How tile City Council Does Its Work.
About four weeks ago, the trunk at the
mouth of the Bilbo Canal gave way, and the
lands adjacent wore exposed to the mercy of
the tHU'S. An efficient force, under proper
rdircction, could have repaired the breach in
less than a week; but the City Council, with
its usual watchful care of the interests of in
dividuals, detailed such portion of the chain
gnng as could he spared from the “Bolton
street drain,” el id omue germs, to perform .the
work, and it has dragged its slow length
along for more than four weeks, and still re T
mains unfinished. Two successive spring
tides have consequently swept over the banks
‘and inundated the hinds adjoining, to the
serious injury of the remnant of the crops
saved from the inundations of the spring, and
the constant sobbing of the lands from the
incapacity of this canal to give vent to the
superabundant water turned into it from the
whole of the eastern and southern portion of
the city, and the failure of the guardian of
our interests to keep it even at its original
capacity’, when it did not have half the work
to do.
The lands which lie adjacent to, and are
drained by this canal, are known to be among
the most valuable on the river; and when the
canal was in private hands, among the most
productive, while under the present system of
inexcusable ignorance, or gross neglect on the
part of the city to perform its duty, they are
valueless.
It is well known that Mr. Lamar obtained,
last spring, a verdict for over, five thousand
dollars against the city for the very neglect
of which we now complain. The City Coun
cil have been warned during the present year
that the city would be held responsible for
damage done by their failure to keep the ca
nal in order, and enlarge it if necessary. And
yet they have wilfully’ neglected to heed these
repeated warnings; and the tax payers of the
city may be again called upon to foot another
heavy bill for damages. Citizen.

A Breach of the Peace Case.—A negro
woman was yesterday brought before Justice
Philip M. Bussell, Jr., yesterday afternoon,
charged with a breach of the peace. The
woman, named Hattie Phoenix, it was alleged,
threatened one Mrs. Moore with divers things, •
and for this she was arraigned. Lawyers-’
were employed, arid the case was learnedly
argued for three hours, and was not finished
late last evening. For such a. trivial case a
great deal of ftiss was made. -
