Ordiuance read the first time Oct. 6, 1886,
read a second time Oct. 26. 1880. and together
with substitute laid on the table, taken from

AN Ordinance to be entitled An Ordinance
to provide for the improvement of the side
walk-3of the city ot Savannah.
SECTION l. He it orUaiued by the Mayor
and Aldermen of. the city of Savannah in
Council assembled, and it is hereby ordained
by the authority of Hu, same. That said city
bo divided into ten parts, to be known as Side
walk divisions A, B. C. D. E. F, G, H,I and K.
Ski:. 2. And it is further ordained by the au
thority aforesaid. That Division A shall in
clude that portion of said city bounded by
East Broad. West Broad, Bay and the south
ern line of Liberty street. (Division B shall
include all that portion of said city bounded
by the southern Hue of Liberty street, Gaston,

TIPS ABOUT GAS TIPS.
Points for People Who Want to
Know What Ails Their Burners.

People who think they know sav that
there are 4,000,000 gross of gas tips used
every year in the world, and as nobody
has taken the trouble to count them that
estimate must be taken lor the present at
least.
In this country the estimates vary from
300,000 gross a year to 1,000 gross a day.
Oi these 200,000 gross are imported lava
tips.
Ail lava tips are imported. They are
made of nearly everything but lava! The
greater number, however, are made in
Nuremberg, Germany, Irom a tine clay,
which is ground up, moulded into
sticks, baked and then turned upon a
little lathe into theshape with which peo
ple are familiar. Then the tips are glazed
or vi'rifled and are ready for use. The
material costs almost nothing, but the
work is delicate and requires skill. Still,
much of it is done by children and tho
finished product can lie bought at the
manuiactory for two marks, or about 46
cents, a gross. By the time they get
to this country and have paid a duty of
20 per cent, they cost 05 cents per gross,
and are put on the market here for from
75 cents to $1 10 a gross.
There are English tips made by grind
ing up a kind ot stone and moulding it
into the shape oi a perforated button
which is set in a brass tube. Few ol them
are used in this country, as they are an
tiquated in style, and aii English tips are
made with interior screw connections,
while the American tips have the thread
on the outside.
Lava tips have been made from clay
found in North Carolina and in another
deposit near Cincinnati. The trouble en
countered was the cracking, or, as a
chemist would express it, the decrepita
tion ot the material in the process ol bak
ing and vitrifying. With this draw
back home manufacturers could not
compete with the low prices of the Ger
man product.
A good lava tip in a private house,
burning good coal gas, should last a score
ot years. In the ordinary use, however,
their life is not over a year.
While the best lava tips are made in
Germany, tbe best metal tips are made in
America. Toe largest manufacturer is a
clear-neaded Scotchman, who cauie to
this country in 1849.
At the close of the war the German lava
tip was introduced and nearly drove the
brass and iron out of the market. The
importers had to pay a duty of 55 per
cent, and at tirst charged sl2 per gross
for their wares. Tbe growing bulk of tho
trade soon enabled them to lower the
prices, aud competition and imitation
brought them down to the figures given
above in 1878.
The recent introduction of water-gas
revived the demand for iron tips,
and Mr. Anderson’s little shop in
White street is now turning out 10,000
gross a year, while three other firms in
Providence, Philadelphia and New York
are putting out a lew thousand gross per
year. These iron tips are of the same
shape as the lava tips. They have the
slotted orifice and the excavated head
that are necessary to give a broad flsme
of the much-aesired fan shape. These
never clog, no matter what kind of gas is
used. At first the slot has to be cleaned
once or twice by drawing a piece of sheet
brass through it. By that time the lips
of the slot have become glazed aud no
further oxidization takes place. The tip
is good uutil the end of time, in view of
this the tips are cheap at the price
charged, $1 75 per gross.

Washington, Nov. B—At the Con
gressional elections on Tuesday last, so
far as heard from, there was no complaint
from any responsible quarter ol force or
fraud in any of tbe large cities. Such has
not been the case for twenty years, in
New York, the largest city in the country,
anti where there were so many conflicting
interests involved in botii the local and
general elections, there has not been the
