The following extracts from the By-I.aws adopted by the Board at their first meetings are made public, for the information of can didates who m: y in future apply for License, to Practice Medicine, viz. Ist. Applicants for examination shall be required to write ami present a thesis on gome Medical subji ct, and hand the fame to the Dean on or before each annual meeting of the board. 2d. The board will require of each candi date a competent knowledge of Chemistry, Anatomy, Materia, Medica, Physiology, Sur gery, Midwifery, and the Theory ar.d Practice of Medicine, and will not grant a license to any candidate who is materially deficient in any of those branches. 3d. In future, applicants having Diplomas, shall be expected, to send them to this Board for examination, and that in no case shall a temporary or permanent license be granted up on the testimony of a member of this board or any other individual, without the Diphx niß. “4th. A re-examination will be granted by the board at the same session to rejected ap plicants on the Sole condition, that the second examination, be held publicly, and the ques tions and answers recorded on the minutes.’' The order of examination will be so con ducted, as to commence with the first name cnroled, and proceed numeiically, until the list is gone through, and if any applicant is absent, whpn his presence is required before ihe board, the next named shall be presented in his place, and the name of tiie absentee pla ced at the bottom of the list. ENGLAND AND THE UNITED STATES. From a Liverpool paper, of Jan. €l In another part es our paper we have given tho Messfigo of tbe Presi dent of the United States. We are sorry to perceive that any eircunl stances exist, by which the good un derstanding between England ams tbe States is likely to be endan gered We hope that both England and America know too well the con sequences of any hostilities between them, to allow the question of war to arise. And we have little fear that either the discussions respect ing the Northwestern boundary, or the intercourse with the West In'-ia Islands, will remain for a very pro tracted period without satisfactory adjustment. Since writing the above, we have received (by last night’s post) a communication from London, con taining the following passage on this subject, which we are sure will bfe perused with pleasure by every friend to the best interests of both countries, on either side of the At lantic. “As some notice has been drawn to these passages in the American President’s Message to Congress, which relate to certaiu points in am pule between tbe two countries, it may be desirable that the public should know that a commission for the adjustment of the whole olthem lias, for some weeks been sitting in London.
