If we want immigration from Europe we must es tablish a line of Steamers. On the other hand we can’t support a line of steamers unless they can get freight both ways, and to get freight from Europe here, we must get immigrants. To come to Savannah in ballast and take a load of cotton back won’t pay. But to bring & load of immigrants and earn,- cotton hack will pay. '...a The Xiouisiana Muddle. To enable our readers to understand the political muddle in Louisiana we will distinctly state the situation. Under the Louisiana law the election returns are canvassed by a board of su pervisors. The old board was appoin ted under the au.species of the Federal Custom-House ring, headed by Casey, Grant’s brother-in-law. Under a new itr.v Warmouth, the Governor, was au thorized to appoint a new board* He did so. The Governor’s election lay between McEuery, the Liberal candidate, and Senator Kellogg, the Radical candi date. Warmoth’s new board canvassed tbe returns and reported McEnery elec ted, and thereupon Wsrmoth isued his proclamation announcing McEnery as the new Governor. Kellogg, the defeated Radical, ap plied to Judge Durrell of the Federal Court, tor an.order reinstating the cus tom house board of election canvassers, and enjoyning Governor Warmotb from recognizing the new board. It thus appears that the interference of the United States Court was sought to decide a State matter against the State authorities. Though JudgeDur- reil did not claim the State law author ing the new jboard to be unconstitu tional, he, in the interest of the Rad ical faction, ursurped the jurisdiction of the case and granted the order re straining Governor Warmouth and the the new board from acting, and arbitra- riiy reinstating the old board.
