bill, thua defeating Bullock’* nchomo for
prolonging bin official term and continuing
the present Legislature for two years. Bul
lock and hia band of conspirators are defea -
ed, though tho bill hns been so emasculated
by vindictive amendments that it is difficult
to say'what is its real purport.
At thin hour, 3 o’clock a. nr., we are un
able to recapitulate tbo bill as it has passed
tho Senate. It will now go to the House for
coucurreuco in the Senate’* amendments.
From the spirit manifested by tho Senato
we are justified in saying that for whatever
of right aud justice thero ja in tho bill as
it has fiually passed that body, we are in
debted not to Radical magnanimity, but to
Bullock’* infaiuy. His tiilainy, as it has

Georgia bill, waa too revolting for even Rad
ical tolerance.
Grant Eager to Make War on tuk South

baud. Ho favored giving the President the
power to send troops to any portion of the
South to suppress disorders mid preserve the
peace without waiting for tho Governor or
the Legislature to call, according to the
present procedure in force, on the Executive
for a military power to suppress insurrection.
It is pretty well understood that this extra
ordinary speech reflects the views of tbo
President, who has“wituin a few days de
clared that tho rebels h id deceived him, and
that he should not carry cut hi* recently ex
pressed intention of sobding a special mes
sage to Congress recommending general
ncaty. At the same time, however, the Presi
dent is represented by his friends to be op
posed to delaying further tho admission of
Gsorgi*. but id anxious ih.it the work of re
construction should be closed np. lie is
willing to keep the disfranchised on proba
tion, but opposed to keeping thejwho!e State
out any longer."

When the Conservative of Virgifaia under-
took to beat the^Badioala on tbei* own plat
form of acquiescence in all the usurpations
and outrages of Congress—when they set out
to carry their State into the Onion by the
abandonment of every principle for which

sands of Virginia’s sons had laid down their
lives on the battle fields of the Confederacy—
when they bowed submissive to the insult
ing and degrading requirement* of the
Radical extremists, ovan bending down to
Beast Butler, that they might adjust their
yoke to suit his fancy—we deplored their to*
consistency,and doubted even its expediency.
Time has shown that our doubts were well
founded. The Conservatives claimed a
triumph with a Republican Governor, Re
publican Representative* in Congress, the
ratification of the Fifteenth Amendment,
negro suffrage, negro State officials, and ML,

Now, Williams’ amendment proposed to
keep the present officers of Georgia in power
for two years, postponing the State elections
until 1872 ! and for this cruel amendment a
Vinjuiiun i* found voting—not a carpet-bag
ger, mind you, but a Virginian bearing the
uume of Lewis, who waa elected by the Con
servative* of this State to the high trust in
which he grossly misrepresent* bis constitu
ents. Hi* name stands on the roll with every
carpet-bagger and every bloody, destructive
IUdical iu the Senate, aguinat such uanit* a*
Trumbull, Sbermau, Anthony, the two Mor
rill* and Shurz—nay, even Willey, of
Virginia. One would think that such men
u* these would bo good guides for a Virginia
Senator, elected on Gonservative grounds—
that they ought \t least to be sufficiently Re
publican for him. But no, Mr. Lewis covers
himself with the mad, the red paint, the
hoofs and horns and teeth of the savage Radi
cal stripe, such as Drake and Sumner, and
Chandler and Yates, etc., including all the
wretched carpet-bagger* from the South.
Mr. Johnston stands in noble contrast to
Mr. Lewis on this vote.

In order to keep up excitement on the
negro suffrage question, says the Philadelphia
Age, the Radicals affect to believe that vio
lence will be used to prevent the dusky cit
izens from depositing their vote*. Not long
ago a bill waa offered in Congress to prevent
and puui*b placing obstructions in the way
of negro voters exercising their right* at the
polls. National inspectois were to be ap
pointed, and United States troops located at
aucb points as the officers might think
proper. This has been followed by another
from Senator Morton, which roosts on a
lower perch. This imposes a light fine or
imprisonment for the offense of hindering or
intimidating a voter, and givqs ( the jurisdic
tion of it to the United States Circnit aud
District Courts, dispensing with the cum
brous machinery of government inspectoi a
and troops, which had been threatened. Tho
truth is, this negro suffrage mattdr ^f likely
to pi ova more than the Radicals bargained
for. Thousands of men who huve acted with
mat organization on tne ucgiu w|>
to this point, now calls a halt. In tbo first
place they do not believe that any effort will
bo raado to prevent the negroes from voting
by violence, and hence the modified tone
