SENATE.
The Senate met according to adjournment, Hon.
John Btllup3, President pro tern, in the Chair.
New Bills and Resolutions. —Mr. Bartlett, of
Jasper: A Bill to prevent the removal of mort
gaged property.
Mr. Harris, of Doujherty: Resolutions from
Dougherty county against retaliation, as not be
ing the proper remedy, and in favor of the united
secession of the Southern States.
Mr. Davison, of Richmond : A bill to incorpo
rate Belleville, in Richmond county.
Mr. Lawton, of Chatham : A bill to alter the
laws relative to trading and gambling with slaves.
Mr. McLeod, of Emanuel: A bill to authorize
Ordinaries of the State to issue executions in
favor of widows and minors for 12 months sup
port.
Mr. Spalding, of Mclntosh : A resolution to
call on the Governor to purchase from the manu
facturers 250 Maynard rifles, 26-inch barrel, and
750 Maynard carbines. 20-inch barrel, and the
necessary implements for the defence of the sea
coast of the State.
Mr. Sturgis, of Burke : A bill to regulate the
granting of licences to sell spirituous liquors, so
far as relates to the county of Burke.
Mr. Tracey, of Bibb : A bill to extend the time
for receiving subscriptions to the Central Insur- ;
ance Company.
Mr. Wellborne, of Warren : A bill to incor- j
porate the Warren county Agricultural Society.
Mr. Harris,of Worth: A bill te allow slaves to
testify against white persons from non-slavehold
ing States accused of exciting insurrection.
The Senate refused to limit the time for the in- !
troduction of new matter by a vote of 44 to S7.
On motion of Mr. Holt, of Muscogee, the Senate
agreed that when it a Ijourned, it would adjourn
till Monday morning 9J§ o c ock.
The bill for the revisal of the Jury system of
the State was taken up, and after numerous
amendments had been proposed, on motion of
Mr. Hart, of Bryan, the bill with all the amend
ments was laid on the table for the balance of the
session.
The bill to postpone the action of the law in re
gard to Foreign Insurance Companies was taken
up, supported by a speech from Mr. Lawton, of
Chatham, and passed.
Mr. McGehee’a resolutions on our Federal re
lations were made the order of the day for Tues
day next —the same day with Mr. Holt’s. The
tw o sets of resolutions propose substantially the
same thing. Thev look to concert of action on
the part of the 15 slave States.
Laid the hill for the removal of the Penitentiary
on the table for the present.
According to previous resolution, the Senate
adjourned till o’clock Monday morning.
HOrSE.
Mr. Prescott, of Screven, offered resolutions on
our Federal relations. The unfinished business
of yesterday, the amendment of Mr. Sprayberry
to the Retaliatory laws, was taken up. Mr. Spray
berry addressed the House at some length in favor
of his amendment.
Messrs. Cullens and Andrews spoke in opposi
tion. The amendment proposes to absolve citi
zens of Georgia from their oath to support the
Constitution of the United States, on the ground
that a portion of the Northern States have already
broken the compact.
On the passage of the amendment, the ayes
were £6, nays 9*> —so the amendment was lost.”
The bill was then read and put on its passage.
The ayes were 73, nays 51, so the bill was passed.
A rtsolution was introduced by Mr. Hopkins to
purchase a number of Maynard rifles and guns.

certain property of the Estate of Isaac Boring
illegal.
Mr. Horseiy, of Upson: To protect the mer
chants of Georgia against writs, judgments and
executions from iheTederal Courts.
Also, to add another section to the Tenth Di
vision of the Penal Code. (To make those who
incite negro insurrections punishable with death.)
Mr. Tapley, of Johnson: To levy an extra tax
in Johnson county.
Mr. Andrews, of Wilkes: To provide for an
Agricultural and Geological survey f the State.
Also, to alter and amend an act to try slaves
and free persons of color by Superior Courts.
Also, to amend the Attachment laws.
Mr. Barnes, of Richmond : To incorporate the
“ Citizens’ Fire Company, No. 8,” in Augusta.
Also, for the relief of Airs. Ann T. Carroll.
Also, to regulate Magistrates’ and Constables’
fees in the city of Augusta.
Also, to amend the act relative to counting
holidays in bank business.
On motion of Mr. Allan, of Banks, a resolution
was taken up and agreed to, authorizing the
Governor to furnish volunteer companies with
side arms.
’ The General Appropriation bill was taken up and
made the special order of the day for Wednesday
□ext.
The bill to afford aid to M. A. Cooper, was taken
up, and after various amendments, it was passed
by a vote of—yeas 55, nays 53.
Adjourned till 10 o’clock Monday morning.
