This is not a common, or little predatory war,
made by a few tribes of Indians, it is a confederat
ed war forming a chain of circumvalation round
the frontiers of America, from Canada to East
Florida,' and unless the fire kindled at the Miami
if the Lake, is extinguilhed by the blood of the
Hydra {now a little way in our front) it will in
evitably spread along the frontiers of Pennf) Ivania,
Virginia, Kentucky, the territory South-Weft of
the Ohio, South Carolina and Georgia iixlufive.
One united and gallant effort of the legion and
mounted volunteers, will save the lives cf many,
very many thousands of helpless women and chil
dren.

NORFOLK, Oil. 23.
Yesterday arrived here the {hip Achilles, Capr.
Pile, from Liverpool, which place he left the 50th
of Auguft.’ Captain Pile brought no papers, but
informs that- Dunkirk was invefled both by sea
and land ; that two days before he failed, it was
reported there had been an engagement between
the French and the allied armies, in which the
English loft 300 guards and 3 general-officers.
30. On Sunday last arrived here the ship Camil
la, Capt. Robert Service, from Cadiz, which
place he left the 15th of September last, and has
brought the following—

“SIR,
« I have the fatisfadion to inform you that the
cities of Marseilles and Toulon having, on the aift
and 23d of last month sent Commiffnners to Lord
Hood, with offers to fufrender themselves to him,
as in deposit, together with all the fortreffes in the
two places, and the (hips in the harbour of Toulon,
His Lord ship dispatched a frigate to Admiral
Languara, requesting that he would proceed with
his fleet and some land forces, to assist his opera
tions ; and that Languara having accordingly pro
ceeded off Toulon, the two fleets entered that har
bour on the 28th; and the land forces, which
Ricardos was to fend, not being arrived there, the
Marines were disembarked from the snips, under
Command of G ravina, and they took poffeflion of
all the forts and (hips; the latter are said to be
above 30 fail of the line, besides frigates. Louis
XVII. was proclaimed by the inhabitants; for
Lord Hood had agreed to restore every thing when
peace (hall take place. This news was dispatched
as soon as the marines were fafely landed, and in
poffeflion ofthe fortreffes. There are other particu
lars, which I have not time to relate.

in relative to surveying of large trails of lands,

The Hcufe proceeded to relolve itfelf into a
committee of the whole, to take under considera
tion a bill to be entitled, an aft declaratory of
certain parts of the retained fovereigntv of the Hate
of Georgia.—Mr. Speaker left the chair.
Mr. M«Neil took the chair of the committee—
and some time being spent therein, MY. Speaker
resumed the chair, and Mr. M*Neil from the com
mittee of the whole, reported, that the committee
had taken the said bill under consideration, had
gone through the fame, and had made fevers!
amendments thereto, which he reported.
And the bill as reported amended, being read,
A motion was made by Mr. Waldburger, to
strike out the following feftion therein:
And be it further tna'clcd, That any Federal
Marshal, or any other person or persons levying of
attempting to levy on the territory of this date or
any part thereof, or on the treasury or any other
property belonging to the said Hate, or on the
property of the Governor or Attorney-General,
or any of the people thereof, under and by virtue
of any execution or other compulsory process is
suing out of, or by authority of the supreme
court of the United States, of any other court
having jurifdiftion under their authority, or which
inay at any period hereafter under the cpftftitutioa
of the said United States, as it now Hands, be con
stituted; for, or in behalf of the before-mentioned
Alexander Chifolm, executor of Robert Farquhar,
or for, or in behalf of any other person or persons
whatfofever, for the payment or recovery of any debt
or pretended debt, or claim against the said stater
of Georgia ; lhall be, and heoY they attempting to
levy as aforefaid, are hereby declared to be guilty
of felony, and lhall fuffer death, without the be

On Saturday last Joseph Rivers, Richard Sey
mour, Jeflc Hunt, and Benjamin Putnam were
tried for fitting out a privateer in the port of Sa

—On 'Thurfday last departed this life, Co
lonel James Williams, attorney at law. He was
interred by the Society of Masons in Augusta, and
a refpeftablc number of the citizens; although a
native of England, he took an early and decided
part in favor of the late revolution; —he difeharged
his duty faithfully as a soldier; as a citizen he was
beloved; as a friend hospitable ; as a husband affec
tionate; as a parent indulgent; and as a compa
nion agreeable and social—Let those who read this,
imitate his virtues.
