Phis Prospectus is issued under the impression that the friends of reform will make a unittd and zealous effort to give the paper a general circula tion, in short to send it to the house of every man who reads. On motion of Mr, Beall, that a Committee, to consist of three members, be appointed to draft such rules ana regulations as may be necessary for the government of the Board, and report thereon at the next meeting, Drs.
