September 29, 1868:—Brevet Brigadier Gefyei-ift
B. C. Drum, Ass'isla/d Adjutant General, JDejxirl-
menlof the South, Atlanta, , Georgia.—General:
I have the honor to report that in compliance
with par. VH, G. O. No. 45,^. from head
quarters Department of the South, I proceed
ed to Camilla, Mitchell county,.; jGeorgicj, oil
thp 2^d instant, to investigate the occurrences
.'at that place an the 19th instant I respect
fully report as follows: A few days previous
to the 19th instant notices were circulated in
Dougherty and Mitchell comities that a Re
publican meeting would be held at ('
Georgia, on that day, and .that W. P.
a candidate for Congress from that
John Murphy, candidate os elector fi
- district; Putney, and others, -
the meeting; that pursuant to
number of colored people from plantations'
between Albany, Georgia, itnd the hciglife
hood of : Camilla, proceeded 'in a body to that
place, accompanied by musicians ' and“ a
wagon. This crowd nnmbered from t ro to
three hundred colored people, about one-half;
of wbom may have carried fire-arms of differ
ent-descriptions; tliat whhn within froi l two
to three miles from Camilla they yreie.met by.
M. S. Poore, the sheriff-of Mitchell ct nnty,
accompanied by four or five citizens - if'Ca--
milla, who protested against their entering
the town with arms, claiming, in accordance
with' a late proclamation of the Governor, he
Was empowered to demand that they do- not
enter the town with arms. This demand of
the sheriff was replied to by Messrs. Pierce
and Murphy on behalf of the crowd, by their
stating that they were not an organized liody,
and in no. way under* the control of any'
leader; that the persons with arms Carried
them of their own accord; and assured the
sheriff, and the citizens of CamiUa with him,
that they were going to Camilla fOr.jtbe pur
pose of attending a political meeting, and
that their intentions were peaceful and with
out intent to disturb the peace of the; place.
I would respectfully call your attention'to the.
enclosed affidavits of W. iP. Pierce, John.
Murphy, F. F. Putney, and W.' K Poore,
sheriff of Mitchell county, for a| fu(l under
standing of what took place between the
sheriff and the freedmen at this time. !
From the affidavit it will bo seen that he -
considered the attitude of the croiid 'a^
