A bill introduced in the Dominion Par
liament by Sir Leonard Tilley as an
amendment to the banking law, provides

can tariffs were equal even to
this great draft upon the Treasury. Not
withstanding tne monopolies and steal

people to lie idle in the Treasury, or to be
drawn out further to enrich the favored
few who held the reins of government.
The Forty-seventh Congress wa* ad
monished by an overwhelming vote of the
people pi do away with this temptation to
corruption by modifying the tariffs, and
we are told that they increased them,
redfleing the taxes, indeed, on many arti
cle* of minor importance, but increasing
them on all such a Uxre the chief
;.r>fits p* Urn favored class.
Made up of those who had access to the
Treasury, the majority of C’ongre** had
become infected with the corruption
w hu.-h grew out of the plethoric tempta
tion, and could not lie induced Pi journey
away from the "<l*-sh prit* of Egypt."
They claim to have abaPsi tt#e evil about
one-half —that the preseht tartff* will
raise aUiut fTVf-G.GtO *urplu, instead of
double that sum, a* heretofore, but we

fiscal year before we can determine fully
tbe result. The evil is a great tempt

Everybody reeoifuizes spring, when it is
once upon us, but many persons are not
familiar with the exact 'date of its appear
ance. Webster, the world-renowned lexi
cographer give# us a definition, which
may not lie inappropriate here. “Spring,”
sayji he, “is the season of tbe year when
plants begin to vegetate and' rise; the
vernal season, comprehending the months
of March, April and May, in the middle
latitudes north of the equator."
Thomson, in bis “Seasons,” and Khake
sjieare in many ol his works, have, per
haps, no -peers in describing it, and vet
“ethcrial spring” is freighted with mala
ria, “that insidious foe, lurking unseen in
the very air we breathe.” It spreads over
the fairest portions of our land: brings
death and disease to thousands: cuts off
scores upon scores of our children and
youth, as well as those in advanced life.
A pestilence is regarded with little less
apprehension, and people everywhere are
asking, “what is it?” “Where does it
come from ?.” “What will cure it?"
