Washington, May 5, 18o7.—The rejection of the
Dallas Clarendon treaty by England continue*! the
absorbing topic in our Cabinet and diplomatic cir
cies Lord Napier is taken aback. He was to
have iba<i a conversation with the President ou the
. ‘-ul ject yeflte day, but his lordship at the appointed
time was too nnwell to undertake the visit lo the
White House. The President freely avows his
surprise at the rejection of the treaty, aud the causes
assigned for it beVegards as not at all satisfactory.
Ihe '.pinion prevailing among the members of
the diplomatic corps, especially of the British lega
tion, is that these I>Allas-Clarendon negotiations
will have to be entirely t haudoned, and a new
treaty, out aud out, negotiated. I apprehend that
it is just as probable that this bold move of Palmer
ston will result in tlie abrogation of all our joint
stock Ceutral American diplomacy, and a new de
parture upouourown arc unt .and without any en
tangling alliances whatever wi.b John Bull.
Our Minister.-: abroad, excepting Mr. Vroon at
j Berlin, have signified their readiness to serve under
Mr. Buchanan, by a very direct silence touching the
time when they are to return home. Mr. Mason, at
Paris, indeed, has intimated that the Emperor de
sires him to stay ; but the opinion is stronger in the
Cabinet that asea vovage back to Old Virginia will
do him good, aud make room for somebody idee.—

Be it enacted by tke General Assembly of the State of <ivur
gut. That so soon as the following Se lion -hail have
passed the General Assembly agreeable to tbe require
tneuts of the Constitution, it-hail be held and taken ao
the First Section of the Third Article ot the Constitu
tion, in lieu ot tbe present First Section of seid Third
1 Article:
Sec. Ist. The Judicial powers of ties State i-hail bo
vested in a Supreme Court, Superior Court-. Coun y
Courts, aud Justices’Courts, aud in->uchoth*-i C»urt ia-i
the Legislature shall from time to t,ine organize and es
tabliftb.
The Supreme Court shall con-t-t of three Judgo*, who
shall be elected by the citizens of the State qualified to
vote for members of the General A-senibiy. They-hall
hold their office tor such term of years as may be pre
scribed by law, and shall continue iu office until their
successors a-e elected and qnalifit d ; removable by the
Governor on the address of two thirds of both branches
of th- General Assembly for that purpose, or by im
peachment and conv etion thereon.
Said Court shall have no original jurisdiction, and its
jurisdiction shall extend only to the trial, bearing aud
correction ot errors in all ia-es iu law and equity that
! may be brought be fore it ironi th Bupeiior Courts, or
j from any other Courts h ving final jurisdiction of the
j cause to be earned up, aud the mode and manner of
j bringing such cases before the Supreme Court, and of
: proceeding in said Court, fthail be proscrib'd by law,
; and the place or places, and the times of holdng -aid
j Courts, shall be fixed and determined by law, and a trial
shall oc bad of each case on ihe docket of saul Court at
each session, at the first Term after writ cf error
brought, unless providential cause is shown why -aid

There-hail be one Judge, of the Superior Courts for

sum of thirty dollar , and exclusive jurisdiction in equity
