evist anywhere else throughout the country.
We sec it is only necessary to improve theor
ffanlzation here to earn this City, ami we be
,jev* that general organisation must result in
the formation of a nHlional party that will
• weep the country. Wo call upon organized
tabor throughout the country to form pollti
,gi associations in each locality, based upon
these principles and having in vow political
action, local’and venerai, when the time for
tt Shall come. It is proper that organized la
bor. " hererer it exists, should take the initia
tive in this movement. But it is our opin
ion continu'd bv our receut experience,
that the most effective organizations for
neiiical action are to he formed outside of
'abor associations, though as far as possible
animated aid controlled by their numbers.
In this wav we may avoid any conflict with
rules and rcuulaiions that forliid political
action on the part of asgiciafions primarily
iteeigned lor industrial purposes. Tins may
bring into onr ranks a large r ass now outside
r,(labor associations, but whose symoathies
are thoroughly with us and m ty secure that
organization byetectio* eistrie.ts witieli is
necessary to efficient political wo>it. Tliists
the course we have resolved to adopt in th s
ettv, and we commend a similar course fo our
brethren throughout the land, ft is not onr
desire to interfere in any way with existing
labor organizations or to divert any energy
from their extension, but wo believe th <
time has come when for the accom
plishment of its purposes labor must step
into the political arena, and rallying all the
forces that are on its side, make an open tight
for those equal l ights whi h the great charter
of American liberty guarantees to us all, lint
which both rite great political parties have
heretofore ignitied. The iliflb-ii tv which
rterv where co tr mis us in our. ffortslo rase

an impoverished masslorced by the r necessi

A County Treasurer Disappears
After Political Defeat.
Galveston, Nov. i;:.—W. *T. Burke,

nnd friends are greatly troubled over his
protracted absence. A week ago to-day
lie lelt tins city, ostensibly for Austin,

and taoulr tiunk lie left, the city while la
boring under mental aberration, brought
<n by excitement and disappointment
over his recent defeat tor re-election. He
canvassed the city night anti day for two
months prior to the election, and felt con
fident of success up to the last moment,
but was defeated by J. S. Waters by fiuu
voles. 11 im wile opened one of bis private

THE POLITICAL SEA.
Jim Blaine Making S.iund’uiKs with
His Flummet and Line.
New York, Nov. 13 James G. Blaine
has been here ten days, with plummet
and line, sounding the political depths.
TVbltelaw Reid and Steve Elkins pulled
tbe boat witb muffled oars aud Blaine him.
self heaved the lead. The labor ruck is
said to have been accurately located, and
several shoals and reefs have oeen
mauped. It is thought that a channel
deep enough to float the Republican
frigate of 1888 has been discovered, al
though nobody seeuis to know her exact
draught of water. Blaine, however,
seems to have devised a plan to avoid
the labor rock, and eveu to make it uselul
by crowding the Democratic craft upon
it, wind aod tide permitting. How this is
to be dune may be seen with a single eye
glbss. Blaine has always been a skilliul
compiler ol election returns. The wires
East and West have been kept bumming
since bis stay in tins city. Look at the re
turns and you will iind that tbe Republi
can# have a majority of Congressmen*
eleot in the next House of Representa
tives in a bare majority of the States, in
deed, the whole thing may hinge on the
new election for Representatives in Con
gress in the Second district of Rhode
I**la' and. The Democratic candidate at
the late election had a large plurality,
but under the State law it requires a ma
jority to elect on the first trial. As the
figures now stand, without Rhode Island,
the vote by States in the Fiftieth Con
gtess will be a tie. If the election is
thrown into the House the Republicans
will need the vote ol Roger Williams’
State to carry their candidate into the
Presidential chair. In ihe present House
ihe vote by States stands: Democrats,
19; Republicans, 16; tied, 3. In the next
House, on the latest returns, it will be
Democrats, 18; Republicans, 18; tied, 1;
and Rhode islaud to elect tbe man wno
will virtually have tbe casting vote.
Whether Blaine has had any hand in
changing these figures or not. tbe result
may make him President if the election is
Ihrown into the House.
With a sure looting thus obtained in
the next House. Blaine cau, in Wall street
parlance, go “long” or “short” on the
l.aoor vote, and win either way. If
George or some other theorist is a candi
date, supported by the labor unions auil
Knights of Labor, it will certainly dam
age ihe Democracy as much as the Re
publicans. With as snrowd a man as
Blame at the helm, aii deals with the
George men failing, the choice could be
smiled to the House and tbe white plume
float triumphant.
The appointment of Gideon .T. Tucker
as a Railroad Examiner indicates that
President Cleveland has already taken
the alarm. Tucker is a iabor agitator,
poor in pocket, but rich in intellect. He
evidently regarded i tie President’s offer iu
tbe light of a dog-but'on. Being no mat’s
dog, he spurned it. The paucity of the
sop has made the Labor men indignant,
and bus undoubtedly strengthened their
lines.
Another phase of Blaino's visit is worth
noting. He hail hardlv alighted at ibe
Fifth Avenue Hotel and begun to plume
himself oetore tbe news was wired to
John Sherman. John stretched his neck
in great surprise and finally gathered up
his leet. spread his tail, mounted the sky
and waited himself to New York, He
had hardly reached the parlor of the Filth
Avenue when Blame ran to cover in a
private bouse. About the same time
Edmunds winded him. The Vermont bird
drew a longbrea h, scratched the bald spot
on ais bead, unfolded his venerable pin
ions and lauded iu the Bartholdi Hotel,
within gunshot of botbthe other birds.
It looks as though all three were on a still
hunt tor meat. Blaine was on the trail of
the George men, Sherman was on the
track ot Blaine, and the cunning old cock
partridge from the Gieen mountains wus
stealing along in the wake ot both Blaine
anil Sherman. When Blaine disappeared
the other birds shook their feathers and
silently sailed away. Now England ponds
were covered with a thin coating of ice on
the morni: g after Edmunds’ exit.
Whether either Edmunds or Sherman
picked up any meat will be determined
at the next National Republican Con
vention. Ziska.
