I whs in charge at the barracks.to have entered
the report when it was made to him. and to
nave employed some means whereby the
murderer might have been apprehended, and
that he did not perform the same.
As the Mavor olspoaea of all charges made
against po ico officers in the eonrt which ex
ercise jurisdiction thereof, we recommend
that (he charges against Officer Mlkell and
Sergt. Lee he considered tlterein by him and
that suitable action be taken thereon.

Toth Han arable S'ay r and Aldermen of the
City of Savannah:
The investigation above referred to induces
the undersigned to and rect Council’s attention
to the necessity of enlarging Die police ser
vice. the time is near at hand when appro
priation will be made to pay the expenses to
be incurred iu the different departments next
year, and it is well for Council between now
j and then to reflect upon the following general
j observations: While the pre-ent police force,
j considering the number hereon Is efficient,
! yet it is apparent that it is entirely lnrtde
i quate to the wants oi our city. The ieri itnrv
to he supervised has been greatly extended of
late years, amt our force cannot properly
police it. There are not 60 men thereon, and
that number is not generally avadablc for
duly on account of sickness or otter unavoid
able causes. Owing to the small number
that are on duty at one time the over
bight in all pans of the city is necessarily
circumscribed. Additional policemen should
| I e appointed, and the long beats which one
man canto t properly patrol be shortened A
' detective department would be an important
adjunct to the police serviee. By eaiahlieh
ing that branc > nearly every crime would be
ferreted out and the perpe ra or thereof be
brought to ju-tiee. In order that the public
would be atfordi tlbetter protection and prop
erty rendered more secure, our police force
should be commensurale with the needs of
our citr. and the officers ami privates thereof
faithfully discharge their respective duties.
The Committee on Police wdl at an early day
make a careful examination into the present
police servic- and the necessity for making
the same more effective, and -a ill pre-ent such
recommendations in relation thereto as may
seem advantageous to the public interest.

Report received.
The Committee on Streets and Lanes, who
were hy resolution adopted in Council June
16, 1886, request'd to make inquiry concern
ing tre • culture in our mtv, beg leave to re-
P< rl that they have given the matter careful
consideration. A number of citizens and ex
perts vr re invited to give tneir viewsupon
the three points set lorth in the resolution,
viz:
1. The cause or causes of trees dving.
2. The remedy < t remedies for the s mie.
8. A more extensive and systematic plan for
p anting trees.
The committee received full and compre
hepsive replies. The views eot forth are in
ihe main a. follows:
“That Improper planting, careless trim
ming, neglec: 0 f the wounds caused bv the
cutting of branches, want of sustaining
power and absence of nntr ment and moisture
iu the soil, be ause of thorough drainage by
sewers, are the principal causes of Dees dy
ing.
•‘The destruction of the pine trees is la r gelv
attributed to the ravages of beetles and
worms,
“As to the second point the reme
dies suggested are: The application
of a mixture of keioser.e oil to
the bark of pine trees, systems! c atten
tion hy an expert, including ihe fertilizing of
trees AVPh inodorous chemical leriii zers.
watering during dry periods, the prompt re
moval of dead and dying trees, removal of
mistletoe and careful pruning w > h suitable
tools and covering the wounds wl h tar.
“As to the third point, it is advi-ed hat for
places where, from damsgo by sewers,tile soil
is kept very dry, that thetreeswill be more
thrifty if taken from nur-cr 's raiher t u
from the swamps. Many varieties of trees
are recommended, e peoiaKy deciduous, f >v
the streets, and Oecidu us and evergreen for
the parks and squares. Uniformity tor each

roots, blit their brittle limbs are frequently

are objectionable. The linden is greatly ad
mired, but Is of very slow growth. The pride
of India is a pretty sod rapid grower, but is
short lived. The sweet gum is a beaut fui
and thrifty tree. The trembling poplar,
cypress, poplar, white oa, scarlet and ra I
oaks, tulip, inti, sweet locust, beech, varu'sh,
catnips, birch and m pie arc recommended.
The magnolias are well known and Appreci
ated, although evergreens, in*v wou'd if not

The ordinance to lie entitle'! “An Ordinance
to provide for the improvement of the side
walks of the citv of savannah,” was read a
second lime. The following substitute wa
offered, and, on motion, the seme, wiih the
ordinance, was laid on tue table until the

An Ordinance to lie entitled An Ordinance
to provide for the improvement of the side
walks of the city of Savannah.
section 1. Be it ordained ov the Mayor
and Aldermen of the city of Savannah in
Council assembled, aud it Is hereby ord lned
by the authority of the same. That said coy
be divided into ten parts, to be known as
Sidewalk divisions A, B, C. D. E, F, G. H. I
and K.

authority aforesaid. That, Division A .snail in -

authority aforesaid, 1 hat all the sidewalks in
Divisions A, B, C and l> shall be paved in
terms of the existing ordinance in relation o
the paving of sidewalks, ml that the side
walks of said Divisions E. F. G. H. I and K
shall lie graded according to elevations tole
turn!.bed by the City Surveyor with a pitch
of inc-half inch toward the roadway of tin
streets, and with a curb of tot less than

Sec. 4. Aud it is further ordained by the au

But the said Mavor and Aldermen of the

set forth not more than sixly (60/ days.
sec. 5. And it is further ordained by the
authority aforesaid. That if said paving <r
grading is not completed by said above speci
fied dates by ihe owner or owners of the
abutting pro erly, then -aid work mav
be done under the direction of the

pense of such owner or owners, either bv
