in the precise langnage of the Governor of a

Let us rest >te the milter briefly, and in our
own way.
The Constitution of the United States
makes it tbe duty of the Executive, on appli
cation of the Legislature of a State, or of tbe
Governor, when tbe Legislature cannot be
convened, to protect it from domestic vio
lence. The application in due form dr ter
minus the Federal duty. If it does not, then
might a Prtsidrnt, sympathizing with local
outrage, by a mere refusal, overturn any
State government he pleased. Rarely, in
ancient days, has this application been made,
but never, if in duo form, refused. In 1838.
if memory serves, a Governor of one of tbo
Northern States, at a moment of political
disturbance, asked for Federal interposition,
and it wa* refused, because the Legislature
was in session, and did not unito in the ap
plication. It was the day of duty performed
according to law, and of no intrusion without
law. This being the constitutional objection,
how is it complied with now-a diyi?
In March last tbe pracefnl process of the
law was resisted by armed and organized
force in Virginia. The State militia was fee
ble and disorganized, and close to the scene
of action lay a garrison of idle Federal aob
diers. The Legi-lature being in session, on
the calm and considerate statement of the
facts by the Governor, “ and in Older to avoid
bloodshed,” passed a joint resolution asking
tne United States to protect the State from
domestic violence, which was at once and
respectfully transmitted to Washington. The
troops weie sent, and. in one locality, the
violence was, by their mere presence, sub
dued. This was in Elizabeth city. In Nor
folk county the violence continued, and th<i
process oi law was forcibly resisted. Again,
on the 31st of May, was the application re
newed, and again, though alter a long delay,
was the sfs'stauce furnished. This

we all come up like onto. I intend to put a
stop to these threats. I have more influence
with Governor Bullock than any man in Mon
ro e county. He pardoned one negro out of
the Penitentiary at my solicitation. Bullock
will defend us in all things, end if he is pow
erless, Gen. Terry will lend assistance. When
I call or Gov. Bullock he always greets me,
“Why. how do you do, Mr. Ciower?—take
this chair—how is your family?” And I in
variably reply, “Myself and family are quite
well, thank you. Governor.” Then, too, he
always gives me the best chair in his office-
