AN ACT
Mating provijtan far the payment of claims
of citizens of the United States on the
government of France, the payment of
<which has been afftimed by the Untied
. Staffs, bp virtue oj the convention of
the lath of AprU, 1803, berween the
United States and the trench Republic.
BE it enaded by the Senate and House op
Reprejentatives of the * United S.tales
of America in Congrejs ajjtmbled, '{'hat a
sum not exceeding three millions jevcn.,hun
dred and fifty thousand dollars (inclusive of
a fun of two millions ot dollars, appropri
ated by the ait of the 261 h day of Febru
ary, 1803, indtled “ An ac‘t making lur
ther proviiion for the expenses attending
the intercourse between the United Slates
and foreign nations,”) to oe paid out ot any
monies,in the treasury Ro f appro,
priated, he, and the fame here!)) is appro,
pdated, for the purpose of dl(charging the
claims of citizens of the United States a.

ment of which has been allumcd D) the go
vernment of the United Sta'es, by virtue
of a convention made the 30-0 da> of A
pril, 1803, between the United Ssa.es ot
America and the French Republic, reced
ing the laid claims.
Sec. 2. And be it farther enaded, That
the Secretary of .he Treasury (hail caulc to
be paid at the treasury ot the Uni.ed States,
in conformity to the convention atoimid,
the amount of fucli claims above mentioned,
as, under he provisions of the (aid conven
tion, (lab be awarded to the refpeCtive
claimants; which payments shall be male
on the orders of the minUter plenipotentiary
of the Uniied States tor .he time being, to
the French Republic, in conformity wi.h
the convention afoicfaid, and tiic said mi
nilfer shall lie charged on the treasury books
with .he whole amount of such payments,
until he (halt have exhibited fatisfactory
proof to the accounting officers of the trea
sury, that his orders, thus paid, have been
ilfued in conformity with the provisions of
the said convention.
. Sec. 3. And be it further enaded, That
the President of the United Slates be, and
he hereby, is authurifed to borrow, on the
credit of the United Spates, to be applied
to the purposes author!fed by this act, a futn
not exceeding one million seven hundred and
fitty thoufaud dollars, at a rate of interclt
not exceeding fix per centum per annum ;
reimburfeahle out of the appropriation made
by virtue of the firil fe< Ton of this att, at
the pleafurt of the United States, or at
such period, not exceeding five years from
the time of obtaining the loan, as may be
ftiplatedby con’rad ; and it (hall be lawful
for the bank of the Uniied States to lend
the fame.
Sec, 4. And he it further enacted, That
so much of the duties on merchandize and
tonnage as may he necedary, lie, and the
fame hereby is appropriated for the putpofe
of paying the interelt which (hall accrue on
the said loan.
Sec. 5. And be it farther enaded, That
for defraying the ex pence incident to the
inveltigaiion of the claims a’>ovcmentioned,
there be appropriated a sum not exceeding
eighteen thousand five hundred and Tcverity,
five dollars, to be paid out of any monies
in the treasury, not ochcrw ife appropriated :
Provided, That the cempenfatiun to be
made to any of the corormifioncrs appoint
ed, or to be appointed, in pursuance of the
above mentioned convention, (hall not ex
ceed the rate of four thoufaad, tour huu-

the annual imereit accruing on the said

fix pence tkcrling lor each dollar, if payable'
in London, and at the rate of two guilders
and one half of a guilder, current money of

See. 3. And he it farther euatled. That,
a fa n equal to what wal be neceliary to pay
the imereit which may acctue on the laid
flock to the end of the prelent year, be,
and the fame is hereby appropriated for tha»
purpose, to be paid out of any monies io
