In bus. S.-pt. While Lord Ran

‘•Diizv’’and Mr. Cbainterialn l. culled
tu* • Political Jack t art*-,” nobody
doubts that Mr. Parr.ell is Ireland's
“Jefferson Davis,’’ striving to break
the act of union ol New Year’s
Day, 1' tl, quite as his prototype strove
to break tne American constitution of
17m. Mr. Parnell calls hunst-lf a separa
tist. Jefferson Daws styled himseif a se
cessionist. But both term* signify alike.
Dublinitss just now are laughing at Eng
land. During the American civil war
England generally sympathized with the
secessionist*. she taught that “Jeff"
Davis wa right to leave a distasteful
I'nion. Now she has. in denying Mr.
Parnell's cry for disunion, to eat her own
words.
Moreover, quite a some Cabinet Minis
ters banked up Davis. England finds the
Vice President of the United States mak
ing a public speech at Indianapolis and
backing up Parnell. No doubt much as
"Jeff” Davis united ail parties at the
North for the Federal Union, Mr. Parnell
has united all parties in the rest of the
realm against him and the breaking of
the British Union. He is, however, better
situated than Davis was. Many Irish
statesmen thought Davis premature in
leaving the American Congress instead
of remaining is an obstructionist. Par
nell stakes eighty obstructionists in the
next Commons.
This is clearly numerically the balance
lof power. With this backing he can suc
cessively bowl Ministers down at a game,
so to speak, of Parliamentary nine pins
and delay necessary legislation, uuless be
is heard for separation. On the other hand,
be may not get his eighty members.
As with moneyed Liberals in England,
so in Ireland property-holding Home
Rulers are getting alarmed at Mr. Par
nell’s revolutionary talk, and may vote
the Parnellites out. In certain districts
■Mr. Chamberlain has equally alarmed
moneyed Liberals by his qnasi-socialistic
talk. He has already split hi* party,
leaving the old Whigs, led by the Marquis
of Hartingtou, whom Parnell, Churchill,
and Ciiamoerlaih alike attack.
Punch in its issue received here to-day,
in a cartoon entitled “A Little Difference/’
takes up this quarrel. Mr. Punch, as an
Irish gamekeeper, has Lord Hartington,
with hound and gun, on one side of him
and Mr. Chamberlain, in sporting guise,
on the other side. Lord Ilartingtcn, ad
dressing Mr. Chtuiberiaiu. sajs: “Well,
take the stubble, of course.” Mr. Cham
berlain answers, "No use going over that
old ground. Pm for the turnips.” Mr.
Punch retorts, “If you quarrel over the
land you’ll never make a bag.”
Again, Mr. Parnell, as an obstruction
ist and mischief-maker, may run his
Dead against the granite cloture rules,
which the Tories, however much against
their personal feelings, dare not repeal.
Anti-l’arnellites here say that when all
nartles combine aguinst'Mr. Parnell and
his followers with the Speaker, that (lun
ger to Parnell will begiD, and that he
ipnl his supporters may tie “Bradlaug.
ized” and forced to sit under the clock or
in the lobby as suspended members.
Altogether, the coming Irish elections
will become pivots of as much importance
for the British government as the elec
tions in the United States of ISGO proved
to be for the old parties there.
Public Speaking anil the Pran,
Gov, Long, of Jfiuvachuvetto.
It is a conviction of mine that public speak
ing i* not what it used to be. It plavs second
lid.lie to the newspapers. Who rare.l for
the eulogies on lien. Grant, admirable as they
were, by tins or that <tisllncuislie>l so and so,
when on the morning of his death every
metropolitan -tally published a broadside as
good as an Edward Kverett oration, contain
ing a history of his carter and simplified hv
the proper rhetoric and moralizing. Who
remembers a line ortien. Devons' Bunker lull
oration in IK7H, which was as g<**l and elo
quent as Daniel Webster’s on Ibe same spot?
Wtio care* for what you aud I say upon tile

SAVANNAH MORNING NEWS: TUESDAY. SEPTEMBER 15, 1885.
A Frenchman’s Curious Will.
A Frenchman wiih the very English
mime of Augustus Travers died - 'Tou
lon some time ago leaving behind him in-
BtructioDS with regard to the disposal of
his body, wh’eh have formed the subject
of a very curious iawsult. -M. Tup vers
left a brief will, in bis own handwriting,
by which he bequeathed £*,ooo to the
London hospitals and £ 1,000 to his exeou
tor. upon condition that the latter, as soon
: as he neardof his death, ran a pin through
j hi* heart to prevent his being buried alive,
placed bis body in an oak coffin with two
iron handles, and bad this coffin conveyed
to Calais anil dropped into the sea about
a mile off the English coast, so that his
i l-ones may not tie laid in French soil. He
ad ded the expression of his “regret at not
being ten times a millionaire, so that he
mi. ht leave the money to the English,
who are the ent mles of the French.” The
secret of his ill-will toward* his fellow
countrymen appears to have l>een that
when about 3* years of age his relatives
obtained an order for what is termed a
! “conseil judiciare.’’ that is to say, that,
having squandered a large part of his for
tune. the rest of it was administered for
him by trustees, he himself being given a
small" allowance. His will wa*. almost
as a matter of course, contested by his
tamily. The tribunal, however, has de
cided that it is perfectly valid and that
the coffin is to be dealt with according to
to his wish. I‘assensers, therefore, from
Calais to Dover must not be horrified if
some dnv within the next week or so they
see a c-ffin being lowered over the side of
fhe steamer just as they are prepar
ing to get their “traps” together before
landing.
