall, sitting forth the names of the
guardians or owners. Adopted.
By alderman Morton, rcsoived that tho amount
of license for rctailmg spirituous liquors thepreernt
year shall be 15 dollars.
Alderman Shorter moved to amend the game by
inserting 25. Which amendment was agreed to.—
Whercupou the yeas and navs were required to be
recorded, year 8, nays 2. Those who voted in the
afiirmelive were aldermen I’o'emen. Quin, Robinson,
Ruse, Shorter, Stewart, VVoodtuti” and Wiggins.—
Those who voted the negative wete aldermen Hol
gtead and Mortem.
By alderman Shorter, resolved that until otherwise
ordered by this council, any person may cross the city
bridge on horseback at one dollar per month or ten
dollars for the balance of the year 1840, or ho: Be and
one horse vehicle at 2 dollars per month, or twenty
dollars for the balance of the year 1846. Provided
all monthly contracts shall he Considered as ended
at the close of the month, regardless of whether t'ne
person using this privilege shall have commenced his
or her crossing at the beginning of the month or not.
Adopted.
By alderman Robinson. re3ilved that the commit
tee on contracts ascertain upon what terms they can
contract to have the fence repaired around the negro
grave yard, and r< port at the next meeting of coun-’

By alderman Holstead, r v so’ved, that council re
ceive contracts for crossing the bridge till the 15th of
February 1846, and that all persons who wish to
make contracts must apply before that time or they
will not be considered. Adopted.
Aideimart Shorter from the se'ect committee on
the lax bdl requested time to be given till the next
meeting btfore they report the tax ordinance. Which
Was granted.
Alderman Coleman moved that his honor the May
or rearrange the standing committees. Which was
agreed to.
Whereupon his Honor submitted the following as

man Morton moved to reconsider so much of the
action of the last meeting as regards the tax of In
coipoiated Batiks in this city.
Alderman Billing from the committee appointed to
contract for printing bhdge Tickets, submitted the
following report, viz:
The bridge committee would by leave to report
that they have contracted, wiifj the Enquirer Office
for the printing of 10,000 tickets lor crossing the
bridge lor the year 1846 at $1 50-100 per thousand.

By alderman Woodruff. The committee on Ways
and means beg leave to report, that ia accordance
with a resolution of council, directing them to wait
upon the Judges of Superior court and confer with,
them as to the most proper course to pursue in the
collection of the poor tax, have performed that duty
and in consultation with the court, they havd conclu
ded that the best plan to adopt would b& for the Court
to levy and collect the poor lax as usual from the clti
vehs of the whole county. The court agreeing to
pay over to the council the amount collected from our
citizens for that purpose, immediately after the col
lection. On motion was received and approved of.
The motion of alderman Morton for reconsidera
tion was then taken up. .
Alderman Coleman rootled as *n amendment, that
the tax on agencies be included in the trecoasidra
tion, which was accepted.
Whereupon on mol ion, council agreed reconsider
the action of tho last meeting as regards the tax on
Banks and Bank agences.
The proposals for crossing the bridge was thfcn ta
ken up. Whereupon council agreed to present the

Proposals were then rend from ihe Columbus En
quirer, Dtlhomi and Times, each proposing to pub
lish the proceedings of Council for £SO.
Alderman Morion moved that the proposal from
each office be accepted at SSO. (Wii'ch was agreed
to.)
Whereupon, the yeas and nays were required to
he recorded —(yeas 7, nays 4 )
Those who voted in the affirmative were Alderman
Billing, Morton. Quiu, Robinson, Ruse,Shorter and
Stewarf. Those who voted in the nega'lve were Al

mittee on Printing be instructed to obtain proposals
from the several Printing Offices of the City, for exe

Alderman Shorter offered ihe following :
The Committee on Contracts report, that they
have exainintd the wotk done by John Godwin, in
covering the track or floor of ihe Bridge, according
to an agreement entered into by the last Council and
said Godwin. The Committee find that Mr. God
win has used a large number, say one fouith, of qld
plank in the bottom layer,,and that in that respect he
has not followed the stipulations if ihe agreement..
The upper layer ol the plank is entirely new, and
the exeootion of the whole work seems laithfully per
formed. It is due, however, to Mr. Godwin, to say,*
that the old plank used stem to be sound, and per
haps suitable to the purpose.
Alderman Billing moved thit the report be receiv
ed and the account be paid. (Which was lost )
Alderman Shorter moved to refer the account to a
special committee. (Which was agtted to )
Whereupon,his Honor the Mayor appointed Al
dermen W oodruff, Bardwell and Billing, as that com.
Alderman Shorter’s motion to reconsider was then
taken up with the understanding that no further ac

surer be instructed to pay the Marshall his first,
quarter’s pay, out of any money in the Treasury not

the City Council Chamber be granted to the Colum

cur ted in this city were the work of incendiariep—
Resolved, That the Mavor be authorized and in
structed to offer a reward of twt) hundred dollars for
the detection of any while person, and fifty dollars
lor any slave who may be or has bxn guiliy of ret
ting fire to any building, or ccusirtg it to be done,
provided the proof shall amount to conviction. (A
