Savannah, November 25, 1793.
Mr. Smith,
By placing the following lines in your paper , you
will much oblige a person who is refpedfutiy your
mojl obedient jervant ,
CITIZEN RIVERS.
FEELING the highest gratitude/or the patriotic
and generous reception I me® with at Augusta
during my distress and oppression, I return my rnoft
heartfelt thanks and acknowledgments to my friends
and acquaintances, and I embrace this opportunity
of publiftung to the world the emotions of a heart,
which is justly imprefled with the favors conferred
on me in a trying and interesting occasion, not
wishing to yjvclve and blend iu this instance the
nature or grounds of a decision so learnedly and
elegantly dtfeuffed by Gen. Blackburn , Mr. Noel
and Mr. Walker ; I limply acknowledge the liberal
aid eflefttial fervicea rendered. The gentlemen
of the jory of the federal court, those virtuous
freemen, who dared, against all opposition and
persevering influence, declare me and my compa
nions in adversity innocent, for engaging in the
cause of France, bearing the emblem of an admir
ed struggle, and participating in the danger of sur
rounding enemies, even in the land that but lately
to gloriously bled for its independence. Those
patriots and other friends will ever remain unsullied
in my memory,, and the last of my willies will be,
that, may the world constantly find such impartial
pillars of true liberty! They have in one verdift
declared the free agency of Americans, and fettled,
| hope forever, the principle of political emanci
pation, and left on record a monument which will
be refpefted by grateful poftcrity, declaring and
enforcing the lac red and indelible power men have
©f engaging in any manner for the eaufe of liberty,
unless particularly precluded by the constitution,
and that positively, and not by supposition or im
plication, or the comments of such slavish and
worm-eaten books as Grotius, Puffendorf, Sec. Sec.
as was justly observed by Citizen Genet some time
a g o . Also the county of Richmond will have
equally to boast with Philadelphia, that they estab
lished the rights of man by a judicial and well re
flected verditt——May their persons be known
amongst the firft who declared the fefpeft justly
due to liberty, and their names echo as the pro
testers of Americans! My persecutors of rank and
station I despise as the viie engines and poisonous
butchers of Columbia’s rising freedom.
