OL'K WASHINGTON LETTER.
, Special Correspondence of the Moxmwo Ntw*.]
Washington, April 12, 1870.
It is ft bright, clear, beautiful day. May
ibe clear blao skies and warm sunshine
presage good to Genygift. Tbo Georgia bill
comea up to-day in the Senate by appoint-
mrut, though it is possible it may be again
postponed. This body ft badly at' a lovs
tth^t to do with Che question before it, and it
^ been evident for some tt»ne that it could.
ouly be nettled on an entirely new basis. *Th*
Biugham amendment mtut go overboard,
and yet a mujority of the Senators are opposed
to perpotufttiug the Legislature and extend
ing Bullock’s official term. A compromise
ot some sort must therefore bo made. . It is
rveu stated that a compromise hail already
I, e eti ugrsed upon, which contemplates the
passing of the Georgia bill by the Senate
with the Bingham amendment struck out,
md in lien thereof a substitute adopted for a
antral sleetiou in September next for a new
Georgia Legislature, after which tho State is
to apply for admission at'tho next session of
Congress. The election will be held undtr
the reconstruction laws, which disfranchise
it bout twenty thousand white people. The
result of this move, if carried into effect, will
be to upset all tho Senatorial elections.,
Practically it re-ccramences reconstruction
in Georgia da noro. It bos been apparent for
several days that some such course would bs
determined on. For the exactitude of the
terms of compromise above stated>Xdo net
hold myself responsible, though they 01 e
probably correct Tne developments of
day will no doubt confirm or regale them.
Mr. Wilson withdrew his amendment to
the Georgia bill this morning, and further
itaieudments were introduced by £IL»«sn.
Williams and Pomeroy, copies of which I en-
dose. 1 have not time before the mail closes
t.) criticise them, or to discuss the probabili
ty* ol their adoption. The debate was on
{tending amendments.
Mr. Tipton made a very good speech on
tbs side of law nud justice, nnd was followed
by Mr. Howe, who ranted and roared and
cried murder, until serious apprehensions
rnited for some Of hi* weak-nerved neigh-
bora Senator Yates, now in a convalescent
sat at Mr. Ilowu’s fept, literally, which
vis certainly daugerotfs. According to Mr.
Hove the msin object of the Democratic par-
tv in the South is to murder; and every mein-
ter of it is dyed to the elbows in the blood
of loyal men. Some enterprising literary
2uu should reduce Mr. Howe’s s/mccb to
words of two syllables, or one, and publish
it m a juveuile story book, to frighten naughty
fiiidnn with. I know of no other wav in
which it could be turned to use. What Mr.
i’i tirade lacked iu other respects was
up iif that be {>ossible) by length, and
ml to the bored reporters Tsnuywot/s
Mtiffof "The Brook,” or rather that portion
which relates to “going on forever.”
ily, Mr. Sumner, during a pause in Mr.
e’s rr-m.rks—blessed pau-e—stretched
his denk*, and whispered to tho orator
it it short. Mr. Howard said something
audibly about “executive session.” Mr.
looked at U10 clock, then deliberately
pilled a sliver watch, the size of a frying-p*n,-
<10 hie fob. looked at it, and—went on. 1
Bullock was expected to return from New
York to-day, but did not pnt in an appear
ing at the Senate. Tho Georgia lobby was
educed to Blodgett, who certainly brought
x down to a very small point. ' ];
fhe colored delegation from Georgia has
dtinrtcd. I ke resolution of "thank*” they
adopted before leaving here, will have reach-
on ere this. Tho resolutions lake the
1 step which leads from the sublime to
ridiculous. Their impudence provokes
writ. This colored delegation baa been a
ising ipedilation for Bullock* They did
him no gop<J; and. wero simply Ignored, even
h; the most extreme liadicuja. Washington
cnickens crow louder and thriller since the
dirkies departed. * t

eight and nine o'olook, Sheriff Grace, who
was sitting in his office writing, beard shoot

evidently were m the immediate vicinity,
and be supposed it was some parties who
hod got drunk and were quarreling over the

to the front door and found all there quiet.
He concluded that the noise, whatever it
was, mind be in jail. Quickly unlocking the
door, be found that the cries proceeded from
tlm cell in which Brown and Stephens were
confined.
On opening the door of the cell the place
presented a shocking appearance—both pris

article in the room was smashed to pieces.
As soon as Htopheus could speak, for he was

A». Insane Woman Burns Him Child.—
Xeic Castle. Iad„ April 7.—Oar town was this
morning the Rcene of a most heart-rendering
homicide. The wife of Mr. William Bed
ding has been insane for some two years,
with occassional lucid interval* She has at
numerous times attempted to take her own
life, well nigh succeeding once by hanging,
and once by cutting her throat. But never
until this morning has she made any tenon*
attempt to take tho life of any one else,
although her husband bad lived in continued
fear for the safety of his three children.
Seldom has he-ventured to leave them lor
any time in her care. She Has seemed ra

attending to tho duties of he* bouse, and it

recover. This morning about 7 o'clock,
while her husband was working just outside
