sun’s envelo|ies and coronal appendages,

chemical constitution of the sun—a knowl
edge that I* still paitial, end which It is be
lieved will be extended by new discoveries.
But it is only along the belt of lift miles
wide that the total eclipse of the sun will be
visible. In all other parts of the United
States the extent of the observation will tie
greater or less, according to the tneiidian
w hich it is observed. The time about which
the eclipse will occur in various cities in the
United State* is thus given, local time :

Railroad train, which arrived here Satur
day afternoon at quarter-paat three o'clock,
were a number of the member* of the
Knights of Honor, who came hither for the
purpose of assisting the Graod Dictator in
the institution of the Savannah Lodge,
which took place Saturday evening at the
Masonic Temple.

The party had a pleasant trip down, not
withstanding the heat and dust.

committee from Savannah Ixxlge and

After dinner the various points of interest
about the city were visited, some of the
Knights accepting invitations to drive.
In the evening they assembled at the
Lodge worn in Masonic Temple, when
Savannah Lodge No. —, K. of 1L, was
organized by Grand Dictator J. II. Shepard,
assisted by members from Pendleton Ixxlge
No. JJO, Shepard Lodge So. 731, and Alli
ance Lodge No. 586; also Past Dictators of
Warrenton and Washington Lodges, J. D.
Wright and A. W. Hill.
A regular election of officers was held

After the close of the Ixxlge Dictator 8. B.
Adams invited the visiting Knights and
brother Knight* of Alliance Ixxlge to par
take of a collation at the Pulaski House,
w hich invitation was unanimously accepted.
The Knights formed intu rank.*, headed
by Grand Dictator 8. H. Shepard and Dicta
tor 8. B. Adams, and marched to the place
designated. There they found a good “lay
out" prepared by frieud Bradley, who
knows exactly how to provide for such an
occasion. That all were well pleased was
attested by the pleasant remarks made by
Messrs. Shepard, Adams, Law, Starr and
others. The festivities and social enjoy
ment were kept up until a little after eleven
o’clock, when all joining hands around the
long table heartily *aug “Auld-Lang-Syne”
and taking “a right gude willy wot” parted
for the night.
Yesterdav morning the visiting Knights
were invited on an excursion to
Tybee Island, and about ten o’clock
left the city on the good steamer Dictator.
After a pleasant run of an hour aud a half
they arrived at the wharf, were placed In
different conveyances and driven to the
Ocean House, where the party dined. Some
of the gentlemen indulged in surf bathing,
while others visited various plgees of Inter
est, including tho light houae, from which
they obtained a splendid view of the ocean
and the surrounding country. The steamer
left Tybee on her return trip at five o’clock,
arriving in Savannah in time for the visiting
gentlemen to take the 7:30 train for Augusta.
Their Savannah brethren endeavored to
show them all the hospitality in their power,
and make their stay in our city as pleasant
as possible despite the heated term. We
hin t, every reason to think that these efforts
were crowned with sueceoa.

Gourtiin, Ls.j., who nominated Andrew

was unanimously elected, and took the
Chair. On motion, Daniel Ravenel, Esq.,
was requested to act as Secretary.
Mr. Gourdin, in a few remarks, intro
duced Mr. Purse to the meeting, stating
that from bis long knowledge of that gen-
tiemau he could assure the meeting that
any statements he should make regarding
the subject under consideration could be
entirely relied upon.
Mr. J’urse then addressed the meeting at
some length, giving a clear statement of
the financial affair* of the city of Savannah.
He began by giving an account of the pro
cess by which that city had been brought to
l;s present condition, beginning in the ad
ministration of Colonel Screven, and run
ning through it, and through that of Colonel
Anderson. He submitted a printed state
ment of the city* in.am ml situation, dated
July 1, 1878, showing the asset* ami re
sources to December 31, 1878, to be $4M,-
The liabilities are stated as follows:
Current expenses July 1 to De
cember 31 190,000 00
Floating debt for balauce due... 100,000 00
440o,«M«i coupons at 58 per cent.. 284,200 00
Total $474,300 00
He also submitted the ordinance passed In
Council accepting the proposition of the
holders of f1,000,000 of the bonds, to com
promise by funding the principal of old
seven j»er cent, bonds in new bonds, bearing
live per cent. Interest, aud having thirty-
years to run, from February 1st, 1870, and by
retiring in ta*es and by ,a*L,at i ate of fifty-
eight per cent, on the dollar (58 per cent.)
all coupons and part of coupons, and inter
est on past due bunds, matured and matur
ing to February 1st, 1870, by the 1st day of
June, 1870. This proposition is now sub
mitted to the remaining liondholders.

tempting of too many internal improve
ments during the inflated period between
1NB0 and 1872 by which the bonded debt
bail been increased from about $2,000,000 in
lNW to $3,500,000 in 1878. He thought a
mistake had been made in not taxing to pay
the floating debt iustead of funding it.
Meanwhile the reduction In fire value of
real estate and the general depression in
business had made it utterly.impossible for
the city to carry its debt. The average de
preciation in the value of real estate had
been from 33^ to 50 per cent. A number
of questions w ere asked by the gentlemen
present, all of which were promptly and
satisfactorily answered.
On motion of Mr. H. H. DeLeon, the
statements aud proposition made bj Mr,
Purse in behalf of the City Council were re
ferred to a committee of five bondholders,
to report at an adjourned meeting.
Mr. Simonds later in the dav appointed the
committee : General W. G. lleSaussure, F.
Campbell, G. H. Ingraham, A. 8. Johnston
and J. F. Ficken. Mr. DeLeon asked to be
excused from serving on the committee, as
he would be absent from the city.
