Yelterday being the day appointed by the ordinance of Congress for proceedings to com mence under the new federal conilitution;' the morning was uthered in by a difeharge of 11 canimn. At 11 o’clock in the forenoon, the f‘tints was repeated, and again at sunset; we felicitate our readers on this atifpicious event. Yederday,, being the firft Wed nesday in March, was the time, agreeable to a resolve of Congress of the 13th September lafl, for commencing proceedings under the new Conditution. Several of the members of the Senate and the Houle of Representatives of the Congress of the Unied States, from different dates, have already arrived in this city, to take their feats, in order to form that augud body, which is to conditute the Congress of the United States, and to commence the impor tant work of legislation for America, agree ably to the mode-prescribed by the new Cor> flitution. P'H ILADEL PH IA, March 5. Yederday morning, in the General As sembly, the bill for redoring the college pro perty was enafted into a law, to the great • joy of all friends to judice in this city and date. It was opposed by James M*Lean, Efij. who said it * overfet the principles of the re volution.* This may be true iu Fennfyivania, where- the revolution has produced so much anarchy, oppression, fraud, and rapine. The sooner a revolution to subvert the effefts of such crimes takes place, the better. The wife and patriotic Aflcmb'ty of 1789 will long be remembered in Pennfyvania with veneration* for having undone all the mifehiefs of the black years of the late war. The votes ia favor-of the bill were 44, against it 18. ix. We hear that the Trudees of the University will some time next week deliver up to the Trudees of the College, the build ings in Fourth dreet, and the other edates of the College, agreeably to the aft of Affcmbfy Jatcly pafied. The University will be conti* pued in the fame extensive manner as hereto fore, and, for this purpose, we underdand, that new and elegant building, known name of Philosophical Hall, is engaged for the reception of the dudents : The carpen ters are busily employed in preparing it, and expeft'to havfe it ready in fix weeks. In the meau time the Trudees of the University have taken-the Precmafbn’s Lodge, in Lodge alley, for the imnlediate accommodation of the*different schools, to which place the du deuts Will remove in a few days. On Saturday lad, as the gaoler, attendee! by one of his turnkeys, was reconnoitring (according to his cuflcm) the east wing of the gaol in this city, they were both at tacked and seized by 22 of the mod daring villains that ever disgraced a prison, in any country. With many infuiting expreflions and biting taunts, they boaded o ■ theit now having him in their power, and with the molt blasphemous execrations, waved a large knife before-his eyes and throat, threatening an in fant revenge. After robbing him of his watch, money and hat, and the turnkey of his coat, hat, key, and a pidol which he had in his pocket, these deliberate villains thru ft . them down dairs, and confined them both in the dungeon for a considerable space of time.
