The Balt itnure American of Tuesday morn
ing says—We learned by the Electro-Magnetic
Telegraph yesterday, at half past one o’clock,
that the Cabinet was then holding a special
session on the subject of our relations with
Mexico.
Virginia.— The recent election in this State
has resulted very unfavorably for the Whigs.
The Richmond Enquirer says:
“ We have already heard of the election of
nine Republican members of Congress—and ot
the elections to come in, four are certain for us,
and most probably a filth (in the Kanawha Dis
trict.) It is highly probable, that the Virginia
delegation, in the next Congress, will stand lour
teen Democrats and one Whig, and that one,
perhaps, McCarty of Loudoun, the indepen
dent Whig, who opposed Pendleton, the Whig
caucus nominee.”
The ten members mentioned above as cer
tainly elected are A. Atkinson, Geo. G. Drum
goole, Hubbard, Shelton P. Leake, J. A.
Seddon, Judge.Baylev. R. M. T. Hunter, H.
Bedinger, William Taylor, Locos, and Mc-
Carty, Whig.
So far as heard from the Locofoco gains in
the Legislature are ten, and their losses three.
Net Locufoco gain 7 or 14 members. There
can be no doubt of their having a majority on
joint ballot.
Ex-Governor RichardK. Call has been unan
imously nominated as the Whig candidate for
Governor ot the new State of Florida. He is a
popular and tearless man, and if elected, will
make an impaitial officer. It is said he will
ceitainly succeed.
The steamer Great Western had the largest
letter mail she has ever taken. The postage
will probably reach S3OOO. This steamer had
probably not less than 2*5 people on board.—
We understand (says the N. Y. Tribune) trom
a gentleman who has recently returned from
England that it is doubtful if the Great Britain
comes out to this country. Her owners, it is
believed, are endeavoring to sell her to some
European power as a war steamer. She is con
sidered to be too expensive a ship lor this trade.
Dreadful Accident. —On Monday evening
last about 10 o’clock, as the Camden stage was
entering this town, the horses look fright at some
object and ran away, and turning a corner ab
ruptly, ran the stage against it, throwing Mr.
Daniel McLean, who was on the box with the
driver, into the street and fracturing his leg in
such a manner as it is feared will make ampu
tation necessary. The driver also had his
shoulder dislocated, and une of the passengers
was much bruised. The stage was literally

Gentlemen: I enclose you a translation of an
important decide, issued by Gov. Rosas, which
will prove ruinous to vessels bound to Monte
video,
There is vety little business doing here; wool
is the only article in demand, and that has lisen
two cents per Id., which caused the Americans
to cease purchasing. The English continue to
buy even at the advance. The following are
the ruling rates: Wool, common washed, 25 a
28; ditto unwashed, 12; Cordova baled, 28,
Buenos Ayres, February 13, 1845.

Department of Foreign Affairs, —The
Government ol Buenos Ayres, charged with the
Foreign Adairs and Affairs of Peace and War
>1 the Argentine Confederation, has resolved
and decreed :
Ist. On and from the Ist of March all commu
nication with the port of Montevideo will be
closed.
2d. No vessel, coming direct from the port of
Montevideo, cr that may have arrived or touched
by any incident whatever at said port, shall he
allowed to come to an entry at the captain of the
port’s office.
3d. Neither shall those vessels which, in or
ler to avoid part of the decree contained in the
preceding aclicle, should go from the port of
Montevideo feignedly to any other pert or place
south ol the line, in order to alter or change their
papers, and return to the Argentine ports, be al
lowed to come to any entry.
4th. The English packets.and vessels of war
of friendly nations are excepted.
sth. The present decree shall remain in force
meanwhile the city of Montevideo is in posses
-ion of the ruthless Unitarians, and shall cease
from the moment of the entry of the army of
operations, under command of his Excellency,
the legal President of the Oriental Republic of
the Uruguay, Brigadier General Don Manuel
Orihe, into the said city.

Latest from the River La Plata.
We are indebted to the politeness of Peter
Strobed, Esq., Supercargo ol the barque Nauti
lus, at this port from Buenos Ayres, for a file of
the “ British Packet,” published at that city, ana
the following memoranda:
The Nautilus leit Buenos Ayres on the 4th of
March, at which lime the decree of the Argen
tine Government, prohibiting the entry of any
vessel into Buenos Ayres which had previously
touched at Montevideo, was in operation, and
there was not a single foreign vessel at the latter
port, Thisdecree was issued in consequence
ot the imerference of the French Admiral with
the blockade of Montevideo, and its effects will
be severely left.
It is understood that the Hon. William Brenf,
Jr., U. S, Charge d’Affaires, had protested
against the interference of the French Admiral,
on the ground that European nations should not
control political parties among the American
Republics. He alleges further, we learn, that
the war in the River La Plata has already been
continued seven years by reason of the course
pursued by the English and French nations.
The provinces of the Argentine Confedera
tion were all in a state of tranquility, except
Corrienies, where Gen. Paz had organized a
force of'SOOO men. The Argentine Government
had near 5000 troops undei Gen. Gazon, who
was a favorite officer of Bolivar, and who will,
it is thought, put an end to the civil war in that
quarter.
In the Uruguay Republic there had been sev
eral skirmishes between the belligerents, and the
department of Maldonado was in the hands of
the Reveira party. In other parts of the Repub
lic quietness prevailed.
The new French Charge had presented his
credentials, and had been received at Buenos
Ayres. A naw Brazilian Minister Plenipoten
tiary had been received at Montevideo.
There was a report in circulation, one or two
days before the Nautilus sailed, that the Argen
tine Minister at Rio de Janeiro, Gen. Gido, had
demanded his passports, which, if true, will no
doubt be given to him. J his was occasioned
by his demanding satisfaction from the Brazilian
Government fur granting Gen. Paz leave to set
out from Rio de Janeiro and pass through their
province to Corrienies.
The decree prohibiting the entering of vessels
at Buenos Ayres that touch at Montevideo has
had the effect of making the market there still
worse, as it is now impossible la sell any arti
cles unless for immediate consumption. The
Government, when short of money, lays hands
on whatever it may want, and small vessels
wiih assorted cargoes from the Brazils will keep
the market well supplied.
Flour was netting s3s toS3s Spanish, without
freight. Beef and poik unsaleable; the market
glutted with it, as well as all kinds of American
produce.
The British packet of the Ist of March, speak
ing of the decree referred to above, and pub
lished in our paper yesterday, says :
“We have heard an apprehension expressed
that, Irom the stringent terms ot the decree, in
jury may accrue to vessels without any inten
tion on the part of their commanders to violate
it; but we are certain, from the benevolent
disposition uniformly evinced by the Argen
tine government towards foreign commerce,
that, in all cases of accident or misfortune, or
where fraud is not actually attempted, every
reasonable allowance will be made,”
