The House of Reprefentativft of the
United States have adopted ft itfqlution
to adjourn on the firft Monday Os May.
The aft to provide for the removal and
accommodation of the government of the
United States, was read the third time in.
the house of representatives. on the 7th
instant, and passed. 7
Ten thouland dollars are appropriated
by this aci for paving in the city of
Washington; and 9000 for furnifhing
the two chambers of congress, offices, com
mittee rooms, &c.

NEW. YORK, April 12.
Yesterday morning Judge Washington
delivered his opinion in the case of the
Amelia.
The Amelia was a Hamburg ship, and
taken in September last in going from Cal
cutta to Europe by a French privateer—
after remaining about ten days in her pof
feflion, she was recaptured by the Consti
tution frigate commanded by captain Tal
bot. The ship and cargo was libelled in
the Diftridt Court, one half of the nett
proceeds given to the recaptors as salvage.
From this decree the owners appealed to
the circuit court of the United States. The
appeal was urged an Saturday last. Mr.
Burr and Mr. B. Livingston contended
that the decree of the Diftridt Court (hould
be reversed in tofo, or that a much smal
ler salvage should be allowed. General
Hamilton and Mr. Harrison argued in fa
vor of the decree.
Judge Washington, after taking notice
of the arguments on both sides, gave his
decided opinion that no salvage was due,
and therefore reversed the decree of the
Diftrift Court.
It is but justice to Judge Washington
to fay that we have never heard an opi
nion delivered in a manner more amiable,
elegant and perspicuous.
We underhand the Amelia and her car
go fold for about 200,000 dollars, the
whole of which will now be paid'to the
owners, a circumstance which refledis the
greatest honor on the administration of ju
stice in the United States.
Capt. Bell arrived here last evening in
the schooner Americana, informs, that on
the 2ift March, off Guadaloupe, he fell
in with she United States frigate John A
dams, the captain of which informed him
that the United States (loop of war Mer
rimack, had been taken by a French ihip
of war, off Cayenne.
The brig Christian, capt. Chafe, which
arrived here on the 4th instant, came out
under convoy of the Merrimack from Ne
vis, the latter parted with the fleet on the
17th March, inlat. 25, long. 70. It is
highly questionable whether she should
beat up to the latitude of Cayenne in less
than 15 days, the tide-wind being always
to eastward. From these circumstances
we have a well grounded convi&ion that
the report of the capture of the Merri
mack, is wholly destitute of truth.
We mention, on the authority of capt.
Pellew, of the British frigate Cleopatra,
that the body of the late admiral Vande
put, who died lately at New-Providence,
is to be sent by the firft frigate from thence
to England, in a pipe of spirits, contain
. ing 150 gallons.
PHILADELPHIA, April 10.

** On my last cruise, which commenc
ed on the 24th January, and expired on
the Ift of March, I re-captured the Ame
rican schooner Isabella, of and from Port
land, bound to Trinidada, a prize to the
French corvette Le Berceau ; and captur
ed three French privateers —The firft Le
Gembeau, a small boat with 8 swivels and
16 men ; the second l’Heureufe, a schoo
ner of 3 J tons, 4 guns and jo men ; she
had taken two prizes, which reduced her
to 29 men, threw 3 of her guns, boat,
spare spars, &c. over in the chafe.
•• The other the General Maffena, of
30 tons, 6 guns and 49 men, 30 hours
from Guadaloupe, had taken nothing;
threw 4 guns and boat over in the chace.
