As the recent Indian difficulties at Spirit Lake will give rise to rumors of all kinds, which, as is usu ! al in such cases, wnl be exaggerated in their origin, and grow as they extend from the scene of the oc ; currence, I deem it my duty, being in possession of : the facta as they really transpired, to give them pub i licity, in order to preventerroueous statements from going abioad, which may be pr* judicial to the in terests aud advancement of the Territory, by unne cessarily alarming those wno intend immigrating here the present season. The Sioux Indians bearing abroad the reputation of being a powerful and warlike race, and so few persons being conversant with their condition, their divisions, and their relations to the Government, the whites, and to each other, the offeuces of any portion of them wil> naturally be attributed to them ail, and awaken apprehension in quarters where tnei e are no possible grounds tor them. It is to al lay such fears, ana to direct public sentiment in the r gh f channel at the outset, that I propose an expla nation of the difficulty, the causes which have led to it, the IndiaLS who are chargeable with it, and tue influence it will legitimately exert upon the coun- i try. The Lake is situated near the north line of the State ot lowa, a short distance west of L>es Moines river, where it crosses that line. Last spring Hon. W in. F;e born, of Red Wiug, in connection with other gentlemen, pin-iected a settlement at this point, which had progressed up to this winter to six or sev en hour; s, with as many fvnil.es; they wen- well supplied, and contemplated large improvements this season. ! Some time last spring or summer a town was laid off ten or fifteen miles from this lake, ud the Lies Moines river, and called Springfield, by aMr. Wood, formerly ot Mankato. Tuis settlement at the time of t fie trouble (which occurred during the early part of March) contained two trading houses and several families. This was the nearest settlement on the north, there being fio habitation nearer than the Wa-ton-wan river. The nearest settlement on the south is leported to be about forty miles down the liv-i-r, which takes its source in Spirit Lake, known among the Indianans In yan-yari-Key, or Rock riv er. It will be seen that this locality is isolated, and on the extreme verge of civilization, and without it poisessed the means of defence within itself would ne unprotected in case of danger from an enemy.— Ihe settlers houses are alway. a considerable die t ince apart, and generally within sight o' eachothir ami would fall an easy prey to half a dozen men ac ting in concert. The Indians were Limiting in lowa, in the vicinity of the settlement on Rock river. One of the In diana was bitten by a dog belonging to a white mu and he killed the dog. Tue while man nssaulte ihe Indiau and beat him severely, and the whites ! proceeded to the i amp of the Indians and disarmed i them, liy some means the Indians repossessed them- ! selves ot their arms, or procured others, and com j nieneed an attack upon the settlement, with what j result 1 have been unable certainly to ascertain, but I tear the worst They came up f j Spirit Lake, and j by taking one house at a time, as is reported, either killed, took prisoners, or drove away all the persons residing here. The first that was known of this outrage was as curtained by a Mr. Morris Mark! ~.m, who had been residing at Spirit Lake, in the ti n‘ y of Mr. Gardi ner! and who., returning after an rbsence of some lime in lowa, proceeded to hie former residence on the I'th ot March last, and found it sacked and three dead bodies in the house. He visiK-d two other houises that day and found them deserted. He then ? creted himself until night, when he went to a fourth house and saw tix or eight lodges of Indians encamped near it. Supposing they had been the cause of what lie had witnessed, lie went immedi ately to trie Des Moines settlement, and reported what he had seen. Most of the men being absent, ihey sent to Fort Ridgely for relief, and two young j men came over, arriving on the 18tu of March, lie- j mg personally acquainted wi h some of the parties attlie Des Moines who had signed a statement of the facts, and knowing the presence in that, neigh boi ico-J o! lawless Indians, 1 was fully satisfied of : in-truth of the repoi t, and alter consultation with Col. Alexander, commanding Fort Ridgely, he, with commendable alacrity.dispatched a company of the Tenth Infantry under Capt Bee and L'eut. Murray to the seeueof the troubles. These troops encoun tered ail t and obstacles incident to ! marching over prairies covered with deep snow, ml just iu the transition state between whiter and -pring, bur persevered day after day until they reache f the Lake. Here they ascertained that -the Indians were t -vo days iu advance of them ou the . -ri-at, having been apprized by one of the traitors 1 ot the approach of the troops ; after which informa j. ion they murdered him, plundered his establish- j neut, and made good'their retreat into a country ' which made capture improbable with their small j f'-r e, and pursuit unavailiug. Had it not been for ! i his untowaid c.rcumftance, the troops would pro- | btib’y have taken them ou the spot. The Indians j here report that a torch arrived from the Missouri , river of about one hundred soldiers, but 1 have ! heard nothi- g relrablejconceming them. Capt Bee j has returned, leaving' Lieut. Murray at the Lake j w'nh twen y-four men, A guard will be kept there ! ;util orders are received what action t> take to j punish tbe offenders. The exact number of persons j killed is not ascertaiued, but over twenty are said j to be missing. This is a history of what has taken | p'a<-e. The force of th's strolling band who hax-e done ti.i < mist liiet is not more than eight or ten lodges, or about fifteen men. They-are led by Ink-pa data, and are all well known. The case ha < been laid be lore the Indian department by myself, and imme diate and energetic measures recommended to bring th? offenders to justice. It has also been fully-re ported by the officers at Fort Ridgely. and I have o doubt but that thej Government will speedily ppnish the guilty parties. The Sioux Indn us upon the Reserve are well dis popea, and receive this intelligence with as much iudig!iuti->n and disapprobation as the whites tbem -e-H •• . They a»e doing their best to improve theii ondi ion, and stand clear of any suspicion of or con -iec ion with this affair. The few ot them who yet • ngtr about the white settlements will be removed iu the spring, and would have been before Lad it been possible for them to subsist on the Reserve this winter. i-'o far, then, from the Stour, as a tribe, being im heated iu toia sflairi it has been perpetrated by a Vw strolling Indians w;.o are not recognised by the Sioux < rthe Government, and have been for years outlaws amoi g their own people, and who, it is my •pinion, will be exterminated before the leaves of next autumn fall. Persons coining into the Territory need feel no more apprehensions front the Sioux Indians than if ,-his unfortunate > flair had not occurred • but when 1 c-ir adventurous dispositions lead them to the con iines of the Ind an Territory, and almost beyond the reach of friendly assistance from the settlements, prudence would seem to suggest that they should . iu sufficient numbers to insure their safety. The second day’s proceedings were scarcely less interesting and im posing than those of the first, while the crowd was mno way diminished. At 11 o’clock in the morning he different Fire Companies paraded through the principal streets of the city, and after addresses at Court Square from Mayor Douglass, of Memphis, Mayor Miles, of Cliaijlestou, the representatives from the City Councils of Savannah and Atlanta, uid several o'htrs, they then proceeded to the wharf at the foot of Court street, where two hogs head of Atlantic wa’er were emptied inti the Mis i-sippi by the Phoenix Fire Company of Cbaries u,-. Patriotic nud appropriate epeeclus were made on the ocepsien, and most agreeable in fe> change ot friendly greetings and congratulations were mutually felt by both our own people and friends from the Atlantic seaboard, and all along lie route The great undertaking is now a fait accompli , aod gratuitous are neither inappropriate or out of time _ i A pleasing feature in the exercises was the part takeu by the pupils of the City Schools. They form ed a procession, marched to Court Square, and thence to the Navy Yard, where they partook of a bouutifu 1 p c-uie. Tt e excursion in the afternoon was among the most delightful incidents of the day. and contributed gi tatly to the pleasure of tbo <e who turned out upon the occasion. The splendid aud maguificent steam er Sirronds, with some two hundred invited guests, including the Mayors aud Aldermen of Chan< stou, Savannah and Augusta, left the wharf at 4 o’clock P. M., and run up the river about thirty miles. It was a most pleasant and delightful affair throughout The table set upon the occasion was one of the finest and best arranged collation j we have ever seen in this city, and great credit is due the efficient steward, Horner, for the excellent man er in which it was gotten up.
