Mr. /beaker , The senate do concur in the requi
sition of this house to appoint a committee ot their
■body, to join the committee appointed by the
house of representatives, on the fubjeft of improv
ing the navigation of the Savannah river, and have
named Mr. Jones, Mr. Blackburn and Mr. Caw
then, as a committee on their part for that purpose.
The senate also concur in the requisition of this
boufe to appoint a committee from their body to
join the committee appointed by this house to con
fider and report on the application which has been
made by several persons whose names are thereun
to fubferihed, stating prGpofitions for porchafmg a
part of the vveftern territory of this (late, and mak
ing feltlements on the fame. And the senate have
paifed a bill to be entitled, an aft for laying out
the several counties therein after named, to which
the senate dfeftre the concurrence of this house—-
and he withdrew.

A bill from the senate to be entitled, an aft tor
laying out the.feveral counties thereinafter named,
was read the fir ft time.
The house proceed'd to take under their con T
fuleration the report of the committee to whom
was referred the petition from a number of the
inhabitants of the county of Effingham, which be
ing read, is as follows:
Whereas it appears that great abules have been
committed by fomc of the land courts in this date,
in confcquence whereof, warrants have been sign
ed for many thousand of acres of land in direst
contradiction to the exprefl? laws of this date—
And to the end, that filch abules may be correct
ed and in future prevented, the committee recom
mend the following refolutidns to the confidcrati
on of the general aiTembly :
Refolded, That his excellency the governor be
directed, and he is hereby required to issue his
proclamation requiring the clerks of the several
land courts in the refpeftive counties to which
they belong, to bring forward to the executive
department, authenticated documents of all land
warrants granted, otherwise than on the head-right
of the person who may have obtained the fame
within three months from the date of fucb procla
mation, and any clerk of a land court who fhnil
negleft to comply with this resolution, fliall for
feit to the use As the date, the sum of five hundred
pounds, to be recovered with cofc of fult, in any
court of record within this date, and fliall more
over be difqualified from holding ahy pod of honor,
trud or profit in this date hereafter.
Rf.folvcd , That no grant thall be signed by the
Governor in future, unless the warrant expresses.

R'foloed, That any grant for land which has
been signed by his excellency the governor dace
the fird day of January 1792, which is not found
ed on a warrant obtained on the head-rights of the
person or persons to whom the’fame was granted ;
all such grant or grants, is, and are hereby declar
ed void and of none efibft, the fame being con
trary to law; and the lands so granted are hereby
made known to be revelled in the date, and
may be applied for, and taken up as vacant
lands by any person legally entitled to apply for
the fame.
And the fird and second resolutions of the said
report being read, were on the queilion severally
pat thereupon agreed to by the house.

Mr. James Jones of Chatham, from the com
mittee appointed to prepare and report a bill to
be entitled, an act to incorporate the Savannah
aiTociation of mechanicks—reported the iame,
which was received and read the firll time.
Mr. Waidburger from the committee appoint
ed to prepare and report a bill to be entitled, an
act to amend an ad pointing out the mods'tinner
which property reverting to the (late fhrtii be dis
posed of—reported the fame, which; was received
and read the tirft time.
Mr. George Jones from the committee appoint
ed to prepare and re port, a bill to be entitled, an
ad to amend an ad entitled, an ad lor regulating
the town ot'Auguita,. and for regulating the town
of Savannah and hambiets thereof— repotted the
fame, which was received and read the firit time,
Mr. Greer ore fen ted a petition from a number
of persons whole names are thereunto iubferibed,
in the upper ,;art of Greene county, praying the
Uations eitahlllhed in that part of the county afore
f**vl may be removed to the A aktehee—which
beino read, was ordered to be referred to the coot
mittee appointed to take under conlldefatioa the
ilate of the republic.
Friday, Nov. 29, <793*
The house proceeded to take into confide rfti on
the amendm mts proposed to the bill to be entitled,
an ad fuppieaiefitarv to an act entitled, an ad to
revile and amend the militia law of this ilate,
and to adapt the fame to the ad of the congress
of the United States,- paifed the Bth day of May
1792, entitled, “an ad more efiedually to pro
vide tor the national defence, by efiabiilhing an
uniform militia throughout the United otates/’
And on reading the following amendment, viz.
Be it e-i itisds That the governor lhall have
power and authority to order out as many com
panies of mounted infantry or riflemen, from time
to time, as may be ueceflary for the defence of
the frontiers, who lhall be allowed onlv the pay
and rations of footmen, with the addition of for
age, provided that no filch companies of mounted
infantry or rifiemeu Hr ail be continued in service
more than twenty days at one time—* being
under debate,
And the queftiort about to be put thereupon.

The following amendment to the hill in the fe«
ve nth feet ion thereof being under confederation,

“ The members of the legislature for the time
being, and their officers, judges of the fiiperior
court, justices of the inferior court, the executive
officers, the tieafurer, auditor, secretary of the
llarc, lurveyor-geucral, mayor and alder.fen of
cities or cor, orated towns, their treafarer, clerk
and marfhall, indices of the peace, regifiers of
probats, fiierills, clerks of courts, confrables, co
roners, tobacco infyeclors, mini iters elf the gospel
in orders, practitioners of phvfic, public printers,
ferrymen, millers, tutors, poll-riders, cripples,
idects and madmen, be inferred in that clause, as
exempt from militia duty.

nor since the firit day of January 1792, which is
not founded on the head-rights of the person who
obtained the fame, or on the legal head-rights of
another purchased by the grantee, (hr, 11 be, and

Thursday, December 5, 1793.
On motion of Mr. James Jones of Burke,
the house came to the following resolution :
UefoLved , That it appears to the legifiature, that
the late Governor, EDWARD TELFAIR,
Es gd has difeharged the office of Chief Magis
trate of this as an able statesman, and. an
upright servant of the republic.

A gentleman just arrived in this town from the
Hoiltein settlements, informs, that the Indians in
that quarter have commenced their depredations in
good earned ; that on the sth inftant,the day our
informant came away, an express arrived from
Gen. Smith, with orders for the militia to march
immediately to Knoxville; that the inhabitants of'
that town were in momentary expedition of an
attack from a largte body of Indians, who had a'f
femoled within seven miles of the place, where
they had committed the moil cruel murders on the
whites; that on the ill inilant, fays our informant,
13 or 14 families fell vidtims to lavage barbarity,
all within a few miles of Knoxville, among whom
was the family of Mr. Cabbot, a gentleman who
has long been esteemed for his humanity to those
who have fuffered by the depredations of these
tawny fans of cruelty.
N CKR FOLK, Nov. 9.
On Tuefday last arrived in Hampton Roads,
the Ihip Lydia of Portland, the Captain of which
informs that he difeovered a wreck in the gulph.
The wind being high they did not at firft intend to
board her, but, being short of provisions, they
thought some might be saved from the wreck.
The Captain and Mate accordingly went on board,
but finding it impossible to get at the provisions,
they determined to rip up the quarter-deck, which
they had no sooner done than 14 dead bodies im
mediately floated out, 13 of whom from their dress
appeared to be Frenchmen, and one an American,
sup. ofed to be the Captain. Two or three trunks
alio floated up; by the papers contained in one
of them they difeovered her to be the fchconsc
Bctfey and Patfey, Capt. Rogers, of and from;
Baltimore. The other trunks contained nothing,
but shirts, drawers, and pocket handkerchiefs,
and about 20 joes in calh. As they perceived that,
the veflcl had fettled considerably as soon as the.
dead bodies came up, they hastily left her, left Ihe
Ihould fink too quick and drown them in the fuc--
tion.
On Wednesday last arrived here, in 17 days ,
from Grenada, the schooner Polly, commanded by
Capt. Gefban, who informs, that, just before he>
failed, the Negroes, headed by some of the French
Emigrants lately from Hifpanioia, had risen upon
the Whites. The Governor ordered out the mi- .
litid, but kept the regular troops back. The bat
tle was desperate; the militia were overcome, and
nearly cut to pieces, when the regulars, who could,
be no longer restrained, rulhed out to their aflift-.
anee. Being thus reinforced, they rallied and *
again gave battle. In a short time they compelled
the Negroes to retreat, and in that situation near
ly.cut them to pieces. The above schooner on
Thursday last was ordered down to Crany Iftand
to perform quarantain.
CHARLESTON, Nov. 18,
A Boston paper of the 30th ult. fays, “ With
refpedt to American veflels carried to England, a
gemleman ol this town has received the following
information, in a letter, dated
“ London , Sept. 7. There has been a decision
on an American (hip—the cargo to be paid for
—-also freight, demurrage, and the-, charges.”
Arrived, French privateer schooner Industry,
Curven, from a cruise; schooner Grace, Branan,
Kingston, 3 1 days* a prize to Sans Pareil.
21. The Daily Advertiser of the 6th
inst. fays, that Lieut. La Bourdenay, command
ing tile advice, boat Le Cerf, arrived on Monday
last, and delivered to Citizen Genet dispatches
from Rear Admiral Sercey, which informed him
that an infurredtion had broken out on board the
Jupiter, where there are {till some mutinousfpirits;
that the Jupiter had lleercd for France, and the
Eolus, induced by this example, had also risen,
and forced the Rear Admiral to follow. The
Admiral was very much affedted at this event, bat
had not, however, loft all hope of feeing tranqui
lity restored, and order re-eftablifked.”
