Millaogeville, Nov. 14th, 1860.
SENATE.
The Senate met at theusuul hour and was open
t i with prayer by Rev. Mr. Scott, of the M. E.
Church.
The bill appropriating a million of dollars for
ti e common defence of the State, was, on motiou
of M # r. Seward, of Thomas, taken up and read a
second time. Five hundred copies were ordered
to be printed for tbe use of the Senate.
Mr. Cooke, of Macon, desired tbe bill to be re
ferred iq the Committee of Finance.
Mr. Seward, of Thomas, desired it to be refer
red to the Military Committee.
A discussion here arose between several Sena
tors iu relation to the proper method of disposing
of the bill. A motion was made to lay it on the
table. Adopted.
Mr. Atkinson, of Camden : A bill to protect the
t; grits of tbe people of Georgia.
Inis bill proposes to call a Convention of the
P'X'l'ie to propose means to redress the grievances
of the North. *
The proceedings of secession meetings held in
the cities of Atlanta and Macon were introduced
and read.
A message was received from tbe House, an
nouncing the passage of several bills of a local oa-

Two hundred copies of the bill introduced by
Mr. AtkinsoD, of Camden, were ordered to be
printed.
Mr. Harris, oi Worth : A bill to allow slaves to
;:ive bail under certain circumstances.
-Mr. Turner, of Putnam: A bill to allow guar
dians, executors and administrators to koep the
property of minors together under certain cir
ca instances.
T le rules were suspended and several resolu
tions were taken up aud disposed of.
(Joe bill authorizing and requiring tue Governor
Cli j* a Convention of the peopki of Georgia,
and for the purposes therein mentioned, was read
a second time, and referred to tha Committee on
our Federal relations.
The resolution to resist Liuqoub was referred to
$e same Committee.
Mr. Bartlett, of Jasper, introduced a bill to re
quire Judges of Superior Courts in this State to
gwe their charge to juries in writing.
The Senate then adjourned until 10 o’clock to
morrow.
HOUSE.
Prayer by Kev. J. M. Curtis, P. E. Church.
On motion of Mr. Colvard, of Columbia, so
ranch of the Journal of yesterday as refers to set
ting down the State Aid bill forMondav next, was
reconsidered.
On motion of Mr. Deloney, the bill was then set
down as special oider for Wednesday next.
New Matter.— Mr. Anderson, of Bibb: To ap

ts n, and also (2500 to the State Agricultural So
ciety. ,
Mr. Lockett, of Bibb : To compensate the ow
ners oi slaves executed by law, to tbe extent of
one half their value. •
Mr. Bessent, of Camden : For tha protection of
the citizens of Camden. To prevent any Coaster
it m bringing any free negTo into Camden coun
ty. To g: ve any citizen the right to search all such
craft.
Also : To amend the Road Law of Camden.
Mr. Anderson, of Bibb, presented a series of
resolutions from the citizens of Bibb county, in
relation'to Federal Affairs, which, after beiDg
read, were referred to the Committee to whom
has been referred all such matter. Mr. Ander
son said that these resolutions were draughted
by a distinguished citizen of Georgia, who is not
a native of this State, (Sam‘l T. Bailey, Esq.,) and
that he endorsed the whole preamble and reso
lutions. ‘
Mr. Sprayberry, of Catoosa, reported a bill to
drive the free n-groes out of the State. Also a reso
lution calling on the Governor to order an elec
tion on the first Monday iu December next, to
ascertain whether the State of Georgia will re-

tions from the citizens of Fulton county in rela
t ve to Federal affairs. Referred to Special Com
mittee.
Mr. Harris, of Glynn : To change the time of
holdiug the Superior Courts in Glvnn, Camden,
Wayne and Charlton counties.
Mr. Kenan, of Harris : A resolution to prevent
the introduction of any new matter after |q 2Lth

Mr. Ector, of Meriwether : A resolution con
demning the seizure and execution of Gen. War
Walker.
Mr. Render, of Meriwether : To exempt certain
articles from levy and sale.
Mr. Heard, of Miller To incorporate the twn

Mr. Vaughan, of Putnam : To compensate *wn
ers ot slaves sentenced to death, to the extent of
three-fourths of the value of the slave.
Mr. Lumsden, of Talbot : A resolution to re
quest the Governor to purchase a large chandelier
for the use of the House. On motion taken up
and tbe whole subject referred to a Committee.
Mr. Holden, of Taliaferro : To exempt certain
property from taxation.
Also, to change the name of the Southern Cen
tral Agricultural Society to that of the Georgia
State Agricultural Society, and appropriate £is,-
000 to the same.
Mr. Horsly, of Upson : To preserve the Court
papers on, tile in the Courts of this State.
Mr. Patton, of Walker : A resolution contem
plating a reduction, or rather fixing the pay of 1
officers and members of the General Assembly.
Mr. Humber, of Troup : A bill to incorporate
the Cotton Planters’ Bank in LaGrange.
Mr. Andrews, of Wilkes : A bill to regulate the
returns of representative of deceased Guardians,
Executors, Ac.
Also : To authorize bail to be given for slaves
and free persons of color in certain cases.
Also : To amend the charter of the Town of
Washington, Wilkes county.
Horss Bills Acted ox. —To change the time of
bolding the Inferior Court of Glasscock county.
Passed.
To authorize the Inferior Court of Hancock
county to levy an extra tax. Passed.
To cbauge the election of Ordinaries in this
State from Ist Monday to Ist Wednesday in Janu
ary. Passed.

Cullens, of Clay : To authorise the Governor of
Georgia to assist with the forces of this State any
>is*er State. The resolution is as follows :
“Whereas, of the present grievances it is pro
bable that someone or more of the Southern
States will secede from the Union. Therefore,
“ Rttolvti , That the Governor, as Commander
in-chief of the Army and Navy of this State, he
be invested with full authority to employ the
effective military forces of Georgia to resist the
coercion bv the Federal authorities of anv sister
Southern State that may secede from the Union.**

quiet.
New Orleans, Nov. 14.— Sales of cotton to day
2000 bales. The market was irregular and in some

SCOFIELD, who will have charge of the mechanical depart
ment of the business. We are thus prepared, from the central
position of our Shop on Jackson street, and the one in the rear
of our Store on Broad street, to accommodate both up and
downtown. We have a large additional force of workmen,
and shall be prepared to execme any style of work known in
our line, with promptness, and at moderate prices. We most
respectfully solicit a share ofpublic patronage.

WHEN a surface Plow is run at a depth of twelve inches,
*T and a two-horse Soil- Lifting Plow follows, which is ca
pable of disintegrating to a depth of fifteen inches more, there
is a total disintegrated depth of twenty-seven inches, and theme
who so practice will find that they have another farm beneath
that represented on their map. A smaller size of this Plow,
(one horse) thinner in the sole and more dart-like in its figure,
is an admirable implement for cultivating crops, and wui do
the work of more than forty men with hoes. With the corn
crop, this too! may An close alongside the corn, and to the full
depth of twelve inches when the com is i ut three inches high.

will lift tbe soil, move every corn plant with the soil, and for so
slight a distance as not to separate the particles from the roots,
yet so completely loosening the mass that the ; I ant mav t-e
picked up with the fingers. This is more th'-rough cultivation
than can be obtained by one hundred hoeings, leaving the soil
in better tilth and cutting of no roots. More than twenty

1862. while attending the State and National Law School of the
State of New York, my hair, from a cause unknown to me, com
