The Mikado issued a proclamation decree ing that Yeddo, the capital of Japan, here after be called Torkee or Eastern Capital. The port of Yeddo will be opened to foreign ers October 1st The present Governor of Yokohama, at the request of foreign repre sentatives, will he transferred to the Govern orship of that city. Intelligence from Kagae- sa represents that the town of Negata was bombarded by steamers Satsnma and Chaisu- place, and totally destroyed. Kanbrant, the Prussian Charge d'Afiairs, was grossly insult ed by the escort of the Japanese Minister of Foreign Atlairs, while returning from the Government House. He has protested against the outrage, and demanded complete repara tion.' No military events of importance have oc curred since last advices, though considerable fighting is reported, the advantage resting with the Northern army. Costbie Bay, August 22.—The steamer Bo- man exploded and killed Geo. C. Herman, 1st assistant, and —Bernard, 3d assistant engineer, five Chinamen, and badly scalded chief engineer Harlow and three Chinamen. It was reported that an American officer be longing to the steamer Oneida was killed at Hioga by the Japanese. Two seamen aud several midshipmen from the United States steamer Oneida and the French war vessels Pelegeuse and Venus created a disturbance at Hioga while under the influence of liquor. The officers of the Mikado attempted to ar rest them, which resulted in a scuffle, pistols being fired. The offenders escaped. The United States steamer Shenandoah, while en route for Hioga, broke her engine. J. Boss Brown, United States Minister to China, arrived at Shanghai September 5, and left the next day for Pekin via Tensin. The Burlingame mission and treaty were freely discussed in the China press. The treaty has given general satisfaction, containing no new concessions. Ante foreigner riots occurred at Yang-Chow, near Chin-Kiong. The mob . destroyed some missionary premises and at tempted to murder the inmates. Per “Russia.” The Money market has remained in a monotonous position lor a long time; the fluctuations having been so slight, it has been impossible to vary our report, thus that of each week has been simply a repetition of the preceding one. Capital, being still superabun dant, proves that the energies of the commercial com munity still lie comparatively dormant, and there is unfortunately no immediate prospect of utilizing the vast accumulation of idle money. COTTON. During the summer, we published our Cotton price current only monthly, ou account of so .many ol our friends having gone to places of recreation : the Cot ton campaign having now commenced, it is our inten tion to print it every fortnight; the Telegraph has ren dered a weekly one unnecessary; we purpose however to issue our Corn circular eve ry alternate week to ena ble us to insert a Cotton report, if twe changes of the market should justify one, thus occasionally, our friends may receive details of the Cotton market for three or four consecutive weeks. It is usual to express an opinion at the commence ment of a Cotton season: we shall however refrain from doing so, as it is impossible to give one with any degree of certainty, whilst the future is so obscured; -and circumstances must arise, over which we have no control, to excite or to depress prices: our market too frequently changes capriciously—so lately as Off Sat urday the 26th ultimo, New Orleans “Middling” was sold at 9?£d. f*. lb; and on Monday the 5th instaut, it was quoted at ll ? 4 d. c* lb, making a difference of l ' a d. in nine days; since then, a retrograde movement has had the ascendency and prices have yielded lb. To-day, business seemed to bave collapsed, buyers having stood so resolutely aloof: large transactions had been previously entered, into, but at unremuner- ating prices: spinners and manufacturers have found it impossible to follow the advance of the raw ma terial. - ■ t Saturday, October 10. Manchester Trade Report.—The f demand for both Yarns and Cloths is so feeble that prices have not qeen tested: a general concession would have been readily submitted to for the purpose of effecting sales.
