Weekly Report Tuesday, P. M.
COTTOtf. —In the early part of the week, closed to-day,
the market was active at full prices, and quite an exten
sive business was transacted. The rates for Middling Fair
to Fair ranging from 7* to 8 cents, at which the market
closed Saturday night. On Monday morning there was
evidently a pause, and the market assumed a very quiet
aspect. During the day, however, accounts by the Arctic
from Liverpool, to the 25th February, came to hand, which
put a complete check to operations ; and to-day there has
been very little enquiry, and that little was accompanied
with a demand for a concession of * cent from previous
prices, to which holders would not generally yield, hence
operations were confined to a few small lots. And in this
condition the market closed.

REMARKS. —In relation to the general trade, we note a
fair business for the season, indicative of a healthy, legiti"
mate character. This we regard a very favorable sign for
the future, as it induces the impression that the wild spirit
of credit, speculation and adventure is pretty generally
checked.
GROCERIES.—The market is generally very well sup
plied with ample stocks in tlis extensive department of
trade. We, however, note no positive change in prices,
remarking that Rio Coffee is held firmer and holders are
looking to an advance to sustain the advanced rates in
other markets. Good Sugars are scarce and prices very
firm, while the lower qualities are plenty and at easier
t ales. In Molasses and other leading articles, we note no
change, and would refer to quotations.
BACON —Is now arriving freely and prices arc yielding,
especially for cash. See quotations.
FLOUR.—The stock is ample for the demand which is
fair. Our quotations are maintained.
GRAIN. —Corn and Wheat continues to command our
quotations. In Oats and Rye there has been a decline since
the spring opened,-and we have changed our figures.
BEEF. —The drovers it is said have been driving quite an
unprofitable trade this season. A good article, we learn,
sold in the Charleston market a few days since at 2* cents
and here it is difficult to sell at any price.
EXCHANGES.—Checks on the North ,* per cent, prero.
FREIGHTS.—The river is in fine navigable order, and the
rates have undergone no change since our lust rei>ort,
SAVANNAH, March B.— Cotton —There was an active
demand for Cotton yesterday—the sales reaching 1,641
bales, at the following particulars : sat G*; 2 at 6*; 14 at
10at 6?.,; 19 at 7; 59 at 7*; 35 at T?,'; 62 at 7#; 191

43 at S;., cents. Prices were firm and without change.

BY AUTHORITY;
AN ACT to alter and amend the twelfth section of the
thirteenth division of the penal code of this State, and
1 for other purposes therein contained.
Skc. l. Be it enacted by the Senate and ITmuse of Re
prenontatices of the State of Georgia, in General Assem
bly met, and. it is hereby enacted la/ the authority of the
game, That the twelfth section of the thirteenth division of
the penal code of the State be, and the same is hereby so
altered and amended as to read as follows, to wit: Any
owner, overseer, or employer, of a slave or slaves, who
■hall cruelly treat such slave or slaves by unnecessary and
excessive whipping, beating, cutting or wounding, or by
cruelly and unnecessarily beating or tearing with dogs, by
withholding proper food and sustenance, by requiring great
er labor from such slave or slaves than he, she, or they are
able to perform, proper clothing for such slave or slaves,
whereby the health of such slave of slaves may he injured
and Impaired, or cause or permit the same to be done, shall
be guilty of a misdemeanor, and on conviction thereof, shall
be punished by fine or imprisonment in the common jail of
the county, or both, at the discretion of the Court.
Sac. 2. And be it further enacted try the authority
aforesaid. That all laws and parts of ‘laws militating
against this act be, and the same are hereby repealed.

AN ACT to point out the mode of paying commission to Ad
ministrators, Executors and Guard ans, and for other pur
poses therein named.
M’hereas, it is doubtful, according to present laws, wheth
er Executors, Administrators, and Guardians, are entitled,
on death, removal, or discharge, to commission for paying
out the Estates of which he or she or they are Executors,
Administrators or Guardians; and whereas, it is also doubt
ful when any after appointed Executors, Administrators, or
Guardians are entitled to any commission for receiving said
Estate, for remedy whereof—
Sec. 1, Be it mulcted by the Senate and House of Re
j/reAciitater** of the State qf Georgia, in General Assent -
bly met, nvd it is hereby mooted by the authority of the
same, That hereafter, when any Executor, Administrator,
or Guardian, shall die, or be removed or discharged from
office before he, she, or they shall have administered or paid
over the Estate of which he, she or they are Executors, Ad
ministrators or Guardian, then and in that case said Exec
utor, Administrator, or Guardian, or representative of any
deceased Executor, Administrator or Guardian shall re
ceive no commission on the money or effects which he, she
or they shall pay to his, her or their successor or successora,
and that no after appointed Executor, Administrator, or
Guardian of said Estate or M’ard shall be entitled to any
commission on the money or effects which he, she or they
shall receive from his, her or their predecessors, or the re
presentatives of his, her, or their predecessor.
Bec. 2. And be it further enacted. That the Court of
Ordinary shall, in all cases arising under this act, allow
such extra pay for extra services as may be by them deem
ed equitable and just.
Bec. 8. Be it further enacted, That all laws and parts of
laws militating against this act be, and the same are hereby
repealed.

IW ILL GIVE THE ABOVE REWARD to anv
ono who will apprehend and deliver to the Sheriff of
Oglethorpe county, or counfine in any safe jail so that he
can be got, a Negro Man named PRESS, or PRESSLEY,
who is about five feet ten inches high ; weighs about 170
pounds, of copper colored complexion; has prominent,
fierce-loc king eyes, that show the white very fully ; has a
very high forehead; speaks quickly; is very intelligent—can
read and write; has a sear on his breast and one on his
shoulders, caused by stabbing; usually carries a pen and
inkstand in his pocket; plays on the fiddle, and is a well
made man.
He stabbed a boy of mins on Saturday night the 28th of
February last, of which wound he has since died, an.l the
offence has been declared, by a Coroner’s inquest, to be
MURDER.
He belongs to Dr. Edward R. M’are, of Athens, Gn., and
may be about there. It is possible he may attempt to reach
a free State, byway of Charleston, or through tke upper
part of South Carolina, tind on through North Carolina ; or
he may attempt to do so byway of Atlanta, Chattanooga,
down the Tennessee River, Ac., and can write himself a
pass.

Mrs. Anna M. Pierce, wife of John Pierce, Plumber, on Market-street, had been afflicted for many years with this trou
