Eighth Congrejs of the United States,
At the First Session begun and held at the
City of Washington, in the Territory of
Columbia, on Monday the seventeenth
of Ortober, one thousand eight hundred
and three.
AN ACT
For the relief of certain military penfoners
in the fate of South,Carolina.
BE it enabled by the Senate and lloufe
es Rcprefentalrves of the United States
of America in Congrejs affemhled , That
the persons to whom military petitions have
been heretofore granted and paid by the
(late of South-Carolina, in pursuance of the
resolves of the United States, in congress
affemhled, for the, payment of pensions to
the invalids who were wounded and difa
abled during the late war with Great. Br
itain, and who have not been placed on the
books, in the office of the Secretary for the
department of War, (hall be, and the fame
hereby are direrted to be placed on said
books, end their said pensions (hall be here
after paid by the United States, in the fame
manner as to the other pcntioneri of the
United States, out of the funds already ap
propriated for that purpurfe.
Sec. 2. And be it further enacted, That
in placing the names of pensioners on the
books, pursuant to the dirertions contain
ed in the foregoing fertion, the Secretary
of War (hall be guided by a certificate
from the state of South-Carolina, when the
fame (hall be delivered to him under the
proper authentications, which certificate
(hall fpecify the names of pensioners and
fains of pensions, and likewise that they
have not been paid since March the fourth,
one thousand seven hundred and eighty
nine, by said (late ; which certificate (hall
be recorded in the books of the department
of War, and the original kept on file.
And each officer, non-commifliened officers,
and soldier, whose name (hall be placed on
the said lift as a pensioner, in conformity
to the provisions of this art, or in case of
the death of any such officer, non-commif,
fioned officer, or soldier, his heirs or legal
representatives, (hall receive a Aim equal
to the arrears of his perdion, which (hall
have accrued from and after the fourth day
of March, one thousand seven bundled and
eighty-nine, until the passage of this art,
or until the death of such pensioner, as a
forefaid, as the case may be: which ar
rearages (hall be afeertained and certified
by the register of the Treasury in the fame
manner and under the said reftrirtions as
are contained in the art palled the eleventh
day of August, one thousand seven hundred
and ninety, intituled “an art for the re
lief of the persons therein mentioned or de
fer! bed”: Provided, That, the commuta
tion of half pay, which may have been re
ceived by any commiffioncd officer entitled
to a pension as aforsfaid, (hall firft be re
turned by such officer into the treasury of
the United States, or (hail be dedurted from
the arrears of pension directed to be paid by
this art.

of the I anus of the United States,
BE it enacted by the Senate and House of
Peprefentatives of the United States
of America, in Congrejs affemhled, That
the secretary for the department of Bate be,
and he hereby is authorifed and empowered
to procure four hundred copies cf the laws
of the United States; one hundred copies
of which (hall bediftributed in just proper,
tions in the territory of Orleans and diftrift
ofLouifiana; the other three hundred co
pies to be rcfcrved for the disposal of Con
gress.
See. 2. And he it further enabled, That
one thousand copies of the laws of the Unit
ed States which (hull be printed at the close
of each feftion (hall be reserved for the dif
pofa! of Congrcfs, and that the distribution
of the remainder lhall be extended to the
territory of Orleans and diftrift of Louifta.

Sec. 3. And be it further enafied, That

of Hate to each member of the Senate and
House of Rcprefcmatives, and to each ter
ritorial delegate, as soon as may be after
the expiration of each feftion ot Congrcfs,
a copy of all the laws which lhall have been
patted at such feftion.
Sec. 4. And he it further enaPLed , That
the sum of two thousand dollars be, and the
fame hereby is appropriated, for defraying
the expence autherifed by this aft, payable
out of any money in the treasury, not other
wise appropriated.

From a late Louden Paper,
A new Whc.it, The enctcaung ardottf

Ireland, has been exemplified in a very fin
gulardegtec, at the cattle exhibition lately
held in Dublin, by the unexampled demand
for the new species of wheat, which may be
well confidcrcd a kind of phenomenon in
the vcgitable world. From its novelty in
this country it has not yet acquired any rank
in any class of botanical clalfitication, at
lesft generally known or alluded to ; hut its
properties if the future ciSrfls Hull invaria

of its culture, as well as the origin?!

Tke origiuinal feed imported by a ser
vant of the late Thomas Whaley, Esq. on
that gentleman’s Jerusalem expedition, was
firii taken notice of by a-Mr. Doran, Fran
cis Greet, an eminent experimental farmer
and dillillcr. That gentleman’s account of
the various brandies of his experiment, as
communicated to the numerous crowds of
admiring fpedators of the (ample he procur
ed at the duke of Lcinflcr’s, (lands criti
cally as follows ; Hefowed two (lories and
a half of wheat, in the (pace of an hag
gard, at Clouflilla, in the county of Dublin,
in Augull, after a previous crop of vetch,
es; this feed he had dibbled by two mol
and four children, the whole expence of la
bor amounting to no more than 7/. Rritifh ;
in the lad reaping fcafon, it exhibited (talks
of (even feet in length, bent conliderably at
the top by the weight~a bunch of ears on
an average from 42 to 45 in number, on a
(talk, and each ear containing generally
from 1 jo to 190 large round grains of wheat,
almoll rrafparent through 2 (Tim, resembling
a (kin or hufic; its color only approaches
the lands wheat, so well known in this
country. The (talks formed into reeds fill
ed with a white pilp, irom their (Length,
towards the root, were forced to have been
cut about two feet from the furface of the
foil. The draw, or rather reed Mr. Doran
had cut, and served cattle as a substitute for
oats, on which they greedily fed, and feetn
ed to thrive on it as well as on their usual
food. The general produce of the wheat,
refpefling the feed, was far beyond any o
iher wheat ; on grinding, the proportion of
bran, refpefting the flour, was 3 pounds of
the former, to one barrel of the latter.
The following extraft of a letter from thfl
President of the United States, is affixed as
a recommendation, to proposals of William
Price and William Rlack, of Wilmington
(D.) for publilhing by fubfeription “ the
Life of Jesus Christ, with the lives of
the Apostles." It would seem that these
publithers, both of whom are federalifts,
the fir (I an Episcopal Clergyman, the latter
a printer of a federal paper, do not believe
the (lory of Mr. Jcflcrfon’s Infidelity ;
