GEORI II . ’’AI HE Proprietors of the Western Herald, recently JI published at Dahlohnega, Ga. believing that a re moval of that establishment to Athens, would not only prove highly acceptable to its numerous subscribers, but likewise enable them to make it more efficient in the sup port and maintenance of those political doctrines to which it had been hitherto devoted, have in accordance with that belief, re noved the Western Herald to this place, where it will in future be conducted by the undersigned, under the name of the Southern W hig. The object of the Editor in issuing a new Prospectus, being principally to direct the attention of his friends and the public-to the fact of his removal and permanent loca tion at this place, it is deemed unnecessary to make a formal and lengthy exposition of the prineipfo., upw» - which he intends to conduct his paper; that has already been done in the prospect us issued sometime since for the estern Heralri, by himself in connection with Mr Hines Holt, Jun’r. It must suffice for the present to state, that he supports the State Rights’ doctrines as pro mulgated by the Convention at Mulcdgeville in Decem ber last. He maintains that the States were originally and separately sovereign and independent—that sover eignty is an indivisible attribute, inherent in the people of each State—that the Constitution of the United Statesis a compact between the people of the several States, as States or independent sovereign political communities— that the powers of the General Government are merely i legated—and that each State by virtue of its sovereign ty, has the right of judging of the extent ot the powers it has delegated, and in cases of palpable usurpations of powers, affecting their reserved rights, of “ interposing their authority to arrest the progress of the evil within their respective limits”—or in the emphatic language of the immortal Jefferson, which has been adopted as the motto of the W hig, ’ ichere powers are assumed which have not been delegated, a nullification ofthe act is the rightfu ' remedy.” 1!e condemns the dcctrmes of the Proclama- ! ! tiou and Force Bill, as the revival’of-the theory and prac- I tice o ' Federalism, and as leading first to a consolida- j I tion of all power in the General Government, and finally | I to Despotism. « Literary productions of worth shall always find a most I hearty welcome in the col "inns of the ' Hits; und eve ’ ry description of miscellany calculated to impart useful ; information, shall be considered as legitimately entitled | to a share of attention.
