TO THE PUBLIC.
Deeming it to be an essential du
ty. which I owe to myself and friends
to lay before the public, the late pro»
ceedings of a select committee of the
Senate, appointed at the instance of
Dr. Wm. C. Daniel, a senator fiom
the county' of Chatham, concerning
myself, aud a detail of the subset
quent transactions connected there
with ; I submit the following. Pre
mising only that I have no know
ledge of having given the smallest
occasion of offence so Dr. Daniel,
cither by word or deed, previous to
his malignant course of conduct to t
wards me.
In 1825, on the day of the meet
ing of tiie General Assctablyy I met
him in the senate chamber, with all
the frankness ard courtesy of a par
ticular acquaintance ; when he at
tempted to insult me.—l retorted,,in
a reply, conveyed in what I conceiv
ed to be appropriate terms. Du
ring that session, his rude and indc
corus conduct towards me is known;
the senators during that session w ere
witnesses of ft. Although he had
thus early assumed the attitude of
Hostility and declared himself my
personal enemy; and although h«
had manifested that hostility in a
manner highly unbecoming the char
acter of a senator, by the indulg
ance of personal remarks, which
gentlemen in the discharge ,pf public
duties, would have felt themselves
restrained from using; yet, 1 deter
mined to bear with him, as far as my
station, as presiding officer of the
Senate would permit. But on oc
casions whenever I spoke on the
official letter of that gentleman —l
slightly cast my eye on the differ
ent papers handed to me by Mr.
Scarlett, still believing, that among
them was the official letter; nor
was I undeceived in this particular
until upon an examination of the
printed documents. It i 3 proper
here to remark, that having never
read either the private or official let
ter more than once, I was impressed
with the belief, that some of the
statements in the one, were also con
tained in the other, and from a slight
examination of the papers in Mr
Scarlett’s presence as above stated,
I was still of the bqlief, that the let
ter there in contained, was the official,
and not the private one. Upon a
careful examination as above men
tioned, I did not find what I recol
lected to have seen in the official
letter: viz. “an authority to the
delegation to use it as they pleased,
and also, the official signature of the
President.” This discovery of mv
mistake, caused me to search for the
official letter, I did so, and found il.
Dr. West, then for the first time ap
prised me that he had not seen it ber
Core. At the meeting of the Senate
on that day, I informed them of the
mistake, explained the occasion of
it in my place, and delivered the of
ficial letter to the secretary, and hail
it read. ,

! the letter, Dr. Daniel moved thoftr.-
quiry as stated in the proceedings of
tho senate; whereby ho profcured
himself to be made chairman of the
committee.
Forbearing to remark particularlc
on bis singular conduct while the
testimony was taking; I will onlv
observe, that this high-minded arid,
honorable chairman, instead of ap
pointing a sub-committee to draw uj>
a report, warranted by the facts, /.
am told, he lOith his characteristic
dclecacy, and high sense of proprie
ty, became himself at once the aman
uensis and dictator of a report which
he managed to have adopted by a
bear majority of the committee. It
is some what singular, that while the
committee of which my personal en
emy was chairman, seemed to bo
searching after circumstances, upon
which to predicate a censure of my
conduct; they should have entirely
overlooked the notorious and undis
puted fact ; that the letter of Messrs.
Spalding and Troup, which enclosed
their statement, was also printed
without authority. This report wa-;
scarcely adopted by the committee
when a copy was transmitted by the
chairman to Col. Brailsford, and to
how many others I know not. It is
worthy of remark, that in the suc
ceeding documents, the testimony o*
Messrs. Freeplan and Cannon should
have been token and appended as u
postscript to the other testimon
