compared with a Republican that kicks
against a coalition.
It is announced formally that Mr.
Cameron has graciously consented that
Mr Barr may run for Congress in the
Fourteenth district of Pennsylvania for
another term.
Can it be possible that B. Butler has
turned pirate? It would not be at all
surprising, and if the information con
tained in our telegraphic dispatches this
morning is correct, it certainly looks so.
Mr. Gladstone was prompt to stamp
the arrest of Henry George as a blunder.
He will probably find that the incarcer
ation of the High Sheriff of Dublin was
another and a bigger one.
Cetewayo has been lying by like a
piece of waste lumber for some time.
At last, however, it seems to have oc
curred to Mr. Bull that the Zulu King
would make a first-class puppet for a
British boss to manipulate.
The Hon. Abraham Fulkerson, of
Virginia, Billy Mahone’s left bower in
the House, is progressing rapidly. He
intimated that the Readjuster collar was
getting tight. Billy was equal to the
emergency, and procured the refusal of
the Peruvian mission for his galled
henchman, and thus the fears of a bolt
are dispelled. Another evidence of civil
service reform.
After much importuning. Judge John
Hancock, of Texas, has consented to
accept a nomination for Congress from
the Democrats of the Tenth district, if
it is tendered him. The Democrats say
he is the only Democrat in the district

Republican journal, which Mr. Blaine
once edited, has refused to support
Farmer liobie. The present editor, Mr.
H. W. Richardson, is an anti-machine
man, and has declined office on several
occasions. The Republican press is
striving to make light of his refusal to
support Robie, but it is an unpleasantly
“frozen fact” all the same.
Grant has made a big pile in his time.
It is said, though, that his ducats have
taken wings to a considerable extent,
and his mission with Trescott to Mexico,
is, it is hinted, intended to give him an
other boost. Trescott will fix up the
treaty, while Grant, with the purchase
his role of envoy gives him, will work
up sundry schemes he has had in view
for some time. It’s a cold day when

Guiteau's fatal attack on President
Garfield was not alone a bonanza for the
Stalwarts and the doctors, but for a
score or more of undertakers, uphol-
attendants and other em
ployes as" well. The raids contem
plated to be made on the appropriation
by Congress for the payment of
bilU incident to the death of Mr. Gar
field already foot up #11,139, exclusive
of the doctors’ fees.
The oft discussed question, “Will
Lager Beer Intoxicate?” has had a pain
fully practical decision in the affirmative
in New York. Last Sunday at an Italian
•wedding in that city a keg of beer was
broached, and after several potations
pottle deep had been indulged in, a
quarrel arose between two of the guests
present, in which one drew a knife and
mortally wounded the other. Yet beer
was the only liquid known to have been
consumed.
Editor Foord, of the New York Time*,
is reputed a smart young man. We are
told that he is a canny Scot. From the

as Spencer, he had better be about it.
He can rest assured, however, that Ala
bama, as well as the South in general,
knows what is good for her, and is not
open to conversion.
The Boston Advertiser objects to Chal
mers being recognized as a Republican,
because, among other things, he never
had any standing in the Democratic
party when he called himself a Demo
crat. That’s nothing. There are lots of
third and fourth class Democrats who
would make excellent first class Republi
cans. There is Mahone, for instance,
fie never had any standing in the Demo
cratic party of his State, but now, as a
Republican, he is not only boss of the
United States Senate, but boss of the
administration as well.
The Federal Commissioner of Educa
tion has recently made a report relative
to the progress of education in the
South. He says that the educational
outlook is much more hopeful than it
'was a few years ago, and that owing to
the wise application of the Peabody
fund and the greater efficiency of the
State Superintendents of Education, the
common' Schools of the South are
becoming more efficient, and rapidly in
creasing in number. He says, that while
there is a wide field for improvement,
the advance that has been made is very
gratifying.
The nomination of Mr. A. D. Candler
for Congress in the Ninth district excites
a great deal of enthusiasm among the
Democracy. It is believed that he will
be able to signally defeat the champion
Independent of Georgia—the young Mr.
Speer. He probably will, for, as has
frequently been remarked, this is a
bad year for Independents. Their
principles are too nearly allied to
ilahoneism for honest men to take to,
and we will not believe that Georgians
will countenance anything that savors of
ilahoneism until proven otherwise by
the election returns.
Acting Secretary of the Treasury
French has settled an interesting ques
tion in reference to copyrights. The law
provides that reprints abroad of Ameri
can copyrighted books shall be subject
to forfeiture upon Importation or sale
in the United States. There is no law,
however, expressly providing for pra
ceedings for tne forfeiture of the books
on importation. The Acting Secretary
has decided that the customs offi

The Star Bonte Trials.
The arrogant tone of tlae counsel for
the indicted star route conspirators, as
well as the brazen and insolent bearing
of the prisoners themselves, is the sub
ject of very general comment. The ad
dress of Mr. Carpenter, special counsel
for Dorsey one of the accused, before
the jury on Monday last, was a notable
instance of this. In reply to the state
ment of the Attorney General,that he had
been instructed to prosecute the case,
Mr. Carpenter took the ground that the
President could not have authorized any
such action. Says he: “Chester A. Ar
thur was a man,” and therefore it was
incredible that he should have decided
to proceed against “his friend, his fa
miliar, his acquaintance, one with whom
he was on terms of kindness and hospi
tality, one with whom he had associated
in political life for years, and one for
whom, about a month before his acces
sion to the Vice Presidency, he had
borne testimony as a capable and honest
man.”
This is a bold position for Mr. Carpen
ter to take, since it assumes that Mr.
Arthur was not willing to prosecute a
man against whom there are strong sus
picions, to say the least, of rascally prac
tices, simply because that man was a
friend with whom Mr. Arthur had asso
ciated on intimate terms, both politi
cally and socially. ’ Indeed, Carpenter
waxes still more bold as he proceeds in
his argument, and charges it uptm the
President that he never would have
taken part “in the conspiracy to ruin
Brady and Dorsey,” and his entire
speech was to the effect that certain
wicked and designing men desired to de
stroy the reputation and standing of his
clients, and in order to do so, were
using the President as a cat’s paw.
This is a piece of insolence and pre
sumption equal only to that of Bill
Tweed, when in the plentitude of his
pride and power, he arrogantly asked of
his accusers: “What are you going to
do about it?” All the circumstances of
the case point to the guilt of the ac
cused star route thieves. They did
everything possible to prevent a trial and
to cause the indictments against them to
be quashed, and when all this failed,
and they were forced to appear for trial,
they resorted to brazen defiance of
court and witnesses, and defamed them
openly in newspapers owned and con
trolled by the defendants. And now,
forsooth, as a last resort, it is claimed
that the administration has nothing to
do with, and does not approve of, the
proceedings against one of the accused,
because he was Mr. Arthur’s friend, just
as if Mr. Arthur, no matter what his
private wishes and sentiments might be,
was not forced, by his oath of office,
to bring to punishment every man
charged with the grievous offence of
having conspired to defraud the gov
ernment
It is, however, an exceedingly difficult
matter to prove a “conspiracy.” Even if
the parties accused can be shown to have
swindled the government most remorse
lessly, still, unless the fact that they reg
ularly conspired so to do is proven, they
must Ire acquitted under indictment
against them. But the people who
have read the evidence have already
made up their minds on the subject.
Asa New York contemporary says,
“in arriving at a conclusion as to thi3
matter, Brady’s behavior and that of his
counsel are important elements in the
case. If they had from the first set
about to produce a general certainty of
their guilt, they could not have done the
work better. The behavior of the ring
has been very much like that of the
Tweed ring here. When Tweed's
frauds were detected, the material
proof (consisting in the inflation
of contracts) resembled a good
ileal the materia! proof in the 6tar
route cases, and the technical difficul
tics in the way of legal proof were quite
as great; indeed, it seemed almost im
possible for a long time to get any legal
redress of any kind. But as some of
the ring raD away and others confessed,

Major Ethel Barkedale,* who was
recently nominated by acclamation
by the Democrats of the Seventh Con
gressional Mississippi district, is one
of the most popular gentlemen in the
State. For several years he was Chair
man of the State Executive Committee
of the Democratic party. In 1890 he
was a prominent candidate for the
United States Senate, and led all his
Democratic competitors -in caucus.
Finding that the further use of his name
would result in a deadlock, and conse
quent party demoralization, he with
drew from the contest, and Senator
George was nominated and elected. In
1881 he was a prominent candidate for
Governor, and on several ballots lacked
only a few votes to secure the nomina
tion. Again there was danger of a con
tinued struggle that boded no good to
the party, and Major Barksdale with
drew for the common good, and threw
his influence ia favor of General Lowry.
The Philadelphia Ledger, noting what
it considers the phenomenon of teachers’
institutes in Texas, sapiently remarks
that “all of reconstruction groaning was
the adding up and compounding of
what the South had failed to do for edu
cation." if we mistake not, there is a
citizen of Pennsylvania who has given
reconstruction deeper study than our
profound contemporary, particularly the
carpet—bag phase of it. His name is
Jere Black. HU conclusion that the
Spencers, Chamberlains and Bullocks
not only robbed the living but piiu
dered posterity, contain a fund of truth.

The New York Commercial Bulletin
notes the fact that the Government
printing office at Washington is getting
\p be a prolific source of jobbery, and it
justly thinks that if the office cannot be
reformed upon some economical basis,
it ought to be abolished. Says that pa
per: “Members of Congress just now
are having long-winded speeches printed
there, at the public expense, which were
never delivered in either House._ Not
that the public have lost anything bv the
non-publication, but in this making
other people pay for printing one’s
speeches there is something so ineffably
mean that, aside from the heavy drafts
it entails upon the Treasury, for shame’s
take it ought to be stopped.”
The Cincinnati Timea-Slar remarks
that one cf the remarkable signs of the
times in the South is the large number
of able men, who in other days would
have devoted themselves to politics, but
now seek professorships ia academics.
For instance, it says: “The Democratic
candidate for Governor of South Caro
Una preferred to remain an officer under
the educational system of the State, but
was induced to forego private for public
considerations.’’
GENBBAL NOTES.
The Milwaukee flour mills, In Milwaukee,
Wisconsin, were burned last Wednesday
morning, the origin of the fire being a mys
tery, unless it was from the explosion of the
flee flonr powder.
A movement is making in New Orleans to
raise a fund for the erection of a tomb in
honor of the dead of the Confederate army
of the Tennessee, and a monument to Gen.
Albert Bydney Johnston, the hero of the
Confederate army of the West.
A marvellous event in the way of “mirac
ulous” escapes occurred recently in Califor
nia. A Spanish family was going down the
mountain near the Little Bur, and drove oft
the grade, falling to the bottom of the
canyon, two hundred feet. Both horses
were killed and the wagon was demolished,
but the occupants escaped without injury.
A. B. Camp, a miner at San Benito, Cal.,
left his family In New England years agb and
went West to seek his fortune. Having
prospered he sent for his wife. He was in
the mine when she arrived and there she fol
lowed him, getting an affectionate recep
tion. They started to leave the mine, he
going in advance, when a part of the tunnel
caved in and she was killed.

at Leadville, railroad accident at Bonanza,
fire at Durango, poisoning case at Pueblo,
shooting affair at Boulder,but no lynchings
or murders —nothing Important.”
A correspondent of the Evansville (Ind.)
Journal urges the suppression of the tele
phone. He admits that for old men and
cripples It is a great convenience, as their
powers of locomotion are poor, “but for
young men like myself, that are active and
constantly on the go, it is a curse; for the
reason that it fosters and encourages idle
ness, and idleness is the great fomenter of
all corruption in the human heart.”
The Boston policeman Is generally equal
to the occasion: the latest Instance in point
was that of the policeman who saw that the
mob was bound to wreck the building, and
his own unaided efforts could not beat them
off, what should he do but run around the
corner and yell “dog fight,” and in ten se
conds there wasn’t a man In the crowd who
wasn’t bustltng round to find the dogs.
Bishop Ireland, in his address before the
National Roman Catholic Total Abstinence
Union, at St. Paul, said things which have
stirred up the feelings of the Irishmen con
siderably. The following sentence especially
meets with disapprobation: “The woes of
the people of Ireland are mostly brought
about by intemperance, and if they could be
made temperate and kept so for fifteen years
they could buy the entire island with the
money they would otherwise spend for
strong drink.”
Smalley writes from London to the New
Tcrk Tribune : “The name of the trouble
some Egyptians we are all talking about ie
pronounced Aratabi —accent on the second
syllable—should that interest anybody. This
you may take on the authority, first, of his
friend, Sir William Gregory, and secondly,
of Mr. Cookson, British Consul at Alexan
dria. The true orthography is uncertain.
It might be written Arab! or Oarabi or even
Urabi. ‘The vowel is slurred in pronuncla
tton and has no value,' said an English resi
dent in Egypt.”
Several Eons of famous fathers are living
on their parentage in London. All the Year
Round is still “conducted by Charles Dick
ens.” This magazine was the dead Dlck
.ens’ personal property, and was leit to the
present Charles Dickens with the proviso
that the name should be placed at the head
of Its pages. Douglas Jerrold wa3 the edi
tor ot Lloyd'* Weekly New s, and when he
died the proprietors continued the family
name by putting in the line “Edited by
Blanchard Jerrold.” The editing is said to
cousist in the drawing of a salary. Fun is
nominally edited by Tom Hood, a son of
Thomas Hood, the famous humorist.
Here is a description of Nilsson, by a per
son psculiarly.interested in her forthcom
ing tour In this country: “The door opens
and a woman, who has a clinging black
-dress on covered with crape, comes toward
us. I look at her more closely and quickly
see that she is a pretty woman still. Her
blonde hair is crimped and parted & little to
one side—a fashion much affected by the
women in England at present—and then
coiled at the back of her neck; her dress is
cut a little low and shows plainly the ‘sing
er’s throat,’ which is beautifully white; her
eyes are clear and a bright blue, and set
deeply in her head.”
Boston Advertiser (Republican): “General
Chalmers, of Mississippi, has, it is said,
given pledges that if elected to Congrers
again he will not go into a Democratic
caucus or vote with ttat party on political
questions. Under these circumstances It is
given out that the Republican Congressional
Committee will supply funds to help elect
him. This is what is to be done with some
of the money Mr. Hubbell has collected. It
might as well be thrown into the sea.
Chalmers is not a man whom Republicans
can afford to take up and become responsi
ble for. He never had a respectable stand
ing in the Democratic party. He should be
let alone.”
Archbishop Lynch, Qf Toronto, who has
ju3t returned from Rome, had a formal offi
cial presentation to the Prince of Wales at
a levee In London held in behalf of the
Queen. The significance of this lies in the
fact that for over two hundred years no
Roman Catholic prelate had been presented
as such a court. Since the days of Queen
Elizabeth the court dress prescribed for
ecclesiastics has been strictly black, owing
to her strong aversion to the Roman purple,
and so it was something new to see the
Canadian Bishop in a scutanetle, purple
stockings, and wearing on his crown a
purple zucchitta and around his neck a
golden chain with cross pendant.
Speaking of General Wolseley’s departure
for Egypt, the London World says: “Sir
Garnet will be greatly missed at the Horse
Guards. He has done that somewhat effete
establishment a world of good since he has
been there, and has made his influence felt
through pretty nearly all branches of the
department. Bir Garnet has great powers
of work, and a knack of going s’ralght to
the pith of a question. His decisions are
short, practical, and are easily obtained.
This must be a great boon in a busy office,
where most things by long habit are ulti
mately referred to the Chief of the staff,
and where verbiage and circumlocution
have had it all their own way.”
A noteworthy fact of the census statistics
is the distribution of the sexes in city and
country populations. In the aggregate of
the country, the males exceed the females
by nearly 1,000,0C0; yet in the fifty, largest
cities there are several hundred thousand
fewer male* than females. In New York,
Philadelphia, Brooklyn, Boston, Baltimore,
New Orleans—in short, in three out of four
of the large cities—females <re In the
majority. Notable exceptions are St. Louis,
Chicago, Cleveland, and San Francisco—the
last being aided in this respect by the large
preponderance of tuales in her Chinese pop
ulation. Pittsburg also has a majority of
males, as would be supposed from the nature
of her manufacturing interests.
The United States has a vessel which Is
used as a dispatch or excursion boat, em
ployed ordinarily on official business, such
as carrying the President and otter mem
bers of the government between Washing
ton and New York, The vessel is a wooden
steamer of 650 tons. It was built during
Robeson’s administration of the navy, and
her cost up to this time is thus stated: Con
struction and repair, #393,834; equipment,
f200,51b: original machinery, #83,939; re
pairs, new boilers, etc , #209,861: total cost
of the Tallapoosa, T80.149.' A New
paper commenting on these figures says that
the Maine builders take contracts lor
wooden ships at about #SO a ton, and earn
fair proats it that rate. The Tallapoosa has
cost the people unde, the Robesonian sys
tem something like #1,200 a ton.
There seems to be a disposition on the
part of many newspapers to assume that Mr.
Wllliarr* E. Chandler, Secretary of the Navy;
is inspired by a desire to ape royal ways in
thus devising; a “new Presidential flag,”
which is to be hoisted on any naval vessel
on which the new King Arthur happens to
nut his royal toot. Uow there is an old
adage which declares that n.en jre bound
to give even sucb a person as Chsnalei' ni
due, aDd we much question if It is consist
ent with the Secretary’s past career to nut
such an interpretation on his act. In ylow
of the fact thatthe older will necessitate
tbe making of another flag foi each tub of
our alleged navy, since there is no knowing
what vessel the President might visit, it
seems much more likely that the real ex
planation of Mr. Chandler’s movement Is
that he is “In with” someboav who is en
gaged in the businees of supplying Bags.—

Governor McEnery, of Louisiana, was re
cently criticised for having signed a bill that
had been incorrectly engrossed, buAeplied
through the newspapers that he followed
the progress of a bill through the printed
journals of each day’s proceedings, and that
he must assume that its enrollment when
presented to him is absolutely correct, and
that to attempt to supervise the clerical
business of the Legislature would not only
be a great task, but Impertinent. In regard
to the case at issue he said more particular
)y, that tbe bill was presented to him on the
day of adjournment; that all bills, to be
come laws, must be signed before adjourn
ment; that on this day there were nine
teen bills sent to him, all of which had
to be signed before noon; and ihat if he had
taken tbe the time to carefully read and
