Cotton.—The market opened quiet with a very fldr
inquiry—the same difference that lias heretofore ex
isted between buyer* and sellers—there Yeas many,
offering at22>Xe‘ for middling, but holder* appeared
to use some firmness at 23c, though the advices from
Liverpool and New York were uniavomble. The
lower grades are- somewhat neglected. W« quote Sa
vannah Middling at 23c.
The following were the sales of the day*. 142 bales
at 23, 7i at 22*£, 37 at 22*4. 5 at 22»J, 172 at 22, 6 at
21VL 6 at 21, 2D at 20 9 at 18 cents. Total, 448 bales.

freights, duo to scarcity of vessels. Several coastwise
and V«*est India freights have been placed during the

Memoranda.
Showing False Lights.—We hear tha question
agitated in insurance and shipping circles as to the
liability for damage of a vessel flying additional
lights for telegraph purposes to those required by
la w, and the impression is very general that a vesel
so doing would be liable. The recent collision' off
Sandy Hook, on Saturday cvcng last, between an in
ward and outward bound steamer, was caused by the
display of an additional light on the inward bound
vessel. A person who ws3 in the immediate vicinity
of that disaster at the time of its occurrence, and saw
the lights oi the inward bound steamer, was at a loss
to judge of the character of the vessel, but was under
the impression that it was a tug with a ship in tow,
and he is well acquainted with the coast and the various
steamers plying North and South. Would it not
answer a better purpose, and be safer for a vessel
wishing to be telegraphed to throw up certain rockets
that might be agreed upon, and not by the display of
lights, thereby, avoiding ail danger to life and proper
