A special meeting of the Chamber of Com
merce was held on last evening. Below will
be found the iu!ceand regulations, as report
ed by a Oouimuiee and adopted last night,
which will in future govern the process of
bujing and selling of cotton.
Among other business transacted by the
meeting, the following premiums were offer
ed, to be contested for at the approaching
Fair of the Industrial Association of Georgia
Ljdand Lotion.~t'or best single bale, $150,
for best five bales, $400; for secoud best five
bales, $350.
Sea Island Cotton.—Tor best two bales, $150
for second best two bales, $75.
Hies.—For beet five bushels rough rice, $50;
for second beat five bushel.* rough rice $25.
The following is the report of the Commit
tee:
The Committee to whom was referred, by
the “Chamber cf Commerce,” the question
of Rules and Regulations for the government
of the cotton trade of Savannah, at Ur mature
deliberation k beg leave to submit the follow
ing report, and recommend the adoption of
these
BULKS AND BKOULATIOXS.
1 st—As to Injections and Reclamations on
Jfixed and Falsely Packed Colon. —Ho bale of
oolton of the grade o! ordinary and below
shall be rejected as mixed packed, unless the
mixture oonaiata of blue or red cotton in
same bale. No rejection will be allowed of
any cotton for being mixed packed unlaas
the difference in quality in any one bale.is to
the extent of ooe fall grade, and even in such
case no claim will be considered unless made
on the delivery of the oolton. Reclamations
for fraadalently packed cr water packed cot
ton shall be entitled to collection, if the
tificate designate the character of the frond,
and ia properly authenticated and presented
within nine months from date ot sale.
2d—As to Weights and Weighing.— Cotton
shall be aIwoym weighed with a rising beam,
and when bales of cotton have any doable or
surplus bagging, a proper allowance for
weight shall be made.
2d—As to Differences between Weighers and
Shippers as to Proper Allowance in Weight.—
Whou there are differences bat ween shippers
and weighers, and they cannot agree as to a
proper allowance in weight for damp or wet.
or for any otber cause, one of a committee of
three, to be selected by the Chamber of Com
merce, as a standing committee for reference
of each differences, shall decide, and we unite
in suggesting that Messrs. Jno. F. Hamilton,
Juo. C. Rowland and Tbos. D. Bertody be
soleoted as said standing committee. We
also further reoommend that compensation
be allowed for suoh derision at the rate of
five cents per bale each from buyer and seller,
provided that in no cose shall such compen
sation be less than five dollars, nor more than
twenty dollars.
Alh—As to Receiving and Paying for Spot
Colton.—Cotton shall be sold for cast] cn de
livery, shall be taken witLin five days from
dste of sale, weather permitting, Sundays
and holidays excepted; and payment shall be
made upon delivery, time being allowed for
examination of the bill.
Stk—As to Sals and Delivery cf Arrival Cot-
Ion. — When cotton is sold to arrive, the ticket
of sale shall designate whether the place of
livery shall be at the buyer’s option or tb«
sellar’s option. If sold at buyer's option, the
buyers shall designate tha place of delivery
when notified of arrival of the ootton, and
must receive it not later than the day after
its arrival, weather permitting, if the seller
drays it to the point designated by or before
(1) o’clock p. m. If sold at the seller's op
tion, the seller shall designate the place of
delivery when he Rives notice of tbs arrival
of tho cotton, and the buyer must reesive it
not later than the second day of the notice,
weather permitting, ii the whole lot is drayed
to the point designated by or before one
o’clock p. m. of the day selected for recep
tion. If sale i« at buyer's option, buyer must
insure fire risk upon arrival of cotton at place
designated. If at seller's option, seller must
insure.
6th—As to difference between selling samples
and receiving samples. — If, upon the delivery,
it is claimed that the cotton docs not re-sam
ple, iu accordance with the sitting sample,
ueb claim must be made before lbs delivery
accomplished of any portion of the cotton
included' in that rule, aud suoh claim shall
not be entitled to consideration unless tbs
original samples are produced for compar-

A number of tbo citizens of Savannah have
spent pleasant ard profitable days at the
groat Macon exhibition, and all of them
have, or will retara boms, determined to
make ths first Fair of the “Industrial Asso
ciation of Georgia” in every way equal to
that of our sister city. To accomplish this
it is necessary that all should take an interval
in our Exposition, especially the ladies, w
are expected to lend “beauty to adorn
noble and great an undertaking.” It is not
necessary nor passible that every article ex
hibited should take a prize, or even compete
for one, but many things can be sent that
will be pleasing and attractive, though not
in competition, that will add greatly to the oc-
ca.sk>n. We therefore hope that our qjtisens
generally will bettir themselves and prepare
articles to be put on exhibition. Lei every
dealer secure lor himself a place to exhibit
his wares at the Fair, and send them there,
and our word for it, it will be labor well in-

last Monday’s issue of tho News, we
published a small paragraph in relation to
some trouble between Mr. W. J. Bandy, a
botcher in the market, and a countryman
who had sold him (Bandy) soma hogs. We
stated, in oonaonaooe with the information
gathered from the Justice’s Court, that Mr.
Bandy refused to pay for the bogs until ar
rested. We learn from an affidavit made by
him before a magistrate, that the information
as incorrect.
It appears from the affidavit that Bandy
and another batcher, J. N. Davis, made an
agreement that Bandy was to purchase the
hogs, and that Davis was to assist him ii
paying for them. The affidavit further staU
that whan the Urns arrived fur the settlement,
Davis was non est inventus. A part of the
meat only being disposed of, Bandy did not
offioient funds to pay for the bogs, but

Cherokee Hill, in this county, at which there
was a large attendance of saffrage-glingers,

hia bogs back. This the countryman wonld
not listen to, and than another proposition was
made from him (the creditor) to go behind
the stalls and receive the money ariaing ftorn
the sales; but, being of a perverse nature, the
countryman refused to accede to the proposi
tion, and look out a warrant for Bandy. Tue

Dederiok Grimm, a grocer who does busi
ness in Roberta ville, stood sn examination
yesterday, charged with having stolen goodi
io bit poszefc&ioo. Some few weeks ago, a
gro presented an order to Mr. Hirsch, a
gar dealer of this city, for twenty-four b
of segara The goods were delivered,
afterwards, discovering that the order
a bogus one, Mr. Hirsch instituted search
for the thief and goods, and found the latter
the pofuension of Grimm.
When the segars were demanded by Ibe
officer, Grimm stated that he had purchased
them from a negro named Wm. Williams,
,nd exhibited a receipt to that effect, signed
Wm. Williams, oolortd,” or rather
mark.”
Mr. Grimm was st the time required to
give bonds for bis appearance. He yester
day stood his exsmin-ition before Justice E:
singer, and was bound over to answer to the
charge of receiving and having in his posses-
stolen goods.

The steamer General Scott, Captain Cole,
from Linden Park, 8. C., arrived in the city
last evening, and among her passengers were
a Montmollin, Kent and Slyer, from
Bluffton. Mr. Montmollin and the others
who were held in custody, were admitted to
bail by the negro law slingers, Mrs. Mont
mollin giving tha bond. Mr. Montmollin
and Mr. Slyer, are very seriously wounded,
but Mr. Kent was only slightly injured.

flicting statements made in regard to the af
fair, we were in hopes that upon the arrival
in the city of the parties themselves, we

The Augusta Constitutionalist noticing Mr.
Law's seaond lecture in that city on Thurs
day evening, says: The lecture last night c
this subject, by Henry M. Law, Esq , was
perfeet model of oratory. Possessed of the
god-like attribute in a pre-eminent degree,
the lecturer was wall qualified to treat of its
advantages, its beauties, and its influence
upon human action. His audience sat de
lighted under ths flow of brilliant language
from the lips of Mr. L»w, and felt assured
that they w-re indeed listening to a perfect
orator. Few men possess his talents, and it
ie a treat to attend hia lectures. We under
stand that he will deliver a aeries of them in

Removal of Obstrwctlons.
On ths last Dip of the steamship Leo,
while coming np to the eity, she struck
lightly opon a sunken snag, opposite Wil-
link's ship yard. The matter was brought to
ths attention of the Commissi oners of Pilot-
sge. who directed CapL J. O. Kennsrd, of
the Dredging Machine, to dredge for sod re
move it. On Thursday ha succeeded in

Yesterday another snag, in the shape of an
unfinished mast of a ship, was brought op.

Editor Morning News:
The article in yoar local column yesterday
morning, urging npon the City Council tbe
necessity of re-building t je bridge across the
Ogoecbee Canal, near the Water Works, ia
well-timed. This bridge was originally built
by private parties for their own convenience,
at a time when the canal was the western
limit of the corporation. Now this bridge is
within the eity and is necessary for tbe ao-
commodationof its eitizens and itscommeree,
and should be re-built at once. Tbe new
river depot of the Central Railroad is at pres
ent inaccessible except to foot passengers,
and they can only get across by performing
“a trapes” on ths canal-lock gat*. Besides
this, as your article slates, it is necetsary for
the a«eommodation of vehicles going to the
Fair Grounds, ss I have heard several gentle
men who are accustomed to drive good Corses
state that it will be dangerous to drive od
the Louisville road when there is a crowd of
vehicles on it and train after train passing
by. I hope the matter will reoeivs ths prompt
attention of Council. Savannah.

A party by tbe name of Dederick Sweden
borg, entered into bonds yesterday for his
appearance at Court, inasmuch as he bad a
gun in his possession whiob was identified as
being stolen.
It appears that sorns time in the month of
December last, the house of Gugie Boorqoin,
residing some twelve miles from the city,
was broken open and robbed. This gun,
which was found in the possession of Swed
enborg, was proven, st Justice Berrien's
Court, to be a part of the purloined property.

This ship went ashore on the south end of
Oeasbaw Island on Sunday night bat, daring
a heavy fog and bad weather. The steamer
Ajax was sent to her relief on Thursday, but
was nnabls to render any assistance, as the
vessel was buried in ths sand where aha had
struck at high water.
