the Constitution of Ohio, because at the tune
of bis election he held an office under, the
authority of the United Utates. By tbo votes
of tuese two man the*, proposed Fiftefinth
Amendment was passed, and all action jin
their o-tses purposely postponed by the man-

subject was disposed of An effort to obtain a
decision in the case pf Blakeslo before the vote
on the Fifteenth Amenment was defeated
by tbe vote of Blakeslee himself, ia violation
of *U parliamentary law, under the ruling of
tbo speaker made to sustain himself upon
»n *ppcal taken from a decision rifling ont
of order a resolution declaring chat Blakeelee
had no right to a seat in the House. - The
seat of Glover, returned by a vote of 23" ma
jority. was tested on tbe ground that he was
elected by fifty negro votes, confessedly cast
for him, two-third* of whom were not legal
voters even under the deoision. of pur Su
preme Court in the question of preponder-
•□cs of white blood. Thus the fifteenth
amendment was forced upon the people of
Ohio by the illegal votes of the persons whom
it was intended to enfranchise before.they
