Joseph is a citizen of Folton coun ty; .^tlie law says, a voter for Presidential Electors shall have been a citizen of the State Six months next preceding the election, and thirty days a citizen of the county where he offers to vote. The importance this fact assumes is derived from the circumstance that the individual is at the head of the Judiciary of the State. Others may have voted illegally through igno rance, but it cannot be presumed that Brown was ignorant of. the law, and hence he must take the other horn of the delemma—-willful violation of the law and deliberate fraud. In him the offence is tut a shade below the standard of perjury, and the example is a misdemeanor of the highest type. What a commentary upon the morals of Radicalism ! Atlanta Constitution. 8. F.
