The West India Question.
Upon this subject every true A
mericun will evince a spirit superior
to all private and party attachments.
It is less a commercial or evi n a
political, than a national question;
and we should now prepare our
selves for that permanent stand,
which the driving views of the P>nt*
ish cabinet, and the iTiiiipin t elo
quence of the British minister, may
compel us to assume. Nothing hub
our oivu firmness can avert tl> st*
consequences which certain drivel
lers, of native, as well a- foreign ori
gin, affect so much to autfkipate as
well as to deplore. The British
press gives us no quarter ; and some
ol our native scribes are not les»
merciless, eveu upon a subject w hicL
clear>y involves our most sacred
rights us a great commercial cosuf
inanity ! The press which bears the
ensigns A England, (a sort of been
s dspy upon our conduct) took the
lead in tins discussion , and, consid
ering its position, and the rights to
which it was opposed, was sufficient
ly menacing and dictatorial —Now,
however, that all pnrtial views are
exhausted, and «very factious pur
pose is baffled umMfexpos and, it is fit
that we should look ut the question
stripped of all its vest
ments mid supernumeraflkuroeuse.
Nine years ago, we uiteirnctod ships
trout visiting us which came Iront
ports whence wqpursolves were
c'odfcd. There surely couid be
nothing very uncivil in declining vis
its winch we were not allowed to
r* turn. All the presumption, or
bad breeding of this affair, wis evi
dently the exclusive property of Mr.
Bull himself This lawi, reinforced
by a subs quont one, led totho inter
course which was established nearly
live year., ago ; uml it *«• ;■"<»-
cnely four years since wo passed an
act calculated to meet, and wb.ch
most fortunately has met, all the
monstrous and shameful provisions
of the late act in council, issued by
the British Cabinet —a body which I
.firm to be unknowa to the constitu
tion of The Whig mem
i>e softhe privycouueil were amongst
he authorized advisers of the crown,
hu\ they ure excluded from the Cab
met ! 1 challenge the British press,
the British minister, auo uil tb lair
aud authorized, as well as the base
and degenerate abettors ot foreign
intercourse, to meet me'upon this
question.
Th s I hope is fair. But to return
to the question. —It is quite dear
i hat if Congress had stripped the
President of a power which he has
well exerted, the trade in question
would have been the exclusive pro
perty of England, under the guaran
ty of American legislation I This, to
be sure, would be a precious posture
for contending parties! a noble at
titude for free and independent A
uienca! The British imuister, like a
pettish child, tells u», “you would
not negotiate when I desired you,
and now you shad not utgotiatc at
all!” But worse eveu than this,
~re tbe counst-ls ol those who with
the knowledge that the channels of
negotiation are closed upon us, show
their vexation and their disappoint
ment, when we show the commas 1-
ing powers of free legislation, and
an uubeuding spirit. Ail, every
ihtug, is evid ntly levelled at the
naval so wick of this country. Our
opponents will share any ilnug wdh
us but power.—Our capacity lor ex
