there fa no such necessity, and never has
been. W rth an over-flowing revenue and
enormous balances, it was wholly neglect*
ed for nine years.
There fa abundant mea.us to cany on
the Government for the next year with
out extorting another dice from an over
burdened people The appropriationH
are fifty millions greater than they should
be, and if there should be * pinch anv*
where the Secretary of toe Treasury
has large enough discretion to apply hi«
income where it fa most needed, and let
the extravagance wait for better times.
He has given out that fa case of failure
to get more taxes some of the public
buildings fa various parts of the country
must be stopped. Tiiat enforced econo
my would be a good thing fa anv event,
and it cannot be too soon put fa prac
tice. *
These forty millions are wanted for
other objects than those which are os*
tecsibly put forward to conceal the real
design. The President needs a foil Treas
ury and a large reserve of ready money
to carry out toe partisan plans which
have been concocted for the coming year,
and which form a part of the atrocious
programme disclosed for Louisiana, Ar
kansas, and other States.
Every dollar derived from these bwAg,
if passed, will be used to coerce the
South into the support of a third term,
and to control the Convention in toe
President s personal interest. The whole
proposition fa shameful in every aspect,
and as urged in Congress fa a deliberate
fraud on the country. No mar, ran -rote
for this extortion and hope to retain
confidence at home. It fa a tall to op-
