Boston, Oct. S.—Advices received here froii
Truxiilo report business dull oo account of tho
revolution, General Alvarez, with 600 troops, was
marching against the place. A party of Govern
ment troops whilst recounoitering outside the
walls, cn the Cd ult., wore captuied by a band of
robbers, disarmed and* taken back.
This report caused an in'euse excitement in
Tro. x jH°» and a ‘l t*- e citizens sought shelter on
board the ves-o's iu the harbor, where they ro
maiued for throe days, On tho 15th the Govern
ment troOP B &nd the robbers fought a battle, in
which the latter wore detoatod with considerable
loss, and the ,’eader captured and b headed. Ma
ny families had had Irom tho city, taking their
properly with the.’n. At the last accounts, quiet
nau been partially re.-dored.

Norfolk and Portsmouth.
The Richmond Dispatch of Tuesday morning,
says:—Wo give below the latest information from
Norfolk in the letter of our correspondent. It
will bo seen that tho fever is still abating, end that
that most des. ruble of thing, a frost, occurred there
Sunday night. Our Portsmouth letter is not of
latest date, but gives an encouraging report. Bu
siness had at last begun again and the streets io
long deserted, except by sick and dead wagons,
and the pbpsicians’ vehicles, were gradually as
suming the appearance of life and commerce.
Dr. Minor, ot tho Murine Hospita', arrived last
night in the Curtis Peck.
Nobxoik, Oct. 8. —I have the pleasure of stating
once more, that the yellow fever seems at last to
have ceased its attacks upon our citizens. I have
beavl of no new cises since Thursday. There
were -but very few buiials on Saturday, and I heard
of none at all yestorday. Tho great calamity seems
to be nearly over; the sickness, excepting seme
cases in the suburbs, has nearly ceased. The
chastening hand of God is withheld, and the quick
work of death and burial that has been going on
so long, has almost terminated.
We certainly had frost to day ; there is no mis
take abent this now. lam ready myßelf, with
many others who havo seen it, to hear willing tes
timony to the appearance of a white frost this mor
ning. It is now to be seen on the house tops,
and upon the still an wilted grass and flowe'B, that
will saon show its witherirg effects. As this will
be death to vegetation, so I hope it will be to the
fearlul lever that has robbed oar firesides, made
our heartß desolate and peopled the grave yards.
It has trod on quietly, and proudly,and cruelly,
like a n ighty, merciless conqueror, regardless of
the cries and prayers that came from bleeding
hearts crushing many of the best and the strong
est and most lovely. But tho reign of the unfeel
ing monarch is well nigh over.
Our city has been sorely i ffl cted, and a thousand
hearts are sad; ten thousand bright hopes blasted.
May the living tako the matter properly to heart.
May those who are merci.ully spared, learn wisdom
and be henceforth true to their souls’ best interests
;and 'heir high destiny I

Pobtsmocth, Oct. 5. P. M.—Affa irs now
commence to assume a cheerful aspect—although
atill dreadfully drear and lonely. At one time last
month, there was not a store of any kind open in
town—the Charity Store excepted—now, I can
name from 10 to 15 iargr retail Btores.
For seven weeks we nad no market at all; now
as good a oueas we want for the present.
All we desire now to obliterate the disease en
tirely, is a good frost; its advent is looked for with
intense anxiety. But neither frost or time can
erase from the memories of tho few that remain in
town, tho fearful scenes which have transpired
within her limits; no tongue has the eioqurnce to
tell, no pen oould give the story its due. The
names of the dead can never be fully ascertained
ontil all the refugees return.
From 6 o’clock A. M. to the present hoar, there
tias beeu one death, a child of Mr. Thomas.
Dr. Hungerford, of Baltimore, is very low. Dr.
Thomas is improving.
Oefosxß, 6—6 A. M.—A child of Mr. Foils died
last night, the only death known.
I understand that next week the Bay line of
boats will make their regular tripe to the wharves
of Norfolk end Portsmouth. The gas will be Ist
on next week also. I can hear of no nsw oases of

The Tomb '-of W ashington at Mount Vbbnon—
A Noble Kntkhpbisk.—We have already alluded,
sajstbe ' bilidelphia Enquirer, to the effort in
progress by the patriotic Ladies of America, to
raise a fund sufficient to purchase the propoity »t
Mount Vernon, and thus to prevent the tomb of
Washington from desecration. The response thus
far has been kindly and liberal, and it is to bo
hoped that the laudable end will be accomplished.
This commendable enterprise owe» its origin indi
rectly to the lact, that a lady of South Carolina,
whilst passing in sight of Mount Vernon, and ga
zing mournfully, under the impression that the
sacred spot might become a rendezvous for busi
ness, was suddenly impressed with the idea that
the * Ladies of the Bouth” might prevent such a
sacrifice, and obtain the means of purchase and
presentation. Her daughter soon after wrote &
thrilling appesl, undera belief that it only required
a statement of facts to be thrown beforo the public
to secure the da-ire J object. But in this she was
disappointed. Yot, determined to persevere, she
then called in the aid and the influence of her per
sonal friends. The mode of organization was
changed, and made more comprehensive; and
thus tho Ladioaof the entire Union, North and
South, East and West, were invited to co-operate.
Alroad/ between sixty and seventy thousand
dollars havo been collected, or about one-third of
tho purcha o monoy. But tho ball is still rolling,
and the patriotic parties engaged in this movement
are determined to porsovero. A public meeting
will be held at Hansom Street ilall on the 221 of
Ooiobe-, when a Philadelphia organization will be
ellccted. Governor Bigler and othor eminent gen
tlemen are expected to bo present, and to deliver
Addresses. It has been well and eloquently ob
served, that ‘ the Mount Vernon Association of
American women is in itself the prudest memorial
to manly worth the world has ever khown. Man
may bo deceived by the caprice of fortune, and
dazzled by tho glaro of success—but woman prof
fers her homage at no shrine, save that of virtue.
A more beautiful and ennobling expression of
American character was never proposed; and
viewed simply as an offering of truo and grateful
sentiment to the Patriot-Father of our Country,
it is worthy of an open hearted ombrace. Where
Washington is concerned. Americana need no ar
gument, no entreaty. His name is an abiding
enthusiasm; bis life is the grandest feat are of oar
Kevolot'0;); nor can any man tell, how much his
vas‘ estimate of the Americau Revolution, its
princlp'es, aims, triumphs, is silently moulded by
the recollections of that illustrious man.”
All honor, therefore, to those who are engaged
in tnis effort. They deserve, not only encouraging
words, but positive assistance, and let us indulge
a h pe that Philadelphia will be behind no city in
the Union in extending practica aid.
: Thk Victims. —The National Intelligencer, al
luding to the naval officers who havo boon dropped
or dismissed by the Naval Board, Bays: “Many
of them, with amiable families, were entirely de
pendent cu their pay for the support of themselves
and those connoeted with them, and are now left
entirely without resources of any kind, while
others, from age or infirmities of mind or body,
one or both, are unable to do anything for them
solves. It appears really cruel, under all the cir
cumstances, that they should be cast oflf by their
couutiy in such a summary manner.” The whole |
subject will, no doubt, be reviowed by the next i
Cor gress. Buch is, evidently, the wish of the ]
count y.
I reparations in Ruß«ia.—A letter from St.
Petersburg says :—‘‘Three iron sloops, eighty feet
loi g. w. s launched here on tho 24th ult. The
gro dest activity prevails in the naval workshops,
in rder to complete the screw vessels withou t de
lay. It was from the want of such vessels that
the Russian fleet was obliged to remain in
active in presence of the Allies.”

twelve years that tho institution has bean in ex
istonce. They admit that it has proved a complete
failure.

S MOTION FOBTY-FIVTH. —No person shall retail
spirituous or ferment* d liquors in loss quantities than
one quart within thelimi ■ of the city, without a license
from the City Council, which Uoe se shall be designated
as No. 1, and the price of which shall be sixty-five dollars.
No person shall vend any spirituous or fermented
liquors in quantities of one qusrt or one gallon, or in any
intermediate quantity, without a license from the Oity
Council, which U ense shall be designated as No. 8, and
the price of which shall be five dollars.
Every person desirous of obtaining a license, shall ap
ply in writing to the City Connell, stating the number of
the I cense for wnich appl cation is ma e, mentioning the
place where he or she intends carrying on such licence
trade, and accompanying the application with a certificate
of two or more respectacte inhabitants of the Immediate
neighborhood in which such license trade is to be carried
on, recommending the applicant as a fit penon to be en
trusted with such license: Provided, houevtr, that no one
sbail sign more than o:e certificate, and that no such cer
tificate shall be signed by any person possessed of or ap-
plying for a license.
All licenses shall be and continue in force unt l the first
day of October next after the tame are granted, unle s re
voked as hereinafter provided, nor shall there be any
abatement of the price of license under any circumstances.
If Ccuncii grant the pe'missions equested, the appli
cant shall, before the licence is taken oat, produce to the
Clerk of Council the receipt of the Collector and Treas
urer, for the price of euch license, and give bond with ap
proved security in the sum of Five Hundred Do!lars,for
keeping a decent and orderly house.
No retail License shall be transferred from one person
to another without the consent of the City Oonncil,nor
shall any person be allows 1 to retail in more than one
place or room, at the same time under one License.
No person shall be permitted to retail spiritoos or fer
mented Liquors in any of the Streets of this Oity, under
any pretext whaisoever.
License retailers shall within five days after obtaining
their license affix a sign near to or over the door of the
tenement in which the retailing is carried on, upon wbloh
sha 1 be painted in plain charsctera the words “License
Retailer of Bpirilui Liquors,” which sign shsll be con
tinued until the expiration of the license and not a
day longer. No retailer shall sell spiritous or fer
mented liquors on Sunday or on City, State or County
Election day's, n r between tha. hours of 13 o’clock,
at night, and one hoar before snnrue nor after It o’olock
on Saturday night, nor shall they when not permitted to
retail keep open the doors or windows of their retail shops.

furnish spirituous Liquors to their regular guests on Sun
day at their tables.
No License retailer < f spirituous or fermented liquors
shall permit any slave not owned by him or her, or lawful
ly under his or her care, or charge, to enter h'sor her
retail shops, or retra n in it or on the lot attached there
to, at any time, or to loiter about the door or in the yard,
of aDy house where spirituoas liquors are retailed.
No License reta ler of spirituous liquors shall give or
furnish any spirituous or intoxicating; liquors, or permit
them to be given, told or Lrnitbed, by sny person in Us
or her employment, to scy slave or free person of color, or
minors, without tne written permission of the o ner or
hirer oi said slaves, or guardian ot said free person of
co or or minor.
Any license may be revoked by the City Council when
ever the party to wham it iuty have been granted shall
be convicted before the Police Court, or the City Council
of a violation of this Ordinance for the second time; and
the party whose license is this revoked shall not agvin be
allowed lo hold a license to reia 1 for two years from the
date of such revocation.
The folio*ing oath shall be taken by every person ob
taining a li.ense, to be administered by the Clerk of
Council:
I do solemnly swear tb&t I will n<>t, during the contin
uance of my licente, sell, barter, give or fuiniih to any
slave or slaves, or free person of color, any measure cr
quantity of distilteu spirituous or intoxicating liquors with
out the verbal or written consent of the owner, overseer
or employer of such slave ot slaves, or without the like
consent of the Guardian of such free pers- ns of color,
sndl do furtder swear, that 1 will not suffer or allow
any other person to do so for me, my approbation
knowledge or consent. And that I will not know
ingly and intentionally violate any of the provisions
of ibis Ordinance, under which 1 hold my license, provided
that nothing in this Ordinance and the foregoing oath
shall be so construed as to apply to cases of sales or liquor
for medical purpe ses so help me God.
It shall be the duty of each and every person permitted
to retail i pirltuous liquors, to admit the Mayor, or any
member of Council, or either of the City officers, into his
or her premises at any time whei such pet mission may
be demand d. Any person violating any part of this
section shall be fineid in a sum not exceeding one hundred
dollars.
Be it further Ordained, that all Ordinances, or parts of
Ordinances mi Rating against this Ordinance, be and,the
same are hereby repealed.
