of the United. States, there is great rea
v son .to,authorise a .belief, that unwarranta

_ not only improper and illegal, but if not
timely checked may tend to involve us in
war. with nations with .whpai we are at
peace ; -In order .therefore. the good

ously induced by any ,p.e,rfan,.or perfans
who fjjdy be .engaged in making, or en
deavoring to make /uch unlawful enrol
ments, to enter into attempt* so injurious

proclamation absolutely forbidding any
\perfan, or persons whomsoever, not au
thor i fed bv the United States, or by this
jState, to enlist or enrol any citizen or
citizens of the said State Hereby ftrift
ly enjoining and prohibiting the citizens
