One of the colored speakers at tli' meeting
in Johnson’s Square on; Tuesday, in . *he
course of his harrangue, used language of a
threatening and incendiary, character, which,
should be .borne in mind by our citizens.
Dedaming against the Democrats, who, he
said, wore the_enemies ox his race, and were
determined to deprive them of their rights
and privileges, he threatened them with a
fearful retribution when Cen- Grant* is elected
1—“we will,”- said he, “be peaceably law-
abiding citizens if we. may, but develish,
fighting, burning citizens if we must”
This same speakers little before had boasted
of the impunity which his race enjoyed in
.Chatham county, where they could assemble
in the public squares, say what they pleased
and vote as they pleased, but he did not
know whether to attribute the forbearance of
white people to the solicitude of their heads
or their pockets. His whole speech breathed
the spirit of the bravado and incendiary. His
- threats were responded to by murmurs of ap
probation in the sable crowd, and passed un-’
rebuked by the white men who occupied seats
on the stand with the speaker.
Of bourse we could expect nothing better
of such white men, the teachers and insti
gators of. discord, but we would advise the
little mulatto, whose favorite logic seems to
be that of the torch, and who boasted so con-

poll-taxes in your respective counties, until the next
regular session of the General Assembly of this State.

stitutional liberty, and there will be no abatement of
its labors—no change of principle. r

is pntting the whites on their guard, and that
with his threats of bloodshed and conflagra

of New Orleans before their*eyes, they will
be careless indeed of their own safety if they
are not prepared for the devilment which he
threatens shall come upon them. He should
bear in mind that Chatham county, where he
is so confident in his strength, is not all Geor
gia, and that Georgia does not embrace the
whole white race.
Whereas, Notwithstanding the Executive Procla
mation or September 14th, 1868, many lawless acta
have occurred in violation thereof; whereby the lives
and properly of citizens have been destroyed, the
right of free speech impaired, the performance of the
duties of the offices to which citizens have been
elected, denied, the lives of citizens do threatened as
to cause them to abandon their homes and property;
And Whereas, “The protection of persons and
property is me paramount duty of Government, and
shall be impartial and complete;’*
And Whereas, The Sheriff of each county is, by
law, charged with the preservation of life, property
and peace in eacn county;
Now. Therefore L Rufus-B. Bollock, Governor and
Commander-ip-GRief of the urmy and aavy of the
State of Georgia, and of the militia thereof, do hereby
issue this, my proclamation, charging and command
ing the said Sheriffs, and each and every other civil
officer in every county in this State, to see to it that
the lives ana property of all citizens, and the peace of
the community, are preserved; and that all persons
are protected in the free exercise of their civil and
political rights and privileges. Audi further, to make
known that lor failure zn the performance of duty, the
said Sheriff s and other civil officers will be held to a
strict accountability, under the jaw. And, to charge
upon every person, resident in this State, that they
render prompt and willing obedience to the said Sher
iffs and otner civil officer, under all circwnstanccs
whatsoever', and that they demand from said officers,
protection, wnen threatened or disturbed in their
person or property, or with denial of political or
civil rights; and, that failing to receive such protec
tion, they report facts to this department.
The following extract from General Orders No. 27,
dated October 8, 1868, from Headquarters, Depart
ment of the South, is published for the information
of Civil officers.and the general public, by which.it
will be seen tnat Civil officers will, in the perform
ance of their duties, be sustained by the military
power of the United States.

State, at the Capitol, in the city of Atlanta, this Sth
day of October, in the year of our Lord eighteen
hundred and sixty-eight, and of the Independence
of the United States the ninety-third.

the military authority to preserve the peace at the
polls at any election that may be held in any of the
States: and wnereas, this duty has become the more
imperative, xrom the existing political excitqfient in
the public mind, from the recent organization of civil
government,' and from the fact that Congress has, by
statute, prohibited the organization of military forces
in the several States of this Department, it is there

LET US SAVE GEORGIA*
Since the appearance of Governor Sey
mour upon the stnmp, says the Augusta Con
stitutionalist, the Democracy of the East and
West have been roused to a fresh courage and
enthusiasm. Indeed, so marked bus been
this revival of the earlier aspirations of the
canvass, that many,- who were despondent a
few days since, begin to hope for best results
in November.' One thing seems to be certain,
and that is the splendid reforming of the
Democratic line and its determination to
make an onslaught upon Radicalism which
shall demoralize, if not shatter, the enemy's
front.
Since the East and West have emerged
from the recent partial defeats with a more
glorious eagerness for another bont with the
foe, let Georgians emulate somewhat of this
ardor and spare no effort, between this day and
the third of November, to carry the State for
Democracy by, at" least, twenty thosand ma
jority. Wo matter what betides elsewhere, me can
and must save Georgia. Let us, then, catch
some of the zeal now animating our allies
everywhere. Let us respond to 'the shoots of
the unterrified Democracy of the East and
West Let us work with redoubled vigor.
Every voter most be brought forth. Let
other States go as they will, we cannot afford
to lose Georgia, and, if our friends are not
criminally negligent, we shall not only save
the State, but save it by such a majority that
Radicalism will dread to behold, and, behold

We regard the. discussion of the recent
manifesto of the Democratic State Executive
Committee, in which several of our most es
teemed cotemporaries are engaged, as ill-
timed and injudicious. No change can be
made, and no good can come of agitating the
question involved just at this time. For our
own part we entirely dissent from the views
of the Committee, as they are inteipreted,
and at the proper time will be free to express
our unqualified opposition to what we can
only regard as a most humiliating and unjus
tifiable abandonment of priciple. We say
j-hus much now that our silence may not be
misconstrued.

officers are permitted to hire quarters, temporarily*

at the shortest notice, with all supplies required for
their efficiency.
“District commanders will instruct Post Cornman
ders in their duties, and the relative position of the
civil and military powers. They will impress on Post

co-operation ana in subordination to the civil author
ities : that tney are to exercise discretion and judgr
ment. unbiased by political or other prejudices ; that
their object snoold be exclusively to preserve the
peace and upnoid the law and order, and they must be
satisfied suen is the object of the civil officer calling
on them for aid ; that they must in all cases where
time will permit, apply for instruction to superior au
thority, but tney must at all hazards preserve the
peace, and not be restrained by technicaipointa, when,
in their conscientious judgment under the rules above
set forth, it is their duty to act. Post Commanders
on being notified of the proposed holding of political
meetings, may send an officer, and if necessary a de
tachment, to watch the proceedings and see that the
peace is preserved.
“ To the people of the several States composing the
Department, the kpgqr General Commanding appeals
that they will co-operate with im and the civil au
thorities in sustaining law and order, in preserving
the peace and in avoiding those scenes of riot and
bloodshed, and the wanton destruction of .property
and life, which has already, in some instances, been
enacted in tne Department. He urges abstinence
from all infiammatory and incendiary appeals to the
passions; discountenancing the keeping open of
liquor shops on days of political meetings and of elec-
