Tho debate on tho Georgia bill is becom

who have been compelled to listen to it from
the first, and to follow it from House, to Sep
al e aud liom Senate to House. The (lebaies
of the past week or two have not touched
upon the’real quest ion stimfer diserissiotr.
They have been widely discursive and
apicuously evasive. Mr. Howe spoke on
Tuesday ior more than three mortal hours “in
defence of the past of tire Republican, party./’
Kadi cal Senators repeat day after day, nnrl
for hour after honr, hackneyed ahd lying

moot of “loyal men." " It is in this way that
the Georgia bill is discussed. No wonder
that the listeners grow weary. No Wonder
that even the Senators themselves are be-

nati invited Chief Justice Cnxsxto attend the
celebration of the adoption of the Fifteenth
Amendment, which is to be held in that city
totdny. His answer, is In substance as fol
lows:
Washington, D. C., Marsh 30,1870.
Accept my thanks for tbe invitation ten
dered ou behalf cf tbe colored people of Cin
cinnati to attend the celebration. My du
ties will not permit me to be present except
by good will and wiaht-s. Almost a quarter
of a century has passed since some of you
the same country, founded ou any such cir-
rumhtaneci ns origin and'tho like, are hostile
lu tlje gonitis of our institutions, and ineotn-
patible witti the true theory of America!) lib
erty; that tiue Democracy makes no inquiry
abi nt the color of the skin, or the place of
nativity, or auy other similar circumstances
or condition;.'and that the exclusion of the
colored people as a body from tbe elec
tive franchise is incompatible with true
Democratic principles. I congratulate you
that these principle* have beeu at length
raa le a part of the supieme law of the
Lud. Many, no doubt, wonld have beeu
glad, as I should have been, if the gieil
work consummated by tl e ratification ot the
Fifteenth Amendment could have been ac
complished. through the Slate*, by the
amendment of the State Constitutions; but
the delays and uncertainties inseparable
lrom that mode of proceeding seemed to
necessitate the ooarae actually adopted. Nor
does tho amendment impair the real rigl.ta
of any State It leaves the whole regnlaih n
of snffirsge to tho people of each Stati,
subject only to fhe fundamental law that tbe
right «-f no citizen to vote shall be denied or
abridged on account of race, color or previous
condition of servitude, it is to be hoped
that each State will so conform its Constitu
tion aud laws to this fundamental law that no
occasion may be given for leg illation hy

On the occasion to which I have referred, I
