ON a communication dated the 3d inftan*,
from the Treasurer, dating that James White,
Esq. receiver of tax returns for the county of
Chatham, has not made a return to the Trea
sury Office of the taxable property in said
county for the year 1791; aasf that William
Reddy, Esq. receiver of tax leturns for the
county of Camdtfn, has not made returns for
laid county for the years 1790 and 1791 ;
Ordered , That the said lames White be not
indulged after the firft Mouday in May next;
and the said William Reddy after the third
Monday in said momh ; in importing to the
Executive in the premises, as well as in
making their refpeftive returns ; and in case
of negled or refufal, the fame will be consi
dered a breach of duty, and proceeded upon
accordingly. And
Ordered, To be publi'ffied in the state Ga
zette.

THE House proceeded to take under con
sideration the reports of the committee
on finance, ordered to lie on the table,’ and
the fame being read, are as follow :
On the accounts and receipts exhibited by
Bavid Htillftoufe, late contractor for Applying
the slate troops and the militia in adual ser
vice, your committee report—That it appears
to your committee, that Hillhoufe and Kellog
entered into contract (with Robert Forfytb,
slate agent, in behalf of the slate, which was
approved of by the Executive of 1788) for
the fupplf of provifious deliverable at their
Cxpence, at the several stations, for the sup
port of the troops in aftual service, for
which they were to receive at the rate of
nine-pence for every full ration of meat,
bread, rum and fait, out of the fpecific tax
for the year 1787, taking the said fpecifics at
the (lores of the several colledlorsthat is to
fay —Corn in the lower counties at 28. pd.
per bulhel, and two (hillings in the counties
above, and rice at iis. per hundred. That
Tinder the said contrast they delivered from
the 2d day of April, 1788, to the 10th of
January following, as appears from the cer
tificate of the Auditor, 116,314 rations, de
ducing 9488 rations of rum, at 3d. per ra
tion, included but not delivered, and adding
427 1-2 rations of meal at 1 3-Bd. per
2 1-4 lb. delivered but not included, making
the sum of 42491. 14s. 6d Specie. That
jo payment of which, it appears they received

from James Seagrove and Robert Forfyth, out
of the fpecifics of the year 1787, at the prices
agreeablyto conttaft, thefum of 18391. is. 4d.
and from the Executive they received thefum
of 10001. <0 paper medium, at the'rate of
four for one, being equal to 250!. fpeeie ;
alio', 2500 bushels 6t corn from ti.e counties
of Wilkes and Pvichmond, out of the fpeci
fics of 1788, under directions of Col. Hand
ley, amounting to 250!. at 28. per buihe!,
making in the whole the sum of 23391. is 4d.
leaving a balance in favor of the said con
traftois of 1916!. r3*. 2d. payable iu fpe
cifics agreeably to contrast.
That it appears to your comtftittee that the
teid David Hillhoufe entered into two other
contracts with the Executive for the lupply
of rations to be iflued by him to the troops in
adual service. 1 hat under the firft of which
your committee find, from the certificate of
the Auditor, he furniftied from the io*h day
of January, 1789, to the latter end of May
following, 48,404 1-2 rations, at pd. each,
amounting to 181 51. 3 s * 4 *“2d. That un
der the lift contract your committee find, by
the certificate of the Auditor, he delivered to
the troops in adual service, from the 3d day*
of June, 1789, to the sth day of November
following (including 31,893 1-3 rations de
livered to 'he continental commissioners, A.
Pickens and Henry Osborne, Elquires, at the
Rock Landing) 75,747 3-4 lations, which,
at 9 i-2d. each, agreeably to his contract
’ with the Executive, amount to the sum of
29981. 6*. 1 i-2d Tliat from another certifi
cate of the Auditor, it appears he made far
ther issues to the troops when difeharged, and
to the Direilor-General Doftor Geoghagan,
and Co!. Clarke, to the amount of 214'. is. 3d.
That it appears further to your committee,
that he expended the sum of 451!. 6s. paper
medium, in the quarter-raafter’s department,
Which he reduces at the rate cl four for one,
amounting to 1121. 16s. 6d. Also, thefum
of 131. 14s. 6d. for cartoucli boxes, making
together the sum of 1261. us. amount
lag in the whole to the expenditure of
51541. 28. 9 i-rd. under the two last con
tracts ; in payment of which your enmnrif
! tee find, that he received from the Executive
of 1789 as follows:
7333 t’3 bushels corn from the county of
Chatham, at 2s. per bushel, agreeably to his
contract. 9666 2-3 bushels of corn from the
counties of Burke, Richmond and Wilkes,
at is. 6d. per bushel, agreeably to hrs cou
traft (making together 17,000 biifltels
out of the fpecifics of 1788) amounting to
14581. 6s. Bd. l'pecie; also, in paper me-’ ’
dium 1001. in final fettlemeuts 3991. 13s.
in.warrants of anticipation 13,6101. making
together the sum of 14,109 b 13s. which re
duced, at the rate of one for four, amounts
to the sum of 35071. Bs. yd. fpeeie.
The committee find that he has yet in his
hands two orders, of the Executive* one on
the fpecifics of Liberty county for the year
1788 of 501. and another onthofe of Effing
ham for iqol. Iu part ,of the latter he ac
knowledges to have, received 41. 4«. 9d. He
also credits the state. with 1501 fpeeie on ac- i
count of a balance due by Bartlet and Franer;
also, the sum of 2Qol* 00 account of llores re
ceived from Captain John Howell at the Rock.
Landing; also, with a balance of parts of ra
tions not fettled in his firft contraff, am aunt- >

amounting to 53*41. 18s. 4<l. specie, leav
ing a balance iu favor of the (late of
1 701. 5s 6 i-ad. which delinked from the
balance due on the contract of Hillhoufe and
Kellog, leaves the amount in favor of the
contractors of 17591. 17a. /. I-ad. payable
agreeable to coutrafl in rice at ns. per hun
dred, or corn at as. pd. in the lower, or
is. per bulhel in the upper counties,, lubjeft
to a deduction of 511. 19s. nd charged it*
the accounts of Peter Stubblefield, for trans
porting provitious to and Maun’s
Block-boule.
For the payment of which balance your
committee recommend, that the Auditor be
diieCted to ilTue hi. audit in f’gch futne as mis
be required, which (hall express for what the
fame Was given; that the said audit (ha’lne
receivable for all arrearages offpeeific, orc-*i
tax due from the several counties ; that is
its. of the said audits lhall be equal t<>
one hundred weight of rice iu the difeharge of
the tax of 1787 and 1788; and 2s. equal to
one buthcl of corn in the upper, and is. pdf.
equal to one buthel in the lower counties, m'

faid ; and (kail be receivable in any
due aud owing this (late, thi tax of 1789,
1790 and 1791, ex epted. ,
Your committee further recommend, that
the accooont of the said David Hillhoufe, with
the certificates of the Auditor, and tire orders
on the counties of Liberty and Effingham, be
filed in the Treasury; and that this report*
with that on'the accounts of Peter Stubblefield,
be publiffied in the Gazette, that a'U perlong
having demands for provilions fdrnilhed the
(late troops or niiliiia, in the years 1788 anil
1789, may apply to them for payment there
of: Provided, That the foregoing report oil
the accounts of David Billhoufc,, be not au
dited until the firft of March next; and that
the Auditor, piior to auditing the fame, re
port specially thereon to hi’* Excellency the
Governor, that any further off-fets or credit*
which may come to his knowledge, on the
part of the (late again# the demands of th£
said David Hillhoufe, may be deduced there**
